How to order a technical passport online via the Internet

Today, in the age of computer technology, everything strives to simplify. Many documents can already be completed “without leaving home.”

But, unfortunately, the technical passport is not one of them. However, the Internet can help avoid hours-long queues at the BTI.

Those who have been involved in processing documents via the Internet are well aware of the existence of multifunctional centers (MFCs), where representatives of various government agencies are located.

The MFC, in the direction of BTI, is authorized to accept applications for work on technical inventory and production of technical documentation for an apartment, private household, garage, etc.

The procedure itself does not differ from that described above, but reception you can sign up for any comfortable time via the Internet. All you have to do is come with the prepared documents.

Is it possible to order a BTI passport through the State Services portal and on the Rosreestr website

Currently, on the State Services website and on the Rosreestr website, you can submit an online application for a technical passport. At the same time, you can pick up your passport only upon a personal visit to the territorial office of Rosreestr or the MFC.

Homeowners need to obtain a technical passport for the apartment (TP), which allows them to make transactions with housing. This document may be needed in various situations. Of particular interest to citizens are questions about the cost, place of registration of paper, as well as the possibility of making adjustments.

According to the current legislation, there are three documents that citizens can confuse: technical passport, cadastral passport (CP) and technical plan. It's not the same thing. Thus, the plan made it possible to obtain a CP confirming the completion of construction of the facility and its registration with Cadastral Chamber(now the paper is being replaced by an extract from the Unified State Register of Real Estate). The passport is needed to carry out major repairs, as it contains the technical information necessary for carrying out the manipulations. Documents differ in purpose and volume of data.

Since 2017, state registration of real estate objects has been carried out according to the procedure established Federal law No. 218-FZ. Technical certificate is no longer required for the procedure. In addition, Rosreestr will not request it. According to the amendments, the designated document was replaced by a plan and is not mentioned in the law.

At the same time, the paper contains comprehensive information about housing. For this reason, citizens and legal entities continue to actively use the passport for their needs.

As of 2019, the parameters reflected in the technical documentation are determined by the following legal acts:

  • Order of the Ministry of Economic Development of the Russian Federation No. 244 (form and procedure for registration of TP);
  • Order of the Ministry of Economic Development of the Russian Federation No. 953 (form and requirements for drawing up a plan);
  • Rosreestr order No. P/338 (registration of technical plan in electronic form).

Important! The current legislation does not require interested parties to receive only a technical plan or technical passport. These documents do not replace each other. Each of them has its own purpose and quality content.

The TP is manufactured by an employee of the Bureau of Technical Inventory. The process may include an employee visiting the facility location or may take place without him. All documentation is certified by the engineer’s visa and the organization’s seal. It is worth noting that the paper received in hand cannot be replaced until the person has a need to remodel the apartment.

TP contains detailed information about housing, presented in tabular form, as well as a schematic representation of the elements of the object and their parameters. Cadastral information is not reflected in this case. The technical passport is issued in the form of an A3 brochure.

In addition to information about the owners who have issued the corresponding right, the passport contains the following information:

  • the address where the apartment is located;
  • year of completion of construction work;
  • types of materials used in the implementation of construction activities;
  • the percentage of depreciation of a building (housing), reflecting the possibility of safe operation of the facility;
  • the type and series of the project according to which construction was carried out;
  • suitability of the apartment for residential use (assessed by an authorized BTI person upon departure);
  • availability of amenities;
  • total area of the apartment;
  • number of rooms and their location;
  • a comprehensive description of the location of window openings, doors, structures performing a load-bearing function, and ventilation shafts.

Do I need a registration certificate for an apartment?

In most cases, a citizen is not burdened with the need to have a TP with him to receive services. However, when carrying out a number of real estate transactions, the document will still be required. This will ensure legal purity of transactions and will significantly simplify the life of the beneficiary. So, you will need a passport if:

  • the citizen plans to sell his home;
  • there is a gratuitous transfer of an object to another person (donation, inheritance);
  • the spouses have decided to dissolve the union and are deciding on the division of property;
  • approval is required for overhaul(redevelopment);
  • the object is registered as non-residential.

When renting out an apartment building, the owner of the apartment must take care of obtaining a registration certificate for the property he has purchased. The document will reflect the main engineering and technical indicators. By the way, issuing paper is not the responsibility of the company that carried out the development. The exception is cases when obligations are fixed by contract.

As noted earlier, passport validity is unlimited. However, it is generally accepted that the information reflected in it becomes outdated after five years. At the end of the specified period, the information must be updated. This is done solely at the request of the owner of the property or if necessary caused by manipulations with the housing that significantly change its characteristics.

Where can I get a technical passport for an apartment?

The issuance of a technical passport is carried out by the Bureau of Technical Inventory. The organization is authorized to provide a paid service and acts on the basis of an application from the owner. In 2019, applications are made on a general basis. The purpose for receiving the document does not need to be specified. The application is drawn up by the interested person personally or through a representative for whom a notarized power of attorney has been issued.

In addition to directly contacting the authority, you can obtain the paper by visiting the Multifunctional Centers. It is not possible to order a registration certificate for an apartment through State Services. The production time is set by the authorized organization. As a rule, it does not exceed 10 days from the date of application.

Important! The MFC is only an intermediary that does not carry out documentation activities. The service collects from citizens the papers necessary to carry out legally significant actions and transfers them to organizations. When submitting an application to the multifunctional center, you should take into account that the production of the TP will take a little longer.

Thus, the procedure for obtaining a passport for an apartment is similar to other applications submitted to authorized structures that provide services to the public:

  1. Contacting the authority.
  2. Payment for the service.
  3. Transfer of a package of documents requested by the authority.
  4. Expectation.
  5. Obtaining a technical passport.

Documentation

To order a technical passport for housing, the owner will need to submit:

  • a statement written in your own hand;
  • owner's identification document;
  • irrelevant (previous) TP (if available);
  • an extract from the Unified State Register of Real Estate, a document indicating the emergence of ownership of the object;
  • receipt for payment of services.

The intermediary representing the interests of the applicant, in addition to the specified package of documents, must present his passport and a power of attorney executed with the assistance of a notary.

How much?

The price for providing a passport for an apartment depends on several factors. These include the characteristics of the property, the amount of work being carried out, the need to inspect the property and the prices of a particular agency. So, without a surveyor from the BTI hired to study the property, the owner can save money. On average, the cost does not exceed 1200 rubles.

Conclusion

Thus, the procedure for obtaining a registration certificate for an apartment is clearly regulated by law. Despite the fact that the document has lost its former meaning, its relevance today has not been lost. Some of the transactions simply cannot be completed without obtaining TP. The application can be submitted to the BTI or the MFC collaborating with the organization.

Technical passports that were obtained before the law “On the State Real Estate Cadastre” came into force have legal force and are valid on a par with new technical passports.

It is worth noting that the technical passport as a document is already fading into the background. Indeed, when completing any transactions with an apartment, all authorities, and especially buyers, are more interested in the cadastral passport. The technical passport contains information about the inventory assessment of housing, which is still needed by banks and notaries.

Thus, issuing a technical passport is a necessary procedure when putting a house into operation. But if you have already received it, then the validity of the document is not limited, since it is not of a regulatory nature. Moreover, it should be updated only if you have remodeled your apartment.

It differs primarily in that it does not require calling a technician.

If a person needs a new technical passport after redevelopment or requires updating it when an apartment is being sold, as well as when receiving it for the first time, for example, when purchasing an apartment in a new building, it is necessary to fill out an application in Form No. 4. A technician will definitely be required to take measurements and check all the characteristics of the living space.

How is the state duty paid?

The exact cost of the state duty has not been established by the state. In various departments of the BTI, it is assigned taking into account many factors, but usually amounts to 900 rubles. This amount applies to non-urgent collection, which takes 14 days. If a person needs to obtain a technical passport urgently, a large amount will be required, which in various BTIs is assigned at the discretion of the employees, but then you will only have to wait a week.

Features of obtaining a technical passport

A BTI employee takes all submitted documents for authentication, with the exception of the original passport. The day of arrival of the technician, if necessary, is set in advance, as well as the period during which you need to wait for the passport. The employee must issue a receipt confirming the receipt of all necessary documents from the applicant. A technical passport for an apartment can be obtained only after presenting this receipt.

If residential premises are purchased in a new house, then the buyer must prepare this document. When housing is purchased on the secondary market, it must already be registered, that is, obtaining a technical passport is the responsibility of the seller.

Why do you need to call a technician?

Often, to obtain a technical passport, a call from a BTI employee is required. The technician will inspect the living space and record the following data:

  1. Physical, authentic address of the apartment. It is necessarily complete, indicating the exact numbers of buildings and other branches, so it often looks quite long.
  2. Cadastral and inventory numbers. This is necessary for the employee’s reporting and will be included in the technical passport in the future, because it is usually attached to the cadastral passport.
  3. Explication.
  4. Accurate assessment of wear and tear of both the entire building and a specific apartment. It is not the furniture or clean appearance that is assessed, but the quality and appearance of the walls, ceiling, that is, longitudinal and transverse rigid structures.
  5. The exact date of construction of the house. It is advisable to additionally look in the directory in order to be sure to indicate the true date and in the future there will be no problems with checking documents.
  6. Sanitary and hygienic standards. First, the apartment itself is examined. The degree of restoration of order is taken into account, as well as the possibility of its unhindered provision. The appearance of the entire apartment is assessed, since the neglect of certain objects may be reflected in the technical passport.
  7. Floor plan of the entire residential building.

Providing additional data

If a cadastral passport must be obtained for the first time for a specific apartment, the owner of the living space is responsible for providing data on the condition and layout of systems such as sewerage, full electrical wiring, water supply, and often additionally requests for drainage features, a plan for the location of the heating system, especially the number blocks in each room of the apartment and information about their serviceability.

The owner of the apartment must talk about the materials from which the walls and ceiling were built. The main task of the arrival of a specialist from BTI is not only to obtain useful information about the apartment, but also the product of its inventory, which allows you to reflect the real picture of the condition of the living space.

Validity period of the technical passport of the apartment

The technical passport is not limited by validity period. Once issued, it formally has no expiration date. In order to constantly keep it up to date, it is necessary to conduct an inventory every 5 years, that is, update the technical passport. This requirement is stated in the law of the Russian Federation, but a small part of citizens follows it. It is necessary to update this document when it has to be presented at state organizations to obtain any services or certificates.

If a person decides to donate or sell an apartment, then taking an inventory is not considered mandatory. When even a small redevelopment of an apartment is carried out, it is necessary to first settle this aspect with the BTI. When permission to change the boundaries of premises by demolishing walls is issued, you will have to subsequently issue a technical passport at the request of BTI employees.

By law, a person is obliged to do this even after minor changes in his own home. A technical passport cannot be issued with for a certain period action, since it is not provided for this document. Officially, the technical passport expires when the apartment plan changes.
