What to do if you have lost your compulsory medical insurance. What to do if your health insurance policy is lost? What you need to know

The first thing that any patient will be asked when visiting any medical institution is the presence of an insurance card. This is not a simple whim of a particular health worker. Registrars are required to enter data from this document into the database each time the patient contacts.

Why is this being done? For subsequent payment for medical services provided to the client.

The Insurance Law, in particular Article 16, gives insured citizens certain rights:

  • The ability to choose (change) a doctor by writing a corresponding application addressed to the head of the medical organization.
  • Obtaining information about the types and quality of medical services.
  • Compensation for damage in case of failure to fulfill obligations to provide medical care.
  • Compulsory medical insurance is valid throughout Russia; the place of issue does not affect the ability to access medical services in any region.

Previously (before the introduction of a uniform policy), many patients faced serious problems while being outside their region of residence. Many were denied free medical care; they had to look for the head physician and achieve results through endless disputes. Now, having insurance in hand, a citizen of the Russian Federation becomes the owner of the right to receive assistance from medical workers in any subject, regardless of where he is registered.

If your compulsory medical insurance policy is lost, it’s better to find out as soon as possible how to restore this document. After all, without presenting it, they can refuse to provide free medical services on absolutely legitimate grounds. This does not apply only to emergency medical care. In emergency cases, doctors are obliged to help free of charge.

Those wishing to receive medical services must present this document upon request at the registry office, promptly report its loss, and ask for a replacement in the event of a change of surname, move, change of registration, etc. situations. If the insurer who issued the previous policy is not found in your new location, you can renew the document at any other insurance organization.

As Article 43 of the Federal Law on Insurance states, a personalized register is maintained for any person who has undergone the insurance procedure. The specified information contains the most important data about the person: full name, gender, place of residence, SNILS number and others. They help ensure interaction between the Pension Fund and the insurer. Not everyone knows this (as well as a number of their own rights), because a large amount of legal documentation is not popularized and often passes by the attention of the average person.

Worry about loss health insurance not necessary, despite its high importance. It is possible to restore a document; you just need to put in some effort, and the procedure itself will not cost anything.

You can contact both the MFC and insurance company. To contact the insurance company, you will first need to find out which organization was indicated in the lost document. However, today the most in a convenient way is precisely the Multifunctional Center. It offers citizens an extremely wide range of services, flexible work hours and good system client service. You can apply either at your place of registration or at any other center that is more convenient for you in location.

After submitting all the required documents, you will be given temporary policy Compulsory medical insurance. It will be valid for a relatively short time - only for the period of production of the main document. The maximum validity period of such a policy is on average thirty days. Reading time: 5 minutes

It just so happens that from time to time we lose something. When it's some little thing, we're annoyed, but no more. But if this is an important document, then there will be a long restoration process, accompanied by the collection of various certificates. Although everything may turn out to be much simpler. Let's look at how to restore an MTPL policy if it is lost or damaged: it can also be torn or faded in the sun so that it will be impossible to read anything.

What does the regulatory framework say about this?

It doesn’t matter whether you lost your insurance policy, whether it was damaged mechanically or otherwise, the main thing is that driving a car without it is prohibited by law. The loss of an MTPL insurance policy is equivalent to its complete absence, which is an administrative offense in accordance with Article 12.37 (Part 2) of the Code of Administrative Offenses of the Russian Federation. And traffic inspectors will not think about punishing you for this.

In addition, the Traffic Rules of the Russian Federation (clause 2.1.1) indicate that the driver is obliged to carry with him while driving a vehicle and be ready to present to the traffic police officer a number of documents, among which is the MTPL policy.

So, until the policy is restored, the motorist will have to do without his car, so as not to become, although not a malicious, violator. As for the insurance company, its obligations on this issue are described in paragraph 24 of the OSAGO Rules. Specifically, it says that for the first time during the validity of the current contract, the restoration of the MTPL policy in case of loss should be carried out free of charge, but for the second and subsequent times, the services for making a duplicate (and only them) are paid by the client. On average it costs 300-400 rubles.

Procedure in case of loss of MTPL or CASCO insurance policy

Having understood your rights and responsibilities, you should understand how to act if you find yourself in this unpleasant situation. Moreover, for mandatory and voluntary insurance the procedure may vary.

The different procedures to follow after the loss of various insurance documents are determined by whether or not it is necessary to confirm the fact of insurance. According to compulsory motor liability insurance - not necessary. But the insurance companies that issued you a CASCO policy, especially unscrupulous ones, may require confirmation of the fact that you actually paid for their insurance.

How to restore your MTPL policy

No matter how complicated this procedure may seem in absentia, in fact everything is quite simple and fast. And the main thing is that you will not be required to purchase insurance again, because the fact of your current insurance is recorded in a unified database of insurers. Imagine that you get into a serious accident in which, for example, your policy is burned. This does not mean that you are not insured. Let's move on to a description of the procedure for how to restore a lost MTPL policy.

Obtaining a duplicate of the MTPL policy

After discovering that the insurance form has been lost or damaged, you must personally go to the office of the insurance company (IC) where you entered into the contract and obtain a duplicate. It is worth mentioning that this does not apply to cases where a printed electronic policy is lost, because you can re-print it yourself from personal account on the insurer's website.

Let's take a closer look at how to get a duplicate of an MTPL policy purchased in the standard way.

Do I need to change my policy when changing my last name?

Now each of you knows what to do if you have lost your car insurance. But what about changing your last name? What if, for example, a woman got married? The policy must contain up-to-date data that corresponds to current documents, in particular the passport and ID of all citizens included in the insurance.

If the personal information in the passport has changed, then the driver’s license must be replaced. Let us remind you that since 2014 it is prohibited to drive a vehicle with a license under the same surname.

So, having changed your last name, first name or patronymic in your passport, you need to urgently apply for a replacement driver’s license, and then for the production of a duplicate OSAGO policy with corrected data.

The first time, as in case of loss of an insurance form, a duplicate will be given to you free of charge. A similar procedure should be resorted to in such cases as:

  • changing vehicle registration data;
  • change in the number of drivers allowed to drive a car.

Lost policy and forgotten information about the insurer

There is another important issue that requires consideration. Is it possible to restore a compulsory motor liability insurance policy if it is lost if you cannot remember with which insurance company the contract was concluded? Memory can fail anyone, especially older drivers.

Don't be upset. This issue can be resolved using the website of the Russian Union of Auto Insurers - RSA: by VIN number and registration plate vehicle You can find out which company insures the car.

We restore the CASCO policy

The loss of MTPL policies has been dealt with. What to do if the CASCO policy is lost is not so different. You need to contact your insurance company immediately, without waiting for possible insurance claims. If you have a mandatory motor vehicle license in your hands, then you have every right to drive your car without a lost policy.

How to get a duplicate CASCO insurance

Voluntary insurance, unlike regular compulsory motor liability insurance, is not regulated at the legislative level, so some difficulties may arise here. This is especially true in cases where you have no receipts or other evidence of payment for the policy. This is often taken advantage of by unscrupulous companies who may even deny the fact that you are their client.

To get a duplicate you will need:

  • come to the company office;
  • write a statement about the loss of the policy;
  • present your documents (passport, driver's license) and preferably receipts;
  • receive a duplicate made in your presence.

As with the loss of an MTPL policy, you have the right to free receipt first duplicate.

If you want to avoid possible future troubles due to the loss of a voluntary insurance form, then make it a rule:

  • immediately make copies of the received documents so that you have them at least as proof of the fact of insurance;
  • carefully store receipts and other documents confirming payment;
  • do not keep the CASCO policy in your car, because if the vehicle is stolen or completely destroyed without it, you may be denied payment.

Be careful on the road and keep important documents in safe places to be calm and protected in all possible situations.

A medical insurance policy is one of the most important documents in the Russian Federation, since it is on its basis that you can undergo diagnostic and treatment measures free of charge. In Russia, many citizens still use paper documentation, which can only gradually be replaced by electronic format. For the purpose of recovery paper policies it is necessary to successfully and promptly perform a number of specific actions.

What to do if you lose your policy?

A prerequisite is to contact a reputable insurance organization. Thus, the documentary issue cannot be resolved in simple firms. Insurance organizations resolve issues related to the mandatory receipt of protection.

When wondering what to do if your health insurance policy is lost, you need to understand that it is extremely important to contact the employees of the same institution. The name of the organization can be found at back side form of the received policy, or rather, in the upper right corner. In this regard, you need to call a specific contact phone number or visit the office center of the required organization. It is recommended to remember the most important information or rewrite it for further resolution of the existing issue.

If the policy is lost and the name of the insurer is forgotten, it is possible to contact another institution. In this case, you need to take care of writing an application for an insurance policy. Acting according to this scheme, you should count on the cancellation of the lost policy and the full execution of a new document that will have the necessary legal force.

Principles of policy restoration

Reinstatement of a compulsory health insurance policy is carried out only according to a certain scheme. Taking into account existing aspects allows us to count on a successful resolution of the issue related to the current document. So, what to do if a new type of health insurance policy is lost:

  1. The easiest option involves contacting your insurance company. To submit an application, you need to use the available contact phone number to pre-register for a consultation at the main office. However, customer service is provided only during business hours. Even if contact details are initially forgotten, they can be found using the official website of the insurance organization.
  2. The next step is to contact Main office, making sure you have a passport. You need to tell a specialist about your problem and get an application form from him to apply for reinstatement of your insurance policy.
  3. The written application is given to the employee, after which he receives a temporary certificate. As a result, a Russian citizen can use all the necessary medical services before receiving valid policy. Obtaining a temporary certificate does not mean a successful solution to the existing problem, but allows you to count on free medical care.
  4. It takes one working month to produce an insurance policy. After successful production of the document, the organization’s employees will notify you by phone or mail.
  5. There's only one thing left to do - you need to take out your health insurance policy. This also remains possible only during the organization's business hours.

The scheme changes if it is not known which institution issued the policy. The list of accredited organizations can be found on the MHIF website. It is important to note that the institutions themselves do not have fundamental differences, since the list of available services is the same and the policy can be obtained for free.

  • experience in the existing market;
  • availability of reviews and reputation;
  • territoriality of work activities and the possibility of successful interaction with the client.

Obtaining a new policy in the future occurs according to the traditional algorithm. Thus, only one change is made to the existing scheme: the need to select an institution for further cooperation. Then you should come to the office during company office hours, fill out an application, receive a temporary certificate and wait for the completed form. Recovery service lost policy or registration of a new document is absolutely free, and the absence of penalties is established at the legislative level.

Possibilities of medical care without a policy

Without an insurance policy, no medical institution can provide its services to patients free of charge. If you have a policy, you can worry about guaranteed savings when visiting a clinic or highly specialized medical center. It is important to note that recently it is not necessary to carry a paper form with you, since employees of medical institutions can carry out verification activities using a special database.

Despite the information available in the database, you should be concerned about the prompt restoration of the insurance policy. Modern technologies do not always allow successful and quick verification to provide free services. For this reason, if your compulsory health insurance policy is lost, it is important to know what to do.

You can contact the insurance organization on almost any working day and take care of obtaining a temporary document. In the future, holding the event will also require a minimum of time. The received policy is valid for an unlimited period of time, so re-application to the insurance organization is not required.

Policy restoration for different categories of clients

The procedure for reinstating the policy depends on the category of the client. First of all, you need to take into account the client’s age, because additional requirements apply for adults.

For a child

If a compulsory health insurance policy issued for a child is lost, restoration is carried out with the participation of representatives of the minor. For this, the following documents are required:

  • passport of the representative who applies to the insurance organization;
  • child's birth certificate or passport after reaching 14 years of age;
  • SNILS.

A duplicate of the policy can be made regardless of the age of the child. To complete this task, only documentary evidence of the possibility of representing the interests of a minor citizen of the Russian Federation is required.

For an adult

The list of required documents differs in each situation, so it is recommended to take additional advice. The main documents that are required are as follows:

  • passport;
  • documents confirming registration;
  • SNILS.

The application must be written only to the insurance company. At the same time, the application confirms the intention to obtain a new medical policy.

The documentary package is expanding for foreigners, as they must confirm the right to territorial residence in Russia. In addition, a medical policy in this case is issued only for a certain period of time, which can be carried out by a foreigner in the Russian Federation.

The procedure is easy, but you still need to be patient. It will take from two weeks to one month to restore the document. In the future, the issued policy will be valid throughout Russia.
