At the same time, representatives of the investigative agency conducted a search in the houses of Messrs. Mikheev and Khramov.
The seizure of documents continued until late in the evening. In the afternoon, without waiting for the results of the search, the security forces took both heads of the cadastral chamber to the regional department of the Investigative Committee. The officials became defendants in a criminal case under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale). The cadastral chamber employees have been detained, and in the near future the investigation will petition the court for their arrest.
As the directorate of the Investigative Committee for the Leningrad Region told Kommersant, according to the investigation, in 2016, the director of the cadastral chamber for the Leningrad Region and his deputy “received a bribe from one of the entrepreneurs in the form of land plots in the Lomonosovsky district of the Leningrad Region and an apartment in St. Petersburg , with a total value of at least 56 million rubles, that is, on an especially large scale, for performing actions in favor of the bribe-giver in the form of assistance in registering land plots in the Leningrad region.”
As participants in the country real estate market explained to Kommersant, cadastral registration allows you to change the characteristics of land, in particular, their categories and type of permitted use. That is, agricultural land on which permanent houses cannot be built can be divided into plots and repurposed for the construction of cottage villages.
The investigation has not yet named the organization that tried to solve the land issue with the help of bribes. According to unofficial data, the 47-year-old director of the regional cadastral chamber Oleg Mikheev and his 34-year-old deputy Sergei Khramov do not admit guilt in the crime they are charged with.
