Is it possible to change the compulsory medical insurance policy? How to change an old-style compulsory medical insurance policy to a new one

According to the law Russian Federation, every resident of the country must have an insurance policy for medical protection. To do this, when filling out an application, a document is issued confirming the existence of such an agreement with a certain company. In connection with the emergence of its new forms, the need arose to switch to them. How to change compulsory medical insurance policy We will reveal the old sample to the new one in this article.

The requirements for drawing up a health insurance contract are described in Section 3 of the Compulsory Medical Insurance Rules. They also specify its types and data that must be recorded. That is, the information has a standardized form. In 2018, policyholders may have several contract options on hand:

  • paper A5 format
  • plastic, similar to bank cards
  • plastic – universal electronic card (UEC)

At the beginning of 2017, the release of the UEC version was suspended. From this period, it is not considered mandatory for provision, although it was planned to switch to service in government institutions using them, as well as as a travel ticket or wallet. Thus, on the territory of the Russian Federation today the usual paper version of the new sample remains the most relevant and a plastic card. The latter is not accepted everywhere, as it requires a reading device.

New sample policy and its features

The new compulsory medical insurance policy is:

  • paper version, printed on blue form (introduced in 2011)
  • electronic plastic card (used since 2014)

It doesn't hurt to have both options, since in case of loss you can use the second option. Different insurers have the same type of policies. This is an A5 form on the second side of which information about the insurance company itself appears. Many insured persons are wondering where the policy number and series are located, since this information often required to fill out documents. On a plastic card it is printed on front side. On the paper version of the new sample it is also on the front. At the same time, there is now no series, like the old policies, there is only a sequence of 16 digits.

The document is issued in one copy. If there is a loss or the paper is lost, do not worry, as it is not difficult to restore it or write an application to get a new one.

The advantages of owning new types of compulsory medical insurance include:

  • When taking out a policy, the rights of a person who is a citizen of Russia with regard to medical care opportunities are expanded. Thus, assistance should be provided to him anywhere in the country, regardless of the registration address in the passport
  • services are provided not only in public institutions, but also in private ones
  • introduction electronic system recording patient data allows for faster service by the reception department
  • To enter data on a change of surname and registration address, the issuance of a new policy is not mandatory
  • An electronic card can be issued to all clients of insurance companies. This does not depend on a person’s employment, since medical insurance also applies to unemployed citizens

As a rule, the list of services provided under compulsory medical insurance is standardized. If you want to increase or expand their list, you can apply for additional VHI insurance. This is a voluntary, optional type that costs more depending on the amount of insurance coverage. Its possession extends to the use of even assistance abroad, allows you to be served without waiting in line, except in cases that are subject to restrictions on this issue.

How long is the policy valid?

Cards are issued by insurance companies with no expiration date for users. Paper versions were previously issued for a period of 1–5 years. New options also have no restrictions on use. They are issued to persons who apply for them for the first time (newborns, foreigners). Others receive them as a result of applying for a replacement or restoration of loss.

There are other conditions that affect the need for replacement:

  • change of surname
  • passport replacement

Important! The use of an expired policy is not a reason for refusal of service, but it can be a problem when preparing some documents.

Replacing an old-style policy with a new one - procedure

The essence of the process of replacing an old insurance policy with a new one is to write an application setting out the request and submit it to the insurer. Based on this, the old contract is canceled and a new one is issued. At the same time, you do not need to pay for registration, the form or card itself. If any data has been changed since the initial application (registration, last name), then you need to provide a document confirming this. If the goal is to replace not only the compulsory medical insurance policy, but also the insurer from whom the service is provided, then you need to collect a complete set of documents and go to the right company.

Important! A change of insurer can be made no more than once a year. Calculation begins on November 1 of each year.

The general list of actions to replace the compulsory medical insurance agreement is as follows:

  1. Find an insurer. If there is no goal to replace him, the application is made to your own insurance company. When searching for a new one, you can be guided by the reviews of friends, the convenience of its location, the rating in the list of other insurers, including the percentage of payments
  2. Collect documents. These include the old policy and other documents in accordance with the list below
  3. Come to the office in person or apply online to write an application and submit copies of documents
  4. Get a temporary option Compulsory medical insurance for a period for 30 days
  5. Visit the office to sign and receive the original insurance. This also applies to the option with remote ordering, since you need to sign in person

Important! A citizen of the Russian Federation has the right to independently choose an insurer. Assistance should be provided without being tied to a specific representative, despite the fact that cooperation agreements may not be concluded with everyone.

Required documents

When issuing, the applicant’s status and age are taken into account. Depending on this data, the main package of documents is formed. Let's consider options for different applicants:

  1. Children. These include newborns and up to 14 years of age. They require:
  • birth certificates
  • ID card from one of the parents or persons legally representing them (guardians)
  • power of attorney, if the application is made on behalf of the above category of persons
  • SNILS (parents are not required for the paper version and are needed for the electronic version)
  1. For a foreigner:
  • refugee certificate, if such status has been issued
  • passport or other identity document
  • document confirming the legality of stay in the country
  • place of registration
  • SNILS if available

For Russians over 14 years old, an identity card, SNILS, and a document confirming registration are required.

Registration deadlines

According to unofficial statistics, the time required to wait for the issuance of the original compulsory medical insurance policy is 10 days. Depending on the insurer’s workload, the period increases to 1.5 weeks, but the maximum is 30 days (clause 5 Compulsory Medical Insurance Rules). The same period is established for the activity of a temporary option, which is issued at the client’s request after completing all the papers and submitting an application. If you apply through MFC centers, the time frame may be longer by 2 days, since postal delivery is also required.

Conditions for mandatory replacement

The list of conditions, the consideration of which requires the implementation of actions to replace the policy, consists of the following list:

  • change of surname
  • change of place of residence, and, accordingly, registration
  • change of data on place of birth, date
  • if there is an error in the policy data
  • moving to another job (not always relevant)

Conclusion

Based on the above, it should be concluded that they will not necessarily replace the old policy with a new one. It is advisable to do this if its validity period has expired or the situation corresponds to one of the above. To complete the procedure, you must contact the insurer with documents. There is no need to pay anything, and there are no late fees.

Video: Whether or not to change your compulsory medical insurance policy from paper to plastic

Every resident of the Russian Federation falls under state program compulsory health insurance (CHI). However, he can exercise his right to free medical care only if he has an insurance contract. Several years ago, the form of filling out and the type of this insurance changed somewhat. How is it possible to replace a compulsory medical insurance policy with a new type of policy today?

Is it necessary to change the compulsory medical insurance policy to a new type policy: latest news for 2020

Recently Moscow compulsory medical insurance fund announced that it was suspending the issuance of new-style policies until January 2020. Because of this, a rumor appeared that everyone needs to urgently change their old-style compulsory medical insurance policy to a new one before November 1, 2018, otherwise there will be problems with the provision of medical services.

On October 26, an explanation came from the Compulsory Medical Insurance Fund, namely, it states that all policies are issued for an indefinite period and medical care under them can be obtained without any restrictions. Until November 1, you can apply to change the insurance company servicing your compulsory medical insurance policy if the quality of its services does not suit you. This can be done once a year. Therefore, dear readers, there is no need to urgently change your policy.

The text of the press release is below:

Do I need to change compulsory medical insurance when changing my registration?

Art. 51 clause 2 of the Federal Law “On Compulsory Health Insurance in the Russian Federation” regulates that all policies issued on the territory of the Russian Federation before 05/01/2011 are valid until they are replaced by a single format. Thus, the insurance you have in hand does not have to be changed until its validity period comes to an end.

However, in some circumstances the policy must be replaced without delay. For example, in the event of a change of place of residence, personal data or loss of insurance, it may be considered invalid. If outdated information remains in the compulsory medical insurance policy, the citizen may be denied medical care.

It is worth noting that there is no need to replace the compulsory medical insurance policy in case of a temporary change of place of residence, a short-term departure or a long business trip. But in case of change of registration, obtaining a new insurance contract is a mandatory condition.

Types of insurance documents

Section III of the Rules of Compulsory Medical Insurance contains uniform requirements for registration insurance document, describes its types and information that must be provided in it. In 2020, citizens have several types of them in their hands:

  • on blue A5 paper;
  • in the form of a plastic card with a chip containing information;
  • as part of a chipped universal electronic card (UEC).

Since January 1, 2017, the issuance of UEC in the Russian Federation has been suspended. This card is no longer considered a mandatory tool for the provision of state and municipal services. Previously, when it was necessary to replace the contract, the insured person received new insurance as part of the UEC. This card can additionally be used when contacting government services, as bank card, and electronic wallet and a travel ticket.

IN this moment On the territory of the Russian Federation, two types of policies are issued: paper and plastic. If we talk about durability and compactness, then the latter option wins. However, given that many medical institutions They still do not have special equipment to read information from the card; the paper form is more convenient to use.

New sample policy and its features

Under the phrase " new sample» two innovations should be understood:

  • an updated form for filling out a paper form, which was introduced in 2011;
  • electronic plastic card, which has been issued since 2014.

New contracts with the insurer on a paper basis were issued with a validity period until 2014, so today they are no longer valid. Citizens can contact the insurance organization for a new paper copy or for a microchipped electronic card. Plastic cards, which have been issued since 2014 and issued by insurers, do not have an expiration date.

Validity

Medical insurance policies differ not only in type, but also in terms of validity. In 2011, new documents began to be issued in Russia, but the old existing agreements are still valid. Medical insurance validity period:

  1. Most old insurance contracts were issued for a certain period. The end date is indicated on its front side. When it arrives, the citizen receives a new contract.
  2. The contracts of the new uniform sample are unlimited. Of course, this is very convenient. However, there are a number of circumstances under which they are subject to mandatory replacement.

There is no point in delaying the renewal of expired insurance, although health workers do not have the right to refuse to provide services in an emergency. As soon as the contract expires, you should select the appropriate insurance organization and issue a new one. This service is provided free of charge.

Replacement procedure

If you have valid old-style health insurance, there is no need to replace it. However, in some cases it is necessary to re-register it. How to change the policy? The procedure looks like this:

  • The first stage and a very important aspect is the choice of an insurer. In this matter, you need to be guided by the reputation of insurance companies and reviews of their clients. When replacing a policy, the policyholder usually contacts the organization where he received the previous one;
  • then you need to visit the insurer’s office and fill out an application in which you should clearly state the reason for the re-registration. At the same time, you need to carefully ensure that there are no errors in it;
  • At the appointment with the insurer, the client must present an identity card to the employee. As a rule, this is a civil passport;
  • the policyholder must present his personal account number;
  • after consideration and acceptance of the papers, the applicant is issued a temporary certificate, which has the same force. Its validity period is no more than 30 days;
  • The policyholder must obtain new insurance within 30 days. At the appointed time, he comes to the insurance company to receive it. Before you pick up the paper, it is better to make sure that all the information is true.

Soon, citizens of the Russian Federation will be able to obtain a compulsory medical insurance policy through government services. Currently, online issuance of health insurance is being tested - a trial version is open to residents of St. Petersburg.

Required documents to receive

In order to replace a compulsory medical insurance policy, a citizen must provide the insurer with the following documents and information:

  • passport;
  • application for replacement indicating the reason;
  • individual personal account insurance number (SNILS);
  • old insurance, if it has not been lost;
  • the child’s birth certificate and the identity card of his legal representative, if the insurance is issued for a minor.

If mandatory medical insurance is issued for a child under 14 years of age, then presentation of SNILS is not a prerequisite for receiving it. In the event that another person, rather than a legal representative, acts on behalf of the insured person (for example, not a mother or father, but a grandmother or grandfather), a power of attorney will be required. This is regulated by the Rules of Compulsory Health Insurance.

It is possible to re-register compulsory medical insurance online. On the EMIAS website you can see the points of issue and replacement medical policies Compulsory medical insurance companies that accept applications for contracts directly through this electronic resource.

Registration deadlines

As a rule, the period for issuing insurance does not exceed 10 days. Insurance companies issue a new document within 1-1.5 weeks, depending on workload.

Clause 50 of the Rules of Compulsory Medical Insurance stipulates that the period for issuing an insurance contract cannot exceed the validity period of the temporary certificate issued during the acceptance of documents. Thus, the maximum duration for producing a new document is 30 days.

If compulsory medical insurance is issued through the MFC, then the time frame for receiving it may increase by a couple of days. This occurs due to the document being sent by mail.

Conditions for mandatory replacement

Here are the cases in which re-registration of health insurance is mandatory:

  • loss of a valid document (loss, damage, theft);
  • change of personal data of the insured person: last name, first name, patronymic;
  • in connection with moving to another city or region of the country for the purpose of permanent or temporary (if there is a certificate of temporary registration) residence;
  • replacement of a civil passport or other identification document, information about which is provided in the contract;
  • when changing the insurance organization providing health insurance;
  • presence of inaccuracies and errors in the insurance contract.

The above circumstances oblige the insured person to notify the insurer of changes within 30 days. As a rule, new health insurance is made and issued 10 days after the applicant applies. The service of issuing and replacing a compulsory medical insurance policy with a new policy is free of charge.

Conclusion

So, citizens of the Russian Federation can continue to use compulsory medical insurance old model until its validity period comes to an end. The document is subject to re-issuance when moving, when changing the last name, first name or patronymic, when changing the passport and when lost. According to Article 16 of the Federal Law of November 29, 2010 (as amended on December 1, 2014) “On Compulsory Health Insurance in the Russian Federation,” every citizen of the Russian Federation has the right to replace the insurance medical organization.

However, there are some nuances here: you can change your insurer no more than once a year and no later than November 1.

The exceptions are:

  • cases of change of residence;
  • change of surname, name or patronymic;
  • change of date and place of birth;
  • identifying errors and inaccuracies in the existing policy;
  • mechanical damage to the insurance document;
  • termination of the current insurance company.

You can replace the insurer by contacting the selected company personally or through your legal representative, who can be an authorized representative or an employer (Federal Law No. 326 “On Compulsory Health Insurance in the Russian Federation” dated November 29, 2010).

However, you will still have to reassure him - in the dean’s office educational institution, in the personnel department at the place of work, at the place of residence (in Management company or from the chairman of the HOA) or through the administration of the hospital in which the policyholder is currently undergoing treatment.

Since April 2014, it is possible to replace the compulsory medical insurance policy, and at the same time the insurer, through Multifunctional Centers. This service is provided free of charge.

All that is required is to provide the Center’s specialist with documents according to the established list.

After 30 calendar days, the policyholder will be notified of the readiness of the policy and the possibility of receiving it at one of the company’s offices.

Regarding the notice old compulsory medical insurance about changing the company, this is not necessary for the client. This work will be carried out by the selected insurance organization, within three working days sending a corresponding message about the fact of insurance to the compulsory health insurance company in which the person was previously insured.

Do not forget that if an application to change a company is submitted after November 1, then the right to serve the client remains with the current insurance company.

The new selected organization will be able to exercise its powers in relation to the client only from January 1 of the next year.
