Utility bills come up here. Procedure for paying utility bills through EIP

16.11.2018

The fact is that the service provider for payment of utility bills is the ERIP “Calculation” system. We recommend that you contact the contact center of the "Raschet" ERIP system at phone number 141 or write to the email address and clarify information on the data issued for payment.

The system ensures the acceptance of payments using Visa, MasterCard and BELKART bank cards; on the e-pay.by/plati.tut.by resource, bank cards issued by banks of the Republic of Belarus and Russian Federation. But some banks may set restrictions on the cards they issue for payment on the Internet. In this case, to obtain complete information about the possibility of making payments via the Internet using a card, you should contact the customer support service of your bank at the phone number indicated on back side Your card.

Sending messages with a code to confirm payment is ensured by the issuing bank (the bank that issued the card). Therefore, if you have not received an SMS, we recommend that you contact the issuing bank (the support phone number is listed on the back of your card) and clarify information about sending messages.

After entering the card data and the page with information about blocking the amount and the field for entering this amount appears, you need to call the card issuing bank, say that you are trying to make a payment on a Belarusian resource, and currently the amount in dollars must be authorized on the card USA up to 4 USD. After the bank employee names this amount, you need to enter it in the input field and complete the payment. You can enter the amount either separated by a comma or by a period. You must enter not just any amount, but precisely the one that our system has blocked for verification and will be given to you by a bank employee (in US dollars). Information about the amount of the blocked amount is available only to employees of the issuing bank, as is the rate of conversion of the currency of your card into US dollars.

The WEBPAY system does not charge any commission when making a payment. However, we draw your attention to the fact that some banks may impose a commission when making a payment on the Internet. We recommend that you check this information at your bank's customer support service by phone indicated on the back of your card.

To cancel a payment, you must contact the service provider and clarify the cancellation information. Or you can contact the Contact Center of the “Raschet” ERIP system at phone number: 141 or write to the email address and clarify information on canceling the payment.

The notification received is for informational purposes only and informs only that the return was carried out successfully in the WEBPAY system. The term for crediting funds to the card depends on the issuing bank (the bank that issued the card). We recommend that you check with the issuing bank for information about the timing of crediting funds to your card.

How to make a payment?

1. Pay at any bank without commissions

Forget about searching for a branch of a specific bank to make a payment in favor of an organization that is serviced by this bank. ERIP includes 23 banks of Belarus and RUE Belpochta. Therefore, you can pay through any bank, payment terminal or Belposhta branch - and ERIP will not charge a commission.

Just be sure to check whether the bank itself or the service provider to whom you are making the payment takes an additional commission for the type of payment you require.

2. No receipts

Payers from time to time complain that they are required to provide a receipt confirming the fact of payment for a particular service in ERIP. So - no one has the right to demand this from you! Article 251, paragraph 4 Tax Code The Republic of Belarus and Decree No. 200 on administrative procedures are on your side! According to these legislative acts In the Republic of Belarus, payments made through ERIP do not require confirmation by paper receipts.

Just save the transaction number in ERIP, which will appear on the receipt. And that will be enough. The system stores information about all payments made.

And all the authorities that, in violation of the above legislative acts, still require you paper receipts, are obliged to verify that the relevant payment has been made themselves.

3. ERIP payer number

When paying through ERIP, the system automatically assigns you an absolutely unique number - the ERIP payer number. Save/record this number and make all subsequent payments through it. In this way, your personal payment basket will gradually be formed (personal accounts, contract and telephone numbers, other data), the data for which the system will remember for 100 days and thereby significantly speed up and simplify the payment procedure.

To create a block of constantly paid payments, you must:

  • make a payment at a payment acceptance point. After making the payment, the payer’s number in the ERIP will be reflected in the check;
  • enter the payer number in ERIP;
  • select the territorial location of the service;
  • select a group (subgroup) of services;
  • select the service to be paid for;
  • enter the information necessary to make a payment (for example, personal account, agreement number, telephone number, UNP, etc.).

This procedure must be completed for each payment that you want to add to your personal payment database.

4 . Cancel payment

If you have made an incorrect payment, call the ERIP Contact Center at 141 and provide the transaction number in the ERIP system, which is unique in itself and indicated on the check, and find out whether the recipient of the payment for this service provides the opportunity to cancel the payment made. You will be given the contact details of the organization in favor of which the payment was made, and you can contact them for clarification on the return of the transferred money.

5. Entering data when paying for utilities

Enter readings from water meters or report them to the bank/post office operator exactly at the time of payment for housing and communal services in ERIP. In this case, current meter data is required - that is, what you see on the meters themselves, and not water consumption. The system itself calculates the consumption.

Instructions for entering water meter data:

Step 1: Select a service in the ERIP tree “Utility payments AIS “Raschet-ZhKU”
Step 2: Enter your personal account number, check the payer's name, address, payment period

Example:
Petrov Petr Petrovich

Minsk, Iyulskaya street, 10, apt. 10

Personal account: 0987654321

Request date: 07/15/2017

Step 3: Information about previous counter values will appear on the screen. Enter the current meter value, not the actual water consumption over the past period.

Example:
Counter 1: Previous value: 110

Counter 1: Current value: 115

Counter 2: Previous value: 106

Counter 2: Current value: 108

ATTENTION! The screen does not display the payment amount for the meters, since the entered data will be taken into account when calculating fees for utilities and included in the notification next month when calculating payments for the current period.

Example:
- according to total indications (BYN) 0

According to total (BYN) 0

Credited: 0 BYN.

The amount of payment due for housing and communal services in the current period is displayed in the field:

Accrued/Recalculated: 50 BYN Amount.

The current value must be greater than the previous value!

Do not enter a value of "0" (zero).

If you did not consume water in the reporting month, then do not enter anything. The system will calculate the average value for the last 3 months.

6. Payment by service code

If for some reason it doesn't suit you life hack #3, then you can pay by service code. Determine the list of services you regularly pay for and find out their codes.

How can I find out the service code? On the official website of the NKFO www.raschet.by in the section FOR PAYERS/Search for services and payments, or contact the contact center at phone number 141.

When paying in ERIP using the service code, you need to sequentially select:

Payment in ERIP by service code:

  • Enter the code and pay

to the recipient of the payment to the organization to whose address the payment was made.

7. Secure payment for online purchases

Many people have already bought something online at least once and remember their worries when asking for card details. Worry is not unnecessary - with all the achievements in ensuring security during online purchases, there are still plenty of cunning and dexterous scammers who use the data of others obtained on the Internet bank cards for their own selfish purposes.

How to make purchases on the Internet and protect yourself from possible problems?
In order not to enter your bank card details when placing an order, you can pay for purchases using Internet banking through ERIP, simply using the order number that you receive when placing an online application. The card data in Internet banking is already personalized, so the order number is enough when paying through ERIP. And the purchase is made, and your card details remain secret.

At the same time, in accordance with clause 1.10 of Decree No. 478 of December 1, 2017 “On the development of digital banking technologies,” you have the right to even demand from the online store the ability to pay for purchases made through ERIP. If, of course, the company servicing the online store is located in Belarusian jurisdiction.

This system exists in Belinvestbank, Belagroprombank, Priorbank, etc. Internet banking is convenient for both clients and the banks themselves. With an increase in the share of transactions performed using this system, the daily and specific periodic load on bank branches, ATMs and payment terminals noticeably decreases. The widespread use of Internet banking in Belarus leads to the fact that banks no longer need to increase the number of staff working in branches directly with clients, and to increase the number of information technology and computer security departments.

If you use an ATM or payment terminal, make sure that there are no foreign elements on the machine in general and on its screen in particular. For all questions arising during the payment process, you can consult the information department of your bank.

While particularly conservative Belarusians are afraid to pay online and continue to queue at banks and post offices, others are actively exploring the Internet space, which is confirmed by the extremely rapid growth in the volume of payments on the Internet. The director of WebPay LLC, Ivan Yaruk, spoke in the TUT.BY studio about how much money Belarusians spend on the Internet, whether it is safe, what services and goods can already be paid for on the Internet, and what card is needed for this.

— Ivan, tell us about the WebPay company and what services it provides to its clients.

— The WEBPAY™ system provides services for servicing financial transactions on the Internet carried out through plastic cards international payment Visa systems and MasterCard. We are the link between the seller and the buyer. And if the user decides to sell something online, we will accept the payment and credit the money to his account the next business day.

— It turns out that the user, having a card, for example, Visa Electron Almost any bank can pay for certain services or purchases in stores connected to your system?

— In stores connected to the WEBPAY system, the user can use a card from any bank in the world and pay for goods, services, including utility bills through the ERIP system.

— Today, transactions on the Internet with Visa and MasterCard bank cards are not supported by only one, the most large bank Belarus - Belarusbank. Bank representatives call this a temporary phenomenon - they are finishing the implementation of 3D-Secure technology (designed to increase the security of payments using bank Visa cards and MasterCard on the Internet), and in the near future holders of these cards will be able to pay for utilities presented in the WEBPAY system and posted on PLATI.TUT.BY.

— Explain to our users what ERIP is.

— ERIP is a unified settlement information space, a payment system in Belarus designed for payment through a bank for the services of government and utility organizations, postal and electrical communications enterprises, and so on.

The organizer of the ERIP system was the National Bank. It was created several years ago. For payments using bank cards on the Internet, it was introduced about a year ago, and PLATI.TUT.BY has been in operation for about six months.

— Do you yourself use the services of the WebPay company? How long ago and what exactly have you been paying for online?

— I pay utilities. Today, ERIP provides about 1,400 different services, including fees kindergarten. It will be very difficult to list the entire spectrum now - it will be easier to go to PLATI.TUT.BY and look there.

— How many Belarusians use the services of this service today?

— About 500-600 transactions take place per day. And in terms of the number of users - approximately 50-70 thousand people.

— What is your growth forecast? What results have you already achieved this year? How much has the figure increased?

— If we compare the first quarter of 2010 and the first month of the second quarter, then overall the growth in the WEBPAY system was 100%. Utility bills are steadily increasing by 15% every month, and there are also jumps. When it became possible to make payments on PLATI.TUT.BY, in the first month there was a noticeable jump of 80%.

— Is the commission charged when using WEBPAY system services through PLATI.TUT.BY? Users are also concerned about the issue of security when paying for services on the Internet.

- WITH individual no commission is charged. As for security, our company undergoes an annual audit by Visa and MasterCard for the security of the WEBPAY system. However, you can never relax when it comes to security. We follow the development e-business in the world, we are constantly improving our software, and also try to introduce something new.

— Can you say with confidence that today the security level of the system is 100%, or is the race between the shield and the sword going on constantly?

— No company in the world will give you a 100% guarantee of security, including such giants as Visa and MasterCard. The confrontation between shield and sword is constantly present. Therefore, it would be wrong to say that someone’s security is 100% unique. As you know, the Pentagon, Washington, and NASA were hacked. No one is immune from this.

— How often are payments withdrawn in your system? What is this connected with?

— When paying for services, there are cases when the user mistakenly indicates the wrong phone number for which the payment was made. There are about ten such cases a month, no more. As for commodity services, tourism and others, there are also cancellations. For example, a person bought an air ticket, but for one reason or another the date was postponed, and he cancels the purchase. Travel companies have the opportunity to make a refund themselves. We try not to participate in this scheme, providing our clients with all technical capabilities.

— Were there any cases of fraud? Did stolen bank card numbers, for example, go through the database?

— Unfortunately, in the field of e-commerce, fraud exists all over the world. For Belarus, e-commerce is still a fairly new direction; we also had isolated cases of fraud. In this case, we are trying, and so far we have been able to work quite quickly in such situations. If fraud is suspected, we transfer information on this fact to the “K” Department of the Ministry of Internal Affairs. As practice shows, all cases that took place in one way or another were brought to their logical conclusion.

- And in all these cases, the users were not harmed and eventually received all their cash back?

— If we talk about card holders, there are two options. If a person uses a card from a bank that uses the 3D-Secure system, then according to the rules of Visa and MasterCard, such a card has a password - this is a kind of PIN, like the one used at an ATM when withdrawing cash. You use the same password when making payments online. If a person transferred the password or information on his card to another person who used this information for personal gain, then in this case no one will return the money to the card owner.

If the card is standard, with one PIN code, which is the main one in Belarus (today there is no bank in Belarus that would implement and could provide cardholders with such a PIN code for payments on the Internet), then the money is returned to the owner.

So the user has no reason to worry. However, you must keep your card only with you.

— In the first quarter of 2010, the turnover of funds amounted to more than 1 billion rubles. What numbers can you give after six months? Is there dynamics?

— Over six months, the turnover of funds increased by approximately 110-120%. By the end of the year, at least double growth is expected. I don’t want to promise, but perhaps it will be a fivefold increase. In any case, we will exceed our own record by at least 100%.

— What share of payments is for services, and what share is for goods?

- Services account for 40%, and goods - 60% of payments. If we talk about the number of transactions, then they mainly pay for utility bills, mobile communications, loans and deposits.

— What is holding back the development process? We conducted a survey on this topic on the TUT.BY forum, and many said that not all services for which one would like to pay (for example, transferring money to an arbitrary bank account of various companies) are available on the Internet. They don't want to go to ERIP? But, as I understand it, it is possible to conclude an agreement with you?

Yes, an agreement can be concluded directly with the WebPay company. But it’s difficult to give a definite answer as to why they don’t apply. Legal entities (kindergartens, schools, cooperatives) very actively apply to ERIP.

Perhaps not everyone has had time to apply yet. But there is dynamics - 10-20 new services appear every month.

— How many services can you pay for today throughPLATI.TUT.BY ?

— When paying for utilities, the list is about 1,300 services. There are also 140 more legal entities connected here, which provide a wide variety of goods and services. This is already connected directly to us, and when we make a payment, the money first goes to the Priorbank account, and the next day to the account legal entity, with whom the acquiring agreement has been concluded.

— We would ask users who are already using our service to send their wishes and suggestions regarding services to us by e-mail: [email protected]. Rather than standing in lines at the cash register, it is much more convenient to do this without leaving your home, at any time of the day, day of the week, and in any weather. This service is very convenient. It is enough to try it once in order to understand this and believe that if you paid for services or goods via the Internet, then your money actually went to the required bank account.

I would like to advise users who are not yet payers on the Internet - don’t be afraid, try it. Rumors that after you pay for services on the Internet with your card, it will be stolen from you are already outdated. I would like to emphasize that the WEBPAY system does not store or collect card data. Payments are received directly and are completely secure.

Back in 2008, the Republic of Belarus began to implement automated system ERIP, which you can use if you know how to pay for utilities through ERIP. This system or AIS was formed National Bank, in order to simplify the method of transferring money to pay for various services, both individuals and legal entities. persons. Currently, over thirteen thousand companies are participating in it, whose bills can be paid through the virtual space, and located in twenty-four banks in the country. Among other things, using this system, payment of utility bills via the Internet in Minsk can also be made quickly and securely.

The authorization server establishes a connection with the Buyer via the secure TLS protocol and receives from the Buyer the parameters of his bank card (card number, card expiration date, cardholder name in the transcription as indicated on the bank card, as well as the CVC2 or CVV2 number indicated on the back of the card). The online payment transaction by bank card is completely confidential and secure.

2. Enter the required data:

Select a paid service: Internet (byfly, ZALA, Maxiphone, Smart Home), Telephone
Select: Your region
Enter the requested information: phone number, contract number, etc.
Enter (or confirm): payment amount
Enter payer details: First name, Last name, email address (E-mail) to receive a payment receipt

3. Your personal data and card details are entered not on the page of our website, but on the authorization page of the payment system. Access to them is carried out using the TLS secure data transfer protocol, and secure Internet payment technologies Verified by Visa and MasterCard SecureCode are also used.

Cards of payment systems Visa International, MasterCard and Belcard of all classes and banks are accepted for payment. We recommend contacting your bank in advance to ensure that your card can be used for online payments.

  • there are not enough funds on the card to pay for the order;
  • the bank that issued the Buyer’s card has prohibited online payments;
  • the timeout for entering bank card data has expired;
  • the entered data was not confirmed by you on the payment page, data format error, etc.
