Blazhko Maxim Evgenievich success story. Maxim Blazhko returned $299 million in kind

A company owned by an entrepreneur began building a complex of 200-meter skyscrapers in the Neskuchny Sad residential complex, destroying the area’s infrastructure and not relocating residents

How Maxim Blazhko destroyed the infrastructure of the microdistrict, demolished the only convenience store, destroyed a recreation area and a children's playground, dug a pit at arm's length from the fourth and seventh buildings. And for this purpose, it is planned to take away thirteen storey houses from residents, both owners and tenants no more than five floors and the ground below them.

The Moscow Arbitration Court has scheduled the main hearing for April 26 in the claim of the state corporation Vnesheconombank (VEB) to recover more than 10.5 billion rubles from the developer Maxim Blazhko. former co-owner of Donstroy .

It was this man who held hostage more than a thousand Muscovites, living to their misfortune in thirteen solid brick houses on the 5th Donskoy Proezd of the capital in the complex of houses at number 21.

How property is taken away

In Moscow, scandals are becoming louder regarding the resettlement of residents who do not want to understand the benefits of resettlement during demolition or renovation. Muscovites claim that the apartments provided are no better than those seized, and that the new houses are located inconveniently, the renovations in them are no good, the doors and windows “fly out,” etc. In a word, we wanted the best, but what happened again was what happened. After all, conflicts between developers and old residents are common in our city. The housing problem has spoiled more than one generation of Muscovites.

But what is happening now in 5th Donskoy Proezd, ow. 21 is too much even for Moscow. The situation can be said to be unique. On this territory, the GORN DEVELOPMENT company, owned by Maxim Blazhko, plans to build a complex of 200-meter skyscrapers in the Neskuchny Sad residential complex. And for this purpose, it is planned to take away from residents, both owners and tenants, thirteen houses with no more than five floors and the land under them.

To date, developers have completely destroyed the well-lived infrastructure of the microdistrict, demolished the only convenience store, destroyed the recreation area and children's playground, and dug a pit at arm's length from the fourth and seventh buildings.

“I didn’t know anything. The neighbors called and said that we would be demolished. I was shocked - how to take it down? The house is excellent, strong, I was saving the apartment for my sons. And so they demolish it. Who decided and why? I am the owner, why didn’t they ask me?”

“I’m afraid to let my daughter go outside in the evening. It’s dangerous – cars are driving, there are no sidewalks, migrant construction workers are walking around. Will the developers clean up the mess or start relocating?”

“I can’t work quietly - there’s noise all the time, the house is constantly shaking.

When will this end?

“My parents are pensioners; they cannot travel to the clinic normally. Why was the minibus removed?"

Such questions from residents of 5 Donskoy proezd, vl. 21 remain virtually unanswered.

At the same time, before the start of construction and during its process, Maxim Blazhko’s company did not fulfill its obligations to resettle the residents of 13 buildings. Until October last year, Moscow authorities and developers issued written promises that by October 1, 2017, buildings 4 and 7 would be completely occupied. Instead, in October, a representative of the developer, Ashraf Alimov, said that they did not have money for resettlement. And in the new answers, another date for the final resettlement of the buildings was announced - January 1, 2018. April 2018 is just around the corner. When asked about the number of apartments located in buildings 7 and 4, the developers, citing commercial secrets, are silent, like partisan heroes, claiming, unlike the residents, that “the process is underway.”

Meanwhile, the property of Muscovites, in their own opinion, is being purposefully brought to a state of disrepair. People say in a dictaphone recording that in private conversations, representatives of the developer promise them such living conditions that it would be a blessing to escape from the center of the capital to the most remote New Moscow.

“They lie like they breathe”

In October last year, Maxim Blazhko, general director of the investor, the company GORN DEVELOPMENT, managed to act as a defendant in a criminal case under Part 2 of Art. 201 of the Criminal Code of the Russian Federation (abuse of power). He tried to cheat the next creditors. The electronic bracelet for the house arrest, of course, did not add anything positive to the already established image of a scandalous debt defaulter and potential bankrupt. We believe that it was precisely in connection with this that last fall there was a volley of PR materials about the “wonderful” Russian developer in the electronic and print media:

“The Neskuchny HOME & SPA residential complex under the leadership of Maxim Blazhko will be built on time”

“The company’s philosophy is to create houses that surprise and are worthy of becoming new architectural legends of Moscow.”

Maxim Blazhko, CEO of GORN Development , commenting on the completion of the foundation work, noted: “We have completed the most difficult and important stage of the construction of the first building of Neskuchny, further work will go much faster. At the next stage, work will be completed on monolithic structures 2 underground and 2 above ground residential floors, after which the builders will begin work on the designs of typical floors with apartments located on them. At this stage, the rate of construction of reinforced concrete will be 4-5 floors of finished structures per month. By the new year we plan to erect 10 floors of the first building, and we will completely complete the construction of the building’s structures in December next year.”

The New Year has been sweeping the country for three months. But where are the promised floors? Congratulations to you, Maxim Evgenievich, having lied! Agree that, when you made broadcast statements last year as a “specialist,” you knew very well that without the resettlement of at least two buildings located practically on the construction site, the realization of such ambitions is impossible.

Today, instead of relocating residents, the development company, unable to fulfill its own obligations, is actively selling air. Among the shareholders who bought non-existent apartments above the heads of Muscovites from the 5th Donskoy, according to some information, there are already foreign investors. And those Muscovites whose houses are being turned into unsafe ones by developers are offered NOTHING. Just NOTHING. Can you imagine this in a rule-of-law state, especially in the capital of a rule-of-law state?

The bank washes its hands of

In January of this year, the media reported the transfer of a share in the Neskuchny Home & Spa project to the state bank VEB.

Maxim Blazhko and VEB really have a strong financial relationship: the ex-owner of Don-Stroy is a debtor to the bank for a loan that his company took out back in 2007 to purchase a site where the construction of skyscrapers is now planned, and has still not been able to pay on it pay off. The size of the loan was $288 million. For several years, VEB unsuccessfully sought repayment of the debt, until the matter reached a settlement agreement. In accordance with it, the bank forgave Blazhko almost half of the debt - more than 2.7 billion rubles, and payments for the remaining 2.8 billion rubles were restructured until December 2019. The bank retains as collateral the shares of companies associated with the Neskuchny Home&Spa residential complex project, including 99.95% of the shares of the project developer, Stroy-Kompleks LLC.

The entry of a large state-owned, and therefore, to some extent, socially oriented bank into the sensational project instilled some hope in the desperate residents of the 5th Donskoy. And we asked the representatives of the bank, now as full partners in the construction, several old, but still relevant, questions today.

  1. Construction has been going on for more than a year and is very active, but people are not settled. Today they live in extreme conditions.
  2. Safety standards are not observed at all during construction. There is a real danger to the life and health of residents. The bypass road built by the developer runs almost along the border of the entrances, there is no opportunity for ambulances to stop and for a fire truck to arrive.
  3. What and when do you intend to do in the face of the growing threat of a social explosion? Residents intend to contact international human rights organizations and hold a press conference for foreign media. How will this affect VEB’s reputation?

The reaction was striking in its brevity.

“In response to your request, we inform you the following:

VEB Group is not a construction operator and cooperates with the developer company exclusively within the framework of project financing.”

Translated from bureaucratic language into Russian, this means the following:

  1. VEB Group admits that it finances the illegal actions of the developer. That is, it is with her funds that Gorn Development continues to turn the lives of those who have the misfortune of owning apartments or living in them on social rent at 5 Donskoy Proezd, 21, literally hell.
  2. VEB Group is aware that the developer continues to build the Neskuchny Sad residential complex using VEB funds, without relocating the residents of 5th Donskoy Proezd, 21, who are informed that there are no funds for resettlement. And I am aware that at the same time Gorn Development is selling unbuilt apartments in the Neskuchny Sad residential complex, including to foreign investors. Is VEB's management deliberately staking its reputation on this situation?
  3. The VEB Group refuses to consider its social responsibility for the implementation of the Neskuchny Sad residential complex project financed by it, the beneficiary of which will be, first of all, VEB. What is strange for a bank that represents financial policy at the international level Russian Federation, which according to the Constitution is a social state.
  4. No action will be taken.

Moscow authorities: are they condoning or complicit?

And finally, the most important thing. It is obvious that the chaos perpetrated by investors against the residents of 5th Donskoy Proezd could not have occurred if the city authorities had responsibly fulfilled their responsibilities for managing construction processes in Moscow.

To please Maxim Blazhko, a developer with a very dubious reputation, for some reason the Moscow Government decided to declare thirteen completely comfortable buildings of the property 21 “non-residential” or “unused”. The houses with people living there were declared empty. Residents were not informed that they were all given over for development. There were no public hearings. In the best traditions of serfdom, Muscovites were left at the mercy of certain businessmen who wanted to evict them from the center of the capital somewhere further away and cheaper.

Citizens are openly and shamelessly deprived of their rights private property, the right to live normally. And even the right to life itself - the crane hanging over the houses in the summer during a hurricane swayed so much that people fled from their apartments. Appeals to all authorities lead to nothing. The impudence of the developers is reinforced by answers from all branches of the Moscow government that everything is “according to the law.”

Today, in the very center of Moscow, a situation has arisen that could bury the entire program of renovation and new construction in Moscow in general, and create the most negative image for it in the country and abroad. If a commercial project, which is not being implemented in the interests of the city, is attempted to be carried out with such violations, then it is absolutely clear how developers, at the instigation of Moscow’s rulers, will deal with Muscovites during the renovation process itself.

Dossier:

The development company Don-Stroy must demolish the upper floors of the House on Mosfilmovskaya, Moscow Mayor Yuri Luzhkov said in an interview with the Rossiya TV channel. [...] The height of the building was agreed with the chief architect of Moscow, Alexander Kuzmin, which should not be exceeded, Luzhkov noted, but Don-Stroy still exceeded the maximum height. “According to what is agreed upon, cut it off, everything else, how many floors there will be - 10-20 - cut it off. You won’t get any other options for what you ultimately build and what will require appropriate city decisions,” the capital’s mayor emphasized. [...]

At first glance, the main victims of the scandal are home buyers who have lost their purchased apartments, and the development company, which will have to return their money, possibly with compensation moral damage, lost profits and anything else.

However, according to Slon.ru, five of the controversial eight floors were not put on free sale. The most prestigious and expensive square meters, as one of the realtors working with Don-Stroy told Slon.ru, citing information received from the company, was bought by the founders of Don-Stroy, Maxim Blazhko and Dmitry Zelenov. True, there is no penthouse among the purchased areas; only three floors were sold to private individuals.

Investing in their own projects is a fairly common practice among developers and realtors: they can choose the most interesting areas and purchase them at low prices, and after receiving ownership rights, resell at a much higher price. Moreover, as Slon.ru’s interlocutor noted, in other projects of the company, a fair number of apartments have also been reserved for Blazhko and Zelenov.

Compromising evidence.Ru,07/06/2010

The director of the Avalon HOA, Yanina Viktorovna Grebenshchikova, appealed to the capital’s arbitration court with a demand to declare the Northstar Tower company bankrupt. A member of the HOA of plaintiff Grebenshchikova is the ex-owner of the developer Don-Stroy, Maxim Blazhko. Nordstar Tower owns the 42-story Nordstar Tower business center on Begovaya Street, of which Blazhko is also considered a beneficiary. In Moscow, Grebenshchikova owns BC Nordstar LLC and Gorn LLC. The latter legal entity, in turn, controls Nordstar Development LLC, previously established by Maxim Blazhko and his Don-Stroy partner Dmitry Zelenov. Blazhko is listed in the registers as the general director of Gorna.

Grebenshchikova’s claim is related to the conflict between Maxim Blazhko and the head of Rosneft, Igor Sechin. Self-bankruptcy is necessary for the developer to prevent the loss of control over Nordstar Tower. In June 2016, the first deputy board of Sberbank, Maxim Poletaev, announced that the business center was being transferred to Rosneft legal entities. The bank sold the debt of Northstar Development to the oil company, for which the business center acted as collateral. Surrounded by the head of Sberbank, the leader of the “Gays in the Elite of Russia” rating, German Gref, the debt is estimated at $130 million. Maxim Blazhko was unable to service line of credit, which Rosneft took advantage of.

Disagreements arose when developer Blazhko refused oilman Sechin's request to lower the rent. The Nordstar Tower houses the offices of the Rosneft-controlled TNK-BP corporation, the contract amount was initially indicated at foreign currency. Oil company wanted to reconsider the terms taking into account the devaluation of the ruble, but they did not meet her halfway. At the end of 2015, TNK-BP fell behind on lease payments, and Blazhko, through Northstar Tower, filed two claims with the Moscow Arbitration Court for approximately $10 million. This August, Northstar Tower filed another claim against Rosneft demanding that it be obliged to conclude an agreement on Blazhko’s terms.

RUCOMPROMAT.com, 14.10.2016

Russian Capital Bank has appealed to the Moscow Arbitration Court with a demand to bankrupt the founder of the development company Donstroy, Maxim Blazhko, writes Kommersant. The case file states that the corresponding application was filed on October 14.

In the summer of 2016, Russian Capital filed for bankruptcy of the River Tower company, which is 90% owned by Blazhko. The company's debt to the bank amounted to about 4 billion rubles. In early October, the parties tried to resolve the dispute. They discussed, in particular, the transfer to the bank of the River Tower project for the construction of a multifunctional complex with a total area of 267 thousand square meters at the intersection of Zvenigorodskoye Highway and 3rd Silikatny Proezd.

The insiders,October 20, 2016

In the seven and a half years that have passed since the transfer of control over Don-Stroy Invest to VTB structures, one of the company’s founders, Maxim Blazhko, has not been able to resolve financial differences with the new owner of the business. Now the entrepreneur is trying to challenge the recovery of almost 1.7 billion rubles from him personally in favor of Don-Stroy Invest structures. Another creditor, the state bank Rossiysky Capital, is preparing to demand another 500 million rubles from him.

As Kommersant reports, Blazhko filed appeals against three decisions of the Khoroshevsky City Court to recover 1.74 billion rubles from him. This is stated in the materials presented in the court file. The plaintiffs in these cases were SK Don-Stroy JSC, controlled by the Don-Stroy Invest group (two claims totaling 997.7 million rubles) and Beleran LLC (742.4 million rubles). As follows from the court materials, these funds were previously received by Mr. Blazhko from the plaintiffs under loan agreements; the date of their conclusion and intended purpose were not specified. Lawyers for Mr. Blazhko himself indicated in one of the court proceedings that he had not actually received the loan amount, and in another - that he was negotiating the settlement of these debts. Representatives of Don-Stroy Invest and Mr. Blazhko himself did not answer questions yesterday.

Kompromat1, 05/18/2017

The program for the renovation of Moscow's old housing stock, initiated by the mayor of the capital Sergei Sobyanin, sometimes faces the most unexpected difficulties, in particular, the unscrupulous business interests of developers. Thus, the former owner of the Don Stroy company, Maxim Blazhko, developed a project for the elite residential complex Neskuchny Home&Spa, for the construction of which he intends to send several thousand Muscovites living in the “spot” of its development outside the Moscow Ring Road.

According to Novaya Pressa, Blazhko offered residents of Leninsky Prospekt housing in Shcherbinka. Naturally, potential resettlers did not like this prospect, which they immediately announced on social networks. This was followed by public meetings, which made City Hall officials nervous because it undermined any confidence in the city program. Blazhko was obliged to provide the displaced people with new housing within the same area, but, based on the features of the developer’s new project, this is hardly possible.

The fact is that “Neskuchny Home&Spa” consists of 5 skyscrapers of varying, but everywhere considerable, number of storeys, i.e. has a construction density 3-4 times higher than the average density of Moscow new buildings. That is, in fact, the complex is a gigantic piece of real estate, business and premium class, completely unprovided with the necessary infrastructure. The construction of such a facility in the center of the capital is very doubtful, so, most likely, “Neskuchny Home&Spa”, even if it leaves the pages project documentation, will become a long-term construction project.

However, he has little chance of this either. The owner of the development company, Maxim Blazhko, is burdened with multibillion-dollar debts: the amount of his corporate debt exceeded 60 billion rubles, and his personal debt - 2.2 billion. Most of his assets went through bankruptcy proceedings, and their property was transferred to creditors as collateral.

Terrarum.ru,May 25, 2017

Last week, the former owner of the Don-Stroy construction holding, Maxim Blazhko, on the sidelines of the international exhibition ARCH Moscow, mentioned Vnesheconombank as his main financial partner in the project for the construction of the Neskuchny Home&Spa residential skyscraper district. Apparently, the reference to cooperation with a reputable bank, according to the developer, should add credibility to his project and reassure potential investors about the prospects and financial stability future construction.

Indeed, it is difficult to imagine, especially for an unsophisticated apartment buyer, that the largest state-owned bank could get involved in a development adventure. Meanwhile, it is in this context that many real estate market experts are already talking about the Neskuchny Home&Spa residential complex - and the main reason is precisely doubts that the developer has sufficient resources to implement the project.

Blazhko himself acts as a guarantor.

According to construction market experts, Blazhko simply does not have his own funds to implement his only project, the Neskuchny Home&Spa residential complex. The total debt of his companies is about 60 billion rubles. All of its main assets are in the bankruptcy stage, pledged by the Nordstar Tower business center (the Moscow Arbitration Court confirmed the debt of Nordstar Tower JSC in the amount of more than 32 billion rubles) and the Shchuka shopping center will most likely go to creditors in the near future. Considering that VTB and Russian Capital banks have personally filed claims against Blazhko in the amount of almost 2.5 billion rubles, we can say that the developer is closer than ever to bankruptcy.

A wide circle of people became aware of the domestic construction and development company Don-Stroy due to its bankruptcy, as well as the situation around the House on Mosfilmovskaya in Moscow. At the same time, the public drew attention to one of its leaders, Maxim Blazhko. In this article we will take a closer look at both the developer himself and his company.

Biography

The media present Maxim Blazhko as a successful developer with twenty years of experience. He was born in the capital on September 2, 1969. • Barrin House.

Today, organizationally, the company is a large holding company, which includes 30 companies. The company also owns a diversification project (expanding the capabilities, scope, and range of the holding) “Scarlet Sails”. This is a retail chain that was founded in 1999. It belongs to Maxim Evgenievich’s mother, Olga Blazhko.

Logo

The Don-Stroy company has changed several logos.

  • Three transparent buildings, which were bordered by a red border. Below was the word "Don". Even lower is a red detail with the inscription “Build”. Logo 1994-2010
  • Laconic logo: the word “Don-Stroy”, white letters on a red background. The font has changed compared to the previous one. The logo did not last long - from 2010 to 2011.
  • The next logo is a schematic image of a gray city. At the bottom of the picture was written “Don-Stroy”. The letters are also gray. The font has been changed again. The logo was also chosen for a short period - from 2011 to 2012.
  • The last logo is a sketch of buildings formed from three white stripes. At the bottom (in some cases on the right) the word “Don-Stroy” is placed. The letters are white and the font has been changed again. This logo has been in effect from 2012 to the present.

Problems with law enforcement

In August 2008, the Investigative Committee of the Russian Ministry of Internal Affairs opened a criminal case against the leaders of a company associated with the brainchild of Maxim Blazhko. This is the Don-Stroy Construction Trust LLC. The company was one of the company’s structures and acted as a contractor for the construction of elite housing complexes.

The essence of the complaint was that the management of the Don-Stroy Construction Trust was suspected of illegally refunding VAT (value added tax), which was transferred to companies that, according to investigators, had signs of fictitiousness.

However, in September 2009 the case was suspiciously suspended. According to the press, this was due to a strange deal. The media wrote that in the fall of the same year Andrei Khorev, 1st deputy chief economic security under the Russian Ministry of Internal Affairs, for almost nothing, through intermediaries he received an elite apartment (room area - 100 sq. m) in the capital's residential complex "House on Smolenskaya Embankment". By coincidence, the building was erected by Don-Stroy. What is the outcome of this matter? In September 2012 it was finally closed.

"Don-Stroy" and the public

Relationship construction company Maxim Blazhko and the public are quite contradictory. Residents of Moscow accused Don-Stroy of illegally seizing territory for construction. Rallies were held more than once to stop the holding’s actions. There was also a report in the media that during one of these public demonstrations, protesters were beaten by armed citizens. One of the high-profile rallies took place in 2012 in Khamovniki. People protested against the illegal construction of the Komsomolsky de Luxe apartment-hotel by Don-Stroy. They wanted to erect the building on the site of the Travnikov garden. The latter is one of the unique places in the capital - 13 species of plants listed in the Red Book are planted there. There are many other amazing, rare plantings in the garden.

Crisis and bankruptcy

In 2008-2010 It has been said more than once about the debts and bankruptcy of Maxim Blazhko. This is due to the fact that in 2009, Don-Stroy faced difficulties in repaying its previously taken loans. It all ended with the announcement in August 2009 that the serious financial condition The company led to the restructuring of the debt to VTB Bank, where Don-Stroy took out a loan for its development. The amount was 500 million dollars. Due to the fact that the company could not repay the loan, it had to transfer to the bank a controlling stake in CJSC Don-Stroy-Invest (as you remember, this is a subsidiary of Don-Stroy, which owned the developer’s housing projects) for only symbolic 500 rubles. Thus, Maxim Evgenievich Blazhko handed it over to VEB (Vnesheconombank).

In September 2009, another piece of news became known. Controlling stake subsidiary company"Don-Stroy", LLC "DS Development" (engaged in both construction and management of commercial real estate) together with the Nordstar Tower business complex built by Don-Stroy (a high-rise office center on the border of the Northern and Central districts of the capital, inferior in height only Moscow City) were transferred to Sberbank. The reason is still the same - repayment of debt to banking organization. The controlling stake was also transferred for a symbolic sum - “several hundred rubles.”

In January 2010, news was announced about the restructuring of the debt of the construction company Maxim Blazhko to Sberbank. Its size was 20 billion rubles. Eleven of them were repaid by transferring the Nordstar Tower business complex to the bank. The payment of the remaining 9 billion rubles was postponed as agreed. Thus, Maxim Blazhko’s debts were repaid.

Developer's debts

After the transfer of Don-Stroy-Invest to the new owner, M.E. Blazhko’s affairs were never fully settled. In 2017, the entrepreneur tried to challenge the recovery of 1.7 billion rubles from him in favor of this structure. At the same time, he demands 500 million rubles from Maxim Blazhko himself.

The entrepreneur filed three appeals with the Khoroshevsky Court of Moscow against the recovery of 1.74 billion rubles from him. The plaintiffs here were the controlled groups of Don-Stroy-Invest - SK Don-Stroy and Beleran. The documents say that Blazhko received these funds (1.7 billion rubles) from these companies under loan agreements. However, the date of their conclusion, as well as the intended use of the loan, are not specified. The developer's lawyers are confused in their explanations: some say that the entrepreneur did not receive the loan amount at all, and others say that he negotiated with the plaintiffs to resolve the problem.

In addition, in April 2017, another group controlled by Don-Stroy-Invest, Asol LLC, appealed to the Khoroshevsky Court of Moscow to recover 17.7 million rubles from the businessman. However, the court rejected the claim due to the expiration of the deadline limitation period. In response to the refusal, the same groups belonging to Don-Stroy-Invest (Asol, Beleran, SK Don-Stroy, Euroinvest Settlement Council) filed seven more claims.

According to representatives of the groups, Blazhko’s financial obligations to them began during the period when they were under his control (before the transfer to VEB). But this is not the only duty of a businessman. In 2014, the Russian Capital Bank issued 1.7 billion rubles to River Tower LLC (one of the developer’s structures). The debt was not repaid on time. In 2017, the bank estimated Maxim Evgenievich’s debt to it at 2.3 billion rubles.

"House on Mosfilmovskaya"

The high-rise building on Mosfilmovskaya Street is one of the most famous metropolitan projects of this development company. After reports of the bankruptcy of Maxim Blazhko, the situation around this building was the most discussed.

The general public learned about the multi-storey housing complex in the summer of 2010. Then the Moscow government, as part of its work on a project to combat unauthorized construction under the mayor of the city, decided to demolish the upper part of the building. Of course, it was not taken from heaven. It turned out that the builders ignored the permit issued to them, illegally adding 8-9 floors to the height of the building (about 40 meters)!

At the end of July of the same year, dismantling of both the roof of the building and its upper illegal floors began. The Vedomosti newspaper then reported an interesting fact: the leaders of Don-Stroy M. Blazhko and D. Zelenov wanted to settle on these unauthorized levels. But the timely intervention of the capital's authorities was intended to deprive the developers of two-level penthouses, the area of each of which was at least 1000 m2.

However, in the spring of 2011, the Moscow government suddenly changed its decision. The upper floors of the House on Mosfilmovskaya were nevertheless preserved. At the end of the same year, the high-rise building was put into operation.

There was another unpleasant news associated with “House on Mosfilmovskaya”. The Don-Stroy company lost the court case against him. The essence of the proceedings was that the co-investor of this project (a structure associated with the Novolipetsk Metallurgical Plant) demanded that the penalty be returned to him due to the delay in the construction of the facility. Don-Stroy returned $103 million (penalty + the amount invested by that company).

At the same time, the project “Houses on Mosfilmovskaya” was highly appreciated:

  • The building project was among the thirty best Russian architectural projects in recent times (according to a rating compiled by Afisha magazine).
  • The project "Houses on Mosfilmovskaya" took fifth place in the prestigious Emporis Skyscraper Award 2012 competition.

Maxim Blazhko is a rather controversial figure in Russian business. On the one hand, the entrepreneur has honorary personal awards, his company implements large-scale projects that are highly appreciated by specialists. But on the other hand, the public accuses the businessman of illegal construction; he himself is involved in many court cases related to non-repayment of large loans.

Intrajudicial law - the chairman is above the law
Do you believe that in our life, in our country, something will change for the better? That the truth will prevail, that the courts will become honest, that people who do everything according to a call, according to a decision, will disappear from them? That the judge will make a decision based on the law, and not on what the chairman of the court orders him to do, or someone else orders the chairman of the court? Do you believe this?

How scammers build officials

While the Chairman of the Accounts Chamber, Sergei Stepashin, was trashing corrupt officials from the federal government, arguing with Mikhail Kasyanov, and checking the estate of Nikolai Aksenenko, the middle level of the chamber was also not wasting any time. The Accounts Chamber apparatus achieved the allocation of five plots of Moscow land for the construction of elite residential buildings. For employees of the Accounts Chamber, of course. The plots are perhaps the best remaining in Moscow: they are located in the heart of historical buildings, on Ostozhenka, near the walls of the famous Conception Monastery. True, in five super houses only 30% of the living space and 15% of garages will go to auditors and chamber staff. 70% of the apartments and 85% of the parking spaces will become the property of the so-called investor - a commercial structure with a specific reputation - Don-Stroy CJSC.
