Ukrainian online wallets. Tips for choosing electronic money in Ukraine: the principle of operation of an electronic wallet

Hi all! Today's article is devoted to the latest changes: in May 2018, Ukraine presented an unpleasant surprise to users of the WebMoney electronic payment system. As part of the sanctions, the use of WMU was banned, and registration as an intrastate settlement system was canceled. The legality of blocking actions raises questions, but users are more concerned about how to now receive money from the Russian Federation and other countries. After all, the system was used by freelancers working with Russian customers, and people to whom relatives sent money. What options do they have?

WebMoney ban in Ukraine: what to do with the balance of funds

The first wave of panic came when the news broke that WebMoney was suddenly blocked in Ukraine. It coincided with a malfunction on the site, which made users even more excited. They went to the Russian version to collect their savings:

  • Some managed to transfer money to unlinked cards, but the method implies restrictions of UAH 5,000 per day. By the evening of May 24, the official withdrawal from the system to banks was no longer available.
  • Holders of linked cards used exchangers on the network, but the very next day the WMU rate fell by almost 2 times.

The option with exchangers is still available, and user losses have become less. After the first wave of panic, the exchange rate stabilized, and now for 100 WMU you will get 69.1 UAH.

What will happen to the funds left in hryvnia wallets? Representatives of the payment system assured that the funds would be frozen, and after the ban was lifted in 2021, the owners would be able to receive them.

Also, the WebMoney Transfer company assured that users from Ukraine will be guaranteed to be served using wallets of any type, except for WMU.

How to bypass WebMoney blocking in Ukraine

To access the system, check if the provider has entered restrictions. There are no legal regulations in this regard, so it all depends on the decision of a particular company. But bypassing the blocking is not difficult if you use a VPN:

It is often necessary to try several add-ons until you find a suitable option to bypass the block. Remember that the VPN browsers that you have installed to access social networks VKontakte and Odnoklassniki (FreeU) are not enough. By choosing the appropriate option, you will figure out how to withdraw WebMoney in Ukraine.

Important information:
Through the State Services, you can apply for a foreign passport of the old and new generation. … New generation passport or biometric passport for adults and children.

How to continue receiving and withdrawing WebMoney in Ukraine

The system does not charge interest for the fact that you store funds in it, so it is mostly used for transactions. Now Ukrainians are thinking about how to withdraw money further without losing fabulous sums on the exchange.

In conditions when it is no longer possible to transfer money to a bank or replenish a mobile phone, one has to get used to new realities.

The first step was switching to WMR and WMZ wallets, but then the money must be withdrawn to a card in hryvnia. What options are available?

Withdrawing WebMoney through exchange offices on the network after the ban

The easiest and most common way is through online exchange offices. Choose a profitable rate using the Bestchange service and get money on Visa/MasterCard or Privatbank cards. Users on the forums noted the reliability of the following items:

  • Obmen0629 (to Privat24).

I recommend : Monitoring system BestChange.ru brings to the TOP every 5-8 seconds best options by 20 popular currency pairs just on verified network exchangers:

To make an exchange you will need a payment card previously linked to your account. Follow the procedure:
  • To quickly transfer funds to your account and not enter data manually each time, register on the service. Enter your full name, email address, mobile phone in international format. It is important that the data matches letter for letter the information in the WMID. There are no minor details: if you provide a different phone number, the payment will not go through.
  • Enter wallet and card numbers, save changes.

You can skip the step if you are making a one-time exchange, but it is more profitable for regular customers to register. After all, after it you will begin to receive bonuses for each transaction, and you will also be able to verify your account (this gives priority in response to tickets and instant exchange when working with Yandex.Money).

How to make an exchange on Obmenka.ua

Completed registration or decided to do without it? Select the “Exchange” item on the main page, indicate the desired directions and click “Change”. A form will appear on the screen, which unregistered users will fill out manually. Check the appropriate boxes and click on the payment button. After entering the code from SMS or E-num, the process will be completed and the money will be credited to the account.

Possible problems with withdrawal to the card due to WebMoney blocking

Judging by the feedback on the forums, most users in Ukraine continue to withdraw funds to cards: WebMoney Transfer provides active support. Difficulties may arise in the process, but they are solvable.

No card linked to WebMoney or expired (for Ukraine)

In order not to contribute to fraud, exchangers carry out withdrawals to pre-linked cards. If you have not done the procedure in advance, take action.

Binding through a personal account in most cases does not work. On the forums of freelancers, there is information that some managed to use the usual way. But others don't have to worry either. if you have a name card, the service staff will check the data manually.

Log in to complete the procedure.

Choose a section "Control Panel".

Scroll down the page and you will see "Bank cards". Click on the list to see further information.

Select an item "Add card", specify the payment system (Visa or MasterCard), enter the payment method number and confirm the action. A new item will appear, next to it you will see the inscription "Check". Click on it to download photo of the front side of the card, making sure that the name and surname are clearly visible on it. The verification will be carried out within 2 working days, after which the card will appear in the list of options for withdrawing money through exchange offices.

Please note that you do not need to upload pictures of the back side with a CVV2 code!

After blocking WebMoney, linked cards disappeared from the personal account

Messages of alarmed users from Ukraine appeared on the network. They reported that from personal account the information about the linked cards disappeared: they simply ceased to be reflected on the same page as the wallets.

For most, they “returned” without additional action. Anyway panic was premature, because direct withdrawal through the site in Ukraine is impossible. And the disappearance of cards from the personal account does not mean that they have disappeared from the list of payment instruments linked to the WMID. If you wish, you can open the Webmoney Passport and make sure that the information has not disappeared. This means that you can exchange through certified points.

Unable to exchange through certified points

Failures when trying to exchange funds through Obmenka.ua, SmartWM or other platforms are usually caused by the following:

  • You entered your profile information incorrectly when registering on the site of the exchange office. Check the correctness of the full name and make sure that you filled out the form in Ukrainian. The spelling must completely match the option in the WM passport; if errors are made during the exchange, the message “Invalid WMID” appears. Also check that the mailing address and phone number are correct.
  • You are trying to link a dollar card to a hryvnia wallet. Binding of means of payment is carried out only if they work with the same currency.
  • You didn't pay attention to minimum amounts for exchange. Due to the increased demand, restrictions have been introduced on the sites: less than 100 UAH are not credited.
  • You are using an unreliable VPN service. Usually in this case, the message Err appears: 1 merchant purse (WMID number) not specified or incorrect step:6. Try other VPN add-ons.

The ban on WebMoney in Ukraine does not mean that you will not be able to use the system. Just understand the nuances, and you will transfer funds to payment cards and withdraw cash from ATMs.

To withdraw money to a card of a bank operating in Ukraine, do not change WMR or WMZ to WMU! It is more profitable to exchange rubles or dollars for hryvnias through certified points on the network.

Alternative ways to withdraw WebMoney

How else to withdraw money from WebMoney in Ukraine after the ban? Users recommend the Exchanger.Money service, thanks to which you can replenish wallets or withdraw funds to a card.

You can select an existing application or submit a new one by following the instructions below:

If necessary, contact the service administrator, who will describe the next steps.

If you have a registered dollar card, you can withdraw WMZ by following the link https://telepay.webmoney.ru/ru/cards. Suitable means of payment any bank except Privat. To use the service, fill out the form, indicating the following:

  • recipient's card number and its validity period;
  • currency (USD);
  • transfer amount.

Then click "Pay", enter the code from SMS or E-num, and then wait for the receipt of funds. It is important that MasterCard cards are credited within 5 banking days.

How to avoid scammers when working with WebMoney

The blocking of WebMoney in Ukraine has led to the fact that the number of complaints about scammers has increased dramatically.

Attackers use 2 pretexts: they offer to help with the withdrawal of WMU, or they contact users of VKontakte or Facebook.

Scammers contact the victim on social networks, posing as employees of the electronic payment service. Then they say that it is necessary to pass verification, and they ask you to provide the phone number to which the WMID is linked. At the next stage, you will be told that you need to enter the code received in the SMS and will be asked to clarify the password. This is how attackers gain access to your account.

If SMS confirmation of transactions is enabled in your profile, you may be informed that the first combination of numbers is incorrect. You will receive a second message, which will actually contain a code for transferring funds to the attacker's wallet. As a result, you will lose all the money!

How to protect yourself from scammers? Observe the following rules:

  • Transfer money through certified exchange offices on the network. It will not be possible to find courses more profitable: no one will work at a loss.
  • Remember that you can get answers in social networks only after you have created an official appeal to the WebMoney Transfer group. To do this, you need not to be noted in the comments to any entry, but to write a personal message.
  • If you communicate with a service representative in a PM, please note: they can only answer from the official page! A special badge testifies to the fact that it has been verified by the VKontakte administration.
  • Do not tell anyone the codes received in SMS or E-num. They are required only to perform actions with the WMID, and employees of the organization do not request them.

If you have any problems using the electronic payment system, please send inquiries to official service support. Those who are unable to log in to the site can send a request through the VKontakte service. But note that you should be answered from the page of the official community! Fraudsters register on the network, specifying similar data, put the WM logo on the avatar and try to get information to enter other people's WMIDs.

Alternative to WebMoney in Ukraine

Those who do not know how to withdraw money from WebMoney in Ukraine after blocking are starting to look for alternatives. What are the options at your disposal?

QIWI or WebMoney

If you work with Russian customers, they will offer to make payments to a QIWI wallet. It will be possible to register it to a Ukrainian phone number, after which you will receive the “Anonymous” status.

Withdrawal of funds from a QIWI wallet in Ukraine is done through exchange offices. The course turns out to be less profitable than when working with WMR or WMZ. For example, for 1000 rubles. in the QIWI system you will receive 385 UAH to Visa or MasterCard; when exchanging Webmoney, you will be credited 411 UAH. If monthly income reaches 20 thousand rubles, then when switching from WM to QIWI, you will lose 520 UAH less.

The option has another drawback: with regular receipts of funds, a wallet with the “Anonymous” status can be blocked. QIWI does not have a remote identification procedure for citizens of other countries, so one can only hope for luck. But the method is suitable for those who cannot immediately link the card to WebMoney. If you just ordered a personalized payment method and are waiting for delivery or manual verification by a WM employee, and you need the money urgently, ask customers to pay on QIWI.

Yandex.Money: can it be used in Ukraine

Yandex.Money can become an alternative to WebMoney: they can be cashed out through exchangers. The disadvantages of the option include the need to verify your identity, because without this you will not be able to make transactions.

Citizens of Ukraine have access to a remote procedure: they will need notarized photocopies of their passports and translations, as well as an application for identification. Then you will send the package of documents by registered mail. All that remains is to be patient, because the work of the Russian Post does not please with speed.

Despite official prohibitions, agents of the Yandex.Money system also operate in Ukraine. To meet them, select your city from the list and contact a representative. You will need to fill out an application and come to the appointment, taking your passport. You will have to pay about 450 UAH for the service (check with the agent for conditions).

The disadvantages of the method include the high cost of the service and the optionality of individual employees of the system. According to the feedback on the forums, some agents simply do not show up for the meeting.

Problems with accessing the Yandex.Money wallet and how to solve them

Using the Yandex.Money system has a major disadvantage - in Ukraine you have to log in via VPN, and the wallet is then blocked. There is a high risk that you will see the message “Protection mechanism worked” and lose access to funds, after which you will have to re-verify your identity.

To avoid this situation, try the following options:

  • Use VPNs that are adequately accepted by the service. According to forum reviews, TunnelBear is one of them. But there are no guarantees that the service will not respond with a blocking!
  • Some users have been lucky with providers that have not blocked mobile versions of banned sites. If the service provider is negligent, you will be able to access the wallet without using a VPN. In this case, make an exchange in online points from your smartphone, and avoid blocking.

What to do if the Yandex.Money wallet is blocked, and you are in Ukraine and cannot come to the office? Sending a second letter with certified documents and waiting a few weeks is not the only option. Write a review on the site http://www.banki.ru, and the wallet will be unlocked in 2-3 hours.

Other WebMoney Alternatives: Is It Worth the Risk?

Although users did not abandon their usual schemes after the blocking, they began to look for legal alternatives. But is it worth spending time on registration and verification of documents?

From card to card from Russia to Ukraine: will PaySend replace WebMoney

Freelancers working through the exchanges reacted calmly to the WebMoney ban: most sites withdraw money to cards. With direct cooperation, the task becomes more complicated, so users turned their attention to the PaySend service. Ukrainians cannot register on it, but receiving money is available to them - in theory.

You are promised fast transfers, and the commission when transferring from the Russian Federation is 49 rubles. But the reviews on the forums show that it makes no sense to study the conditions: except complex system registration, users noted unreliability. The money simply does not reach the recipients, and the support service claims that PaySend has fulfilled its obligations.

Pay attention to user stories about the service: their authors put either 1 star or 5. It is easy to guess that this difference indicates an abundance of custom reviews.

“One wallet”: loss of money and unpleasant surprises

After receiving information about the WebMoney ban, freelancers turned their attention to the Walletone.com system. But it turned out that it is not suitable for accepting payments from customers, so do not waste time registering.

To conduct such activities, it is necessary to connect not only the Single Wallet, but also Single checkout. This function is available to entrepreneurs who have been identified, indicated legal data and backed them up with documents. An online store is also required (details at the link).

Walletone.com support states that when you try to accept payments from customers, your Wallet One will be blocked.

Conclusion

Although the use of WebMoney in Ukraine has been banned, you can withdraw funds and receive them on a card using exchange offices. Practice shows that WM is more profitable and more reliable than dubious alternatives (PaySend, “Single Wallet”). If you have any difficulties, switch to solid alternatives - QIWI or Yandex.Money.

Modern tendencies The development of markets in various industries lead to the fact that gradually a large number of trading operations are moving from the real market to the virtual one. In such conditions, there was a need to create a virtual method of calculation. The decision was not long in coming - virtual (or electronic) money was soon developed.

According to the definition, virtual money is funds that are on electronic media at the complete disposal of the user. Since the term “electronic money” is still new for our fellow citizens, confusion often occurs in which virtual money is confused with non-cash money. These concepts are far from each other. Electronic money differs from the fact that the circulation of virtual funds can occur solely through computer networks, the Internet, payment cards and electronic wallets.

The most popular form of using and storing virtual funds are electronic wallets - a kind of accounts on certain online resources (settlement systems), through which online payments are made. These are analogues of bank accounts on the Internet. According to the statistics of the use of different payment systems by our fellow citizens, WebMoney is considered the leader. They also pay for this wallet.

Electronic wallets in business

To fully work with electronic wallets, you need to realize their need. For example, if a person is a freelancer, then the need to create an electronic wallet simply does not raise questions. But why does an entrepreneur need an electronic wallet?

  • This best way remuneration of outsourcing companies and freelancers. It's no secret that the amount of wages for remote employees is much less than the wages of full-time staff;
  • This is the best settlement tool when making payments from customers and partners.

Electronic wallets in Russia

Active development of trading operations in the vast global network, and as a result, the active use electronic money, could not disregard the legislative branch. In 2011, the Law of the Russian Federation “On the National Payment System” was adopted, which regulates the rules for the use and circulation of electronic money. Despite the existence of some restrictions associated with the circulation of electronic money, this type of settlement in Russia is gaining more and more popularity every year. In the Russian Federation, there are many settlement systems that provide work with electronic money, for example: WebMoney, Yandex-money, RBK-money.

Electronic money in Ukraine

The use of virtual funds in Ukraine is not much different from the situation in the Russian Federation. In 2008, the NBU adopted a resolution “On Approving the Regulations on Electronic Money in Ukraine”, according to which the use and circulation of electronic funds on the accounts of Ukrainian citizens is subject to clear regulation. This resolution describes in detail each procedure related to electronic money - ways to replenish an electronic wallet, withdraw electronic funds into "live money", and also considers the use of electronic business entities.

For example, according to the Decree, the use of electronic funds as payment for services or goods is possible only in two cases:

  1. Exchange of electronic means between individuals (amount - up to UAH 5,000);
  2. Payment for services or goods to legal entities.

Legislative acts of the Russian Federation and Ukraine are unanimous in that the use of electronic money in settlements between two entrepreneurs is strictly prohibited. But representatives of the Ukrainian Guarantee Agency hope that in the near future legislatures Ukraine will adopt amendments to the Resolution, which will mitigate the existing restrictions on the use of electronic money.

Types of electronic wallets

Existing legislative acts for the convenience of working with electronic money, a conditional classification was introduced electronic wallets. The classification principle was the subject, the owner of the electronic wallet. What are electronic wallets and what is their difference is described in detail below.

  1. Non-personalized electronic money. When creating such an electronic wallet, the identification of the owner of the funds is not performed. This type of electronic money is ideal for those who often work with mini-payments and a small monthly turnover - up to 40 thousand rubles.
  2. It is recommended to create personalized electronic wallets for those users whose activities require an impressive turnover of money - up to 100,000 rubles / month. When creating an electronic wallet, user identification is required.
  3. Entrepreneurs and legal entities can legally use corporate electronic money in their activities. This type of virtual funds is good because it allows you to leave up to 100,000 rubles on your account daily, which is great for trading floors.

The best e-wallet

Among the wide variety of international and domestic electronic wallets, choosing one is quite difficult. And this choice must meet a large number of individual user requirements. This choice should be based on the qualitative characteristics and properties of a certain type of electronic wallet. Which electronic wallet is better to have is up to you.

  • Multicurrency. It is very convenient when all user accounts - dollar, ruble, euro - are displayed in unified system calculations.
  • Internationality - the ability to conduct transactions with issuers from many countries;
  • Mobility - the ability to access your electronic wallets using a variety of gadgets, and not just a PC;
  • Ease of use and intuitive interface.

Mail.ru Wallet

Among the many payment systems on the territory of the Russian Federation, two systems are most popular - WebMoney and [email protected]. We have talked enough about the advantages of the first, so we will devote time to the second.

If we compare the electronic wallets of the Mail.ru and WebMoney systems, we can see that Mail. ru has a lot of advantages, such as the ability to replenish and transfer Money to the payment card of the issuing banks of the Russian Federation (in particular, Alfa-Bank), work without additional software.

The only drawback of the [email protected] system is that it works exclusively with citizens of the Russian Federation.

Creating an electronic wallet WebMoney

If the decision on the need and creation of an electronic wallet is finally made, then the matter remains small - the creation of an electronic wallet. Let's consider this process using the WebMoney system as an example.

This system is good in that it offers users several options for working, each of which is accompanied by its own software. WMKeeperClassic is recognized as the most convenient and functional software by users. So, how to get a Webmoney electronic wallet:

  1. On the start page of the system (www.webmoney.ru) you need to click on the "Registration" button;
  2. The second stage of registration is the verification of the user's personal data - indicating the cell phone number, filling out the registration form and checking the correctness of the information entered;
  3. The third stage is the verification of the specified email address. After registration, within 2 minutes, an email with a registration code will be sent to the specified email address. You need to enter this code in the form on the service website and click "Continue".
  4. The fourth stage is checking the validity of the cell phone number. After confirming the email address by SMS, a code will be sent, which will also need to be indicated on the service website and click "Continue"
  5. The last step is to specify the password that will be used when logging in. The entered password along with the login is the data that needs to be hidden from prying eyes and not forgotten.
  6. After creating an electronic wallet, you will need to re-register, which will provide the opportunity to manage your account in the system. To start re-registration, you need to run the software installed during the first registration - WebMoneyKeeperClassic and carefully fill in all the required fields.

How to replenish an electronic wallet

About all operations that are performed with electronic money, the owner of the funds is instantly notified via SMS messages. This also applies to replenishment of electronic wallets.

There are so many ways to replenish electronic wallets that each user can choose a single, convenient option for him. Despite the fact that there are many payment systems, all of them, for the convenience of the user, offer universal methods of replenishment:

  • Entering cash at special exchange offices, cash desks, retail outlets or electronic terminals;
  • Purchase and use payment card the selected payment system;
  • Transfer of funds from a bank account to a virtual one;
  • Transfer of funds from an electronic wallet of another settlement system.

Read - how to lead

Having chosen such an intermediary, there is little left to do - just find out the terms of the loan, choose required package lending. Within a short period of time, the loan amount will be credited to the specified electronic wallet.

To repay the loan, you need to pay the specified amount monthly from the electronic wallet, taking into account interest (quite high)!

If you decide to connect your business with electronic money, do not forget:

  • Choose a multi-currency international payment system with a long history of work;
  • Study in detail the conditions of electronic lending;
  • Use personalized electronic wallets, as they are under the reliable protection of the payment system.

It is worth noting that Webmoney is still the most reliable e-wallet, but its competitors today are not inferior in reliability. Soon we will tell you how to get an electronic wallet Qiwi (Qiwi), Yandex, Sberbank and others.

Vesti has prepared a list of "electronic wallets" - legal alternatives to WebMoney

Ivanna Momot

Ukrainians have long "tasted" the possibilities of electronic online payments. A virtual wallet allows you not only to accept payment for goods and services almost all over the world, but also to pay with virtual currency for purchases on the Web (this is more secure than, for example, paying with a bank card, from which fraudsters can steal all the money). Until today, the most popular online payment system among Ukrainians was WebMoney Transfer. Its "currency" (title units WebMoney, WM) is in circulation in 86 countries of the world, and among Ukrainians there are 2.5 million users of WM-wallets. On June 11, WebMoney's positions in Ukraine were shaken: the Ministry of Revenue and Duties succeeded in blocking the accounts of the Ukrainian WebMoney guarantor (UGA LLC).

The main reason given was that WebMoney's activity is contrary to Ukrainian legislation - it does not have the appropriate NBU licenses. In addition, the system was suspected that it was used by one-day firms for smuggling and drug trafficking, and payments received via WebMoney to the accounts of online stores could not be tracked by regulatory authorities in any way, and thanks to this, Internet users do not reveal their real income and evade paying taxes.

Oleksandr Zholud, Senior Analyst at MCPI, believes that now other electronic money systems operating in Ukraine without coordinating the rules with the National Bank may end up in a situation similar to WebMoney. Therefore, Vesti proposes to take a closer look at legitimate online payment systems.

Legal alternative to WebMoney

In the digital world, there are many similar WebMoney systems. The most popular "electronic wallets" in Runet are Yandex.Money, QIWI, RBK Money, [email protected], Perfect Money, etc.

But, as in the case of WebMoney, their rules are not agreed upon by the National Bank, which means that the systems themselves and their Ukrainian users may also face difficulties. According to official data from the NBU, only a few electronic money systems are legitimate in Ukraine. In particular, the rules of two systems have been agreed with the National Bank: "Maxi" (the issuer, that is, the bank that "serves" the system - AlfaBank) and MoneXy (the issuer - Fidobank). Also, a number of Ukrainian banks are allowed to "issue electronic money" using payment systems - NSMEP (the system includes 58 Ukrainian banks) and GlobalMoney (issuer - Oschadbank). As explained to us in the National Bank, this means that the last two systems are also legitimate in our country.

NSMEP

In fact, NSMEP (national system of mass electronic payments) is a full-fledged payment system (Ukrainian competitor of Visa and MasterCard), which has at its disposal such tools as "electronic wallet" and "electronic check". Both of these tools coexist in one smart card (card with a chip). When opening an account with a bank cooperating with NSMEP, the user, if desired, receives a card with a chip that opens access to the system's "check" and "purse" capabilities. In particular, the cardholder can pay for goods and services from these accounts, withdraw funds from ATMs, make purchases on the Internet, etc. The difference between an electronic “wallet” and a “check” is as follows: the first allows the holder to pay for goods and services the limit set by him without entering a PIN code. "Electronic check" allows you to make large payments, but in this case, the cardholder is required to enter a PIN code to confirm the transaction.

You can replenish the NSMEP card at the branches of the banks participating in the system (replenishing your own card is free, someone else's is an average of 0.5% of the amount). You can withdraw money from the card into cash at the ATM network (in "strangers" you will have to pay a commission, it is set by banks, on average 1%).

True, in order to use the NSMEP card to pay on the Internet (including for transferring money between cardholders of this system), you will need additional software (can be downloaded for free) and a special card reader (cost 135-320 UAH) . Or you need to order a microSD card at the bank, with which you can pay for purchases on the Web both from a laptop and from mobile phone(the cost of the card is 350 UAH).

The need to purchase additional equipment, in fact, is due to the fact that the NSMEP system (which has existed for about 10 years) is not particularly popular among Ukrainians (although it is considered the safest: not a single case of fraud has been recorded during the entire operation of the system). According to the NBU, in the next four months, they plan to add a magnetic tape to NSMEP cards, which will make it more universal. True, experts fear that then the authorities will actively impose the NSMEP system on businesses and banks.

MAXI

At its core, the Maxi system is not an electronic wallet, but bonus program loyalty. Program participants (there are already more than 200,000 of them in Ukraine) can accumulate bonuses by making purchases in the system's partner stores, and then use the accumulated bonuses for payments in the same stores. The network of partners includes 42 brands (including large chain supermarkets, electronics supermarkets, gas station chains, bookstores, clothing boutiques, restaurants, and travel companies).

Accumulation of funds and payment for goods and services in this system is done with the help of bonuses. When making a purchase in a partner store, say, for 1000 UAH, the user of the system receives 100 UAH to the bonus account (bonuses are accrued as a percentage of the purchase amount, the percentage may be different for different partners). These bonuses go to the nominal MAXI CARD (can be purchased from the partners of the system, on average the card costs 30-40 UAH). And then with MAXI-bonuses you can pay either the full cost of the goods in partner stores, or part of it.

GLOBALMONEY

This is a full-fledged electronic hryvnia wallet that allows you to pay for a lot of goods and services in the Ukrainian Internet zone. Unlike the “purse” and “check” of the NSMEP, the GlobalMoney wallet can be anonymous - the system does not link it to bank account, but to the phone number or email address of the user. By the way, this does not contradict Ukrainian legislation - electronic money does not require the personification of the user.

You can replenish GlobalMoney from a bank card, networks of payment terminals (24 Non-stop) in Ukrposhta branches, Allo, Mobilochka stores, etc. (65 thousand replenishment points in total). Withdrawing money is possible by transferring to an account in Oschadbank or partner banks, transferring to another GlobalMoney wallet, withdrawing funds from ATMs (this will require a GlobalMoney payment card). The cost of depositing / withdrawing funds is from 0.5% (excluding commissions of external agents), transferring funds between wallets in the system is free.

You can link a settlement or virtual card(Visa settlement plastic is issued free of charge within five working days, a virtual one is created instantly, but you will have to pay 3 UAH for it). According to the press service of GlobalMoney, payment card you can pay without commissions in regular and online stores, withdraw money from it at ATMs (withdrawal rate is 2.2-3.8%). A virtual one is suitable for online payments. In addition, using the GlobalMoney e-wallet, you can replenish mobile communications, pay for the services of a number of Internet providers and cable television operators, travel agencies, order movie and theater tickets, replenish your account in online games, etc. True, the list of companies cooperating with GlobalMoney is still quite limited. For example, you can buy movie tickets only in six cinemas in Kyiv.

The user ID in the MoneXy electronic money system is a mobile phone number. The registration procedure is simple: you need to enter a mobile phone number on the system website and confirm it with an SMS password received on your mobile phone, after which the MoneXy electronic wallet opens for the user. You can top it up at any branch of Fidobank (no commission), through a self-service payment terminal (commission - 5-7%), from a card of any bank (commission - 1-2.5%), Bank transaction(commission - up to 1%) or prepaid voucher MoneXy (no commission). You can withdraw money from the MoneX wallet at bank card Fidobank (commission 1%), or transfer them to a card of any other bank (commission - 1-3% + a fixed amount of UAH 3.6) or to an electronic wallet LiqPay (Privatbank system, commission - 1%).

According to the press service of MoneXy, using their system, you can pay public utilities, services of mobile operators, railway tickets, cinema tickets, concert tickets, order food at home and pay for goods or services in Ukrainian online stores. The commission for paying for some services can be 0.5-5%. Also, funds can be transferred free of charge from one wallet to another within the system. True, yesterday the site of the system did not work, perhaps it had not yet recovered after moving to new servers (which they warned about on their website).

“Despite the fact that MoneXy also works abroad, in Ukraine the system only works with the hryvnia,” the MoneXy press service reports. - The international system does not intersect in any way with the Ukrainian one. Funds in rubles and dollars are not converted into hryvnia and vice versa. Users who have funds in rubles and dollars cannot send funds to hryvnia wallets.”

PLUS ELECTRIC MONEY

Simplicity and anonymity. To become the owner of a wallet, you do not need to leave your home (just fill out a form on the Internet) and “shine” documents (the wallet does not need to be tied to a bank card).

Convenience and security of payment for goods and services on the Web. You can do this at any time, and you do not need to "shine" your bank card details. The wallet can be kept empty, if necessary, "starting" funds for payment on it.

Translation speed. To make a payment, it is enough to enter the recipient's data in your wallet, the payment will be credited instantly. You can be anywhere in the world - the main thing is to have access to the Internet.

Electronic money can be easily converted into real money. Almost all online payment systems involve the "withdrawal" of funds to bank card or in cash (through the issuing bank).

CONS OF ELECTRIC MONEY

Virtual money cannot be picked up - this fact psychologically scares many away from electronic wallets.

Not all sellers accept Ukrainian electronic money. This is especially true for foreign online stores: for example, paying for goods purchased on e-bay will not work either with MoneXy or GlobalMoney.

Mistakes are hard to fix. Money credited to the “wrong” wallet will be problematic to return. To try to cancel the wrong operation, you must promptly contact the system and provide documents confirming the transfer. But not the fact that the money will be returned.

Additional expenses. You won’t have to pay for servicing an electronic wallet, but for depositing and withdrawing amounts you will have to pay a commission to the system (0.5-1% of the amount) and a fixed amount to the bank for servicing (for example, GlobalMoney - 5 UAH).

THE DANGER OF ELECTRONIC WALLETS

The main danger of electronic wallets is scammers who can "hack" it and steal money.

“To do this, hackers need a login and password,” says IT specialist Alexander. “To get them, they use viruses (“trojans” that steal data) or redirect to clone sites of payment systems. Therefore, update your antivirus and check the address of the site on which you enter In addition, do not store money in an e-wallet: for payments, "add" only the necessary amount into it, and immediately withdraw it from the system after receiving the money. "

SO WHAT IS WEBMONEY?

On June 11, a search was conducted in the Kiev office of WebMoney.UA, and more than 60 million hryvnias were arrested on the company's bank accounts. The official reason is the inconsistency of the company's activities with Ukrainian legislation. “WebMoney was not licensed in Ukraine as a payment system,” NBU council member Vasily Horbal explained to Vesti. “Why is a question for the system.” “We made many attempts to coordinate the rules of the system with the National Bank,” says Margarita Ormotsadze, head of the WebMoney Transfer press service. “However, the rules have not been agreed upon by the NBU.”

“The fact is that, according to Ukrainian laws, only banks have the right to issue and circulate electronic money,” says Oleksandr Okhrimenko, president of the Ukranalitcenter. - So, the NBU simply does not have the right to license the activities of WebMoney Transfer. When a company establishes a bank in Ukraine or uses services already existing bank, then it will be possible to talk about obtaining a license.

Now the Ukrainian division of WebMoney is trying to unblock its accounts. And yesterday, according to the press service of the company, funds were withdrawn from clients who submitted their applications on June 10-11. By the way, the service of replenishing WebMoney hryvnia wallets is still active in self-service terminals, many sites still accept payment for goods in WMU. True, some Ukrainian WebMoney partners have suspended their cooperation with the system.

Electronic money (ED) - the equivalent of real monetary units. They perform the same function as regular money and are legally tax-free.

The only alternative to electronic payment systems is Internet banking. But not all customers, service providers and employers can afford to make financial settlements through a bank. Some motivate this by the fact that it is unprofitable, expensive or inconvenient for them. Internet money allows in such a situation to get out of the situation with maximum benefit and convenience.

Electronic payment systems operate on the same principle as conventional non-cash transactions. Each user has a personal account, through which settlements are made with counterparties and between their online wallets.

Schematically, the process can be represented as follows:

  • real money is credited to the user's digital account;
  • at the exchange rate within the service, an exchange is made for Internet currency;
  • the account holder performs the necessary operation;
  • the counterparty receives electronic currency;
  • the system redeems its virtual currency, giving ordinary money in return.

Payment systems in Ukraine and other countries earn mainly on commissions for conducting payment transactions. For example, Webmoney, for each transaction withholds 0.8% from the user. Moreover, this condition applies both to transfers to other people's wallets, and to transfers between your own accounts.

In addition to the main one, electronic payment systems in Ukraine receive additional income from these sources:

  1. User certifications.
  2. Use of terminals.
  3. Use of your own cards.
