Construction here is currently progressing systematically, without delays. The first stage of the “New Quarters of Peterhof” (blocks of townhouses 1-2) was successfully commissioned in 2016. The houses are inhabited, all central communications in them are functioning properly. The construction of townhouses of the second stage (blocks 3-6) continues. Judging by how things are at the construction site as of April 2017, the completion of the second stage at the end of this year is quite realistic. However, representatives of the developer told us that the second phase is planned to be completed ahead of schedule - already in the summer of this year. Construction is progressing at a good pace, there are no problems with connecting communications. As for blocks 7-8, which belong to the third stage of construction, according to the project declaration, they were also supposed to be completed in the fourth quarter of 2017. However, construction has not yet begun and they will not be built until the end of the year. The fact is, as they explained to us, that changes are now being made to the project. The third phase of townhouses will be built under a new building permit. But since there were no sales for these blocks, the developer has no obligations to the shareholders in the third phase.

We have already written about the pros and cons of the “New Quarters of Peterhof” in the previous opinion of the portal and in the description of the residential complex on our website. Let us note some changes in the transport issue that have occurred since then. Unfortunately, the construction of a metro in the direction of Peterhof has practically been removed from the agenda. Those previously planned will not open. Thus, the nearest new stations may be and, but if they go into operation, it will only be in the period from 2038 to 2048. There is, however, hope that they will be allowed in a little earlier (before 2038), but there are no specifics on it yet. So in the coming decades, other stations on this metro line will remain the only ones in the southwestern direction. Thus, no alternative to the train as the main “traffic-free” transport is yet visible. It is possible that a high-speed tram line will be built in the Petrodvortsovy district, which will run from the Kirovsky Zavod metro station to Peterhof. Let us note as a plus that the townhouses in the “New Quarters of Peterhof” are designed for different categories of buyers. The developer does not rely on compact and therefore the cheapest options. From the point of view of the state of nature, this place is quite attractive. Aleksandrovsky and Lugovoy parks are nearby. The Krasnye Zori forest park and a large forest area south of Peterhof are also within reach.

In social terms, the situation at the construction site, alas, is not so rosy. Construction is planned in the fields on the outskirts of Luizino. There is virtually no social infrastructure within walking distance here. You have to go to the inhabited city quarters of Peterhof, and this is not the near world. All hope lies in those social facilities that will be built as part of the comprehensive development of the territory. Until they appear, it will be premature to talk about the comfort of living here.

The transport situation here can be assessed in two ways. The proximity of the Ropshinskoye Highway allows you to quickly access both the Ring Road and the St. Petersburg Highway. Sales of townhouses in the “New Quarters of Peterhof” are progressing at a good pace. About 75% of them have already been implemented. At the beginning of July, 21 sections are available here (11 in the blocks of the third stage and 10 in the previous stages).

Plots allocated as part of a residential complex for individual housing construction (Luisino quarter) are also in demand. There are currently only 11 vacant land plots left in the first and second stages. These areas are already provided with utilities. In the third phase, communications work is still underway. The main advantage of the facility is that it is located in the city of Petrodvorets, where there are absolutely all social infrastructure facilities and even more. In addition, the village will be connected to city utility networks, which is also a strong argument in favor of the quarter. "Luisino" has comfortable transport accessibility both for motorists and for those who are forced to get there on their own. The object is very well integrated into the urban area - the area where it is located can be called quite clean from an environmental point of view.

In the Petrodvortsovo district, low-rise residential buildings predominate. There are only three cottage villages that are currently on sale here - the Luizino quarter itself, a cottage village and. It is quite difficult to call them competitors, since these are mostly ready-made households with a price of at least 17 million rubles.     Currently, Teorema Management Company is engaged in the construction of townhouses and the sale of individual housing construction plots; the start of sales of apartments in five-story buildings is scheduled for 2016. In addition to Teorema Management Company, two more developers are developing the site: the Absolut Stroy Service company is building the New Peterhof residential complex (verified by a Mystery Shopper), and nearby the PRK-Group company is building the Peterhof Park residential complex, which will be discussed further.

    So, the Peterhof Park residential complex will consist of 9 five-story buildings designed for 790 apartments (from studios to three-room apartments). They are planned to be handed over all at the same time, without dividing them into queues, in the fourth quarter of 2016.

    Therefore, the main activity is now taking place in buildings with the least degree of readiness, and, approaching the new building from the consultation point, I was surprised by the deceptive peace and quiet behind the construction fence.

    Who is building?

    The name of the developer, frankly speaking, is not well known among home buyers. The fact is that the Promrekonstruktsiya company (part of the PRK-Group holding), although it has existed for more than two decades, is mainly engaged in industrial construction, giving preference to the energy sector.

    Most industrial facilities in the North-West region with a height of more than 100 meters are being built with its participation: thermal power plants, radio towers, sea ports. Among the customers are such large companies as Rosmorport, LMZ, Lukoil, Transneft and others.

    In 2006, they decided to diversify the business, and the developer bought his first plot for residential construction. New buildings began to be put on the market under the PRK-Group brand. As the head of the company Denis Kotlyar noted: “For the holding, industrial construction and production are of great importance, and housing projects allow us to survive difficult times.” We survived difficult times, although not without delays in delivery. The residential complex “House on Reznoy” was commissioned in June 2012, six months later than originally planned.










    Last year, the company’s second project in the field of housing construction was announced - the Peterhof Park residential complex. For each new building, a new legal entity is created: for example, “House on Reznoy” was built by Betta LLC, and the Peterhof Park residential complex is being developed by Peterhof Quarter LLC.

    The practice is widespread and controversial. Developers explain the creation of a new legal entity for construction by the fact that this makes it easier for them to maintain accounting records. This may be true, however, you need to understand that if the project has financial difficulties, and according to the documents it is not related to the parent company, then it will not be responsible to the shareholders.

    However, the general contractor of the project is Promrekonstruktsiya OJSC, which carries out 70-80% of the work on its own, using its own workers and equipment; the holding also has its own production base for the production of metal and concrete building structures. All this is positioned as a big plus and a guarantee of quality.

    Developer reliability - 7 out of 10 points

    The reputation of the company, despite its extensive experience in the real estate market, cannot be highly assessed. The words of the head of the holding that housing construction is not a priority for the company are confusing. Although PRK-Group coped with more complex tasks in industrial construction, in 10 years only one residential building with 56 apartments was built, and even that with a six-month delay.

    Internet intelligence

    I couldn’t find any reviews about the quality of construction of the residential complex “House on Reznoy”, to some extent this is compensated by the opportunity to look at the construction process of the residential complex “Peterhof Park” with my own eyes.

    In the official VKontakte group, representatives of the developer answer questions; the discussions are sluggish, but they are also encouraging, because on the official website of the developer on the project page, information about the residential complex is by no means exhaustive.

    The construction technology, details of finishing and technical characteristics remain unclear; It is not clear how the residential complex fits into its surroundings (the latter is clearly visible on the website of the Teorema Management Company).

    But the personal website of the Peterhof Park residential complex introduces the completed objects and the history of the company, documentation, driving directions, photographs from the construction site and renderings. You can see floor plans and layouts, but the prices are only partially indicated, for individual apartments - in the "Special Offers" section, and minimum prices - in the "Sales Conditions" section.

    Information accessibility - 7 out of 10 points

    It’s not easy to create a “portrait” of a project; you have to scour the web, and only then will the picture come together. There are no forums, one might say. Official information about the new building is also not very complete. In general, there are still many questions that the manager will need to ask.

    Office visit

    To clarify all the details, I went to the main and only sales office of PRK-Group, which is located near the Chernyshevskaya metro station on the street. Radishcheva. The website says that entry is through the entrance of the Tavrichesky Bank.

    I immediately found the bank sign, but after passing through the entrance I was confused, finding myself in a spacious rectangular courtyard without any signs. It’s good that there were people there; they showed me which entrance to go to to find out where to look for the company I needed. Soon I found the PRK-Group office, which turned out to be a small room completely occupied by three workstations, two of which were empty.

    The modest atmosphere was more than compensated by the manager’s cordiality and initiative - I appreciate her work very highly, even despite some inaccuracies in the factual data that she made. I felt welcome and conversation was easy and comfortable.

    The manager answered all questions readily and willingly shared information without waiting for my questions. She printed out the apartment layouts and the contract for me even before I asked for it, and then described in detail the prices for all apartments.

    But I’m lowering the overall rating for the service, because... The central sales office is open only on weekdays until 19:00. Those who work a standard schedule will have to take time off from work. The deputy head of the procurement department works at the consultation point on site on Wednesdays (from 12.00 to 16.30) and Saturdays (from 11 to 16.00). She answers questions rather sparingly and is not nearly as welcoming to potential buyers as the manager I spoke with in the office.

    Service - 7 out of 10 points

    To view apartments, you need to make an appointment in advance; due to the heavy flow of visitors and the uncommunicative nature of the consultant, it’s hardly worth counting on a full consultation on site, in my opinion, but you can look at any apartments.

    How are they built?

    The construction technology will be the same as in the residential complex “House on Reznoy” - monolithic. The load-bearing walls are a multi-layer structure of 160 mm monolith, 50 mm of Rockwool Facade Butts thermal insulation, another 200 mm of monolith and another 150 mm of thermal insulation plus a 10 mm plaster layer.

    Non-load-bearing external walls, where there are no windows, consist of 160 or 200 mm monolith, 150 mm insulation plus 10 mm plaster. In those external walls that have windows, aerated concrete (250 mm) is used instead of a monolith. The facades will be painted in different colors.

    The manager at the central office told me that the interior partitions would be built from tongue-and-groove, but after visiting the construction site, I was convinced that, in fact, all the partitions were made from SCC with expanded clay. Between the rooms and between the bathroom and the corridor - 80 mm wide, between the bathroom and the room - twice as thick, with an air gap between the layers.












    I liked everything at the construction site, the walls, ceilings and floors looked smooth, the blocks were laid neatly. The question of the quality of the finishing remains open; it is not clear how the communications will be laid out and the level of sound insulation, but overall I liked the quality of the construction.

    Finishing

    The apartments will be transferred to equity holders with final finishing. Theoretically, you can refuse it, but the cost of housing will decrease by only 3 thousand rubles per square meter. Of course, for such a price you should not expect a high-class finish - it will be linoleum, paper wallpaper, water-based paint on the ceiling, tiles on the floor in the bathrooms, just paint on the walls, plumbing fixtures and faucets, interior doors and entrance metal - all materials of domestic production.

    At the same time, the manager assured me that they would try to do the finishing to the highest possible quality at the lowest price, so that the apartments could actually be lived in. It seems that she didn’t promise anything specific, but she was still encouraging. Of course, heating radiators, meters, sockets and switches, windows and glazing of loggias, waterproofing in bathrooms, heated towel rails - all this will also be there.

    Economy class is usually not distinguished by any special refinements in terms of engineering equipment, and the Peterhof Park residential complex is no exception. All communications will be open, the heating distribution will be vertical - the pipes will pass through the living rooms. But, even though the height of the buildings is only 5 floors, in each entrance there will be a silent freight-passenger elevator made in Belarus. Electric stoves are provided in the kitchens (not included in the price of the apartment).

    Housing geometry

    The layouts of the Peterhof Park residential complex can be called standard in the sense that the developer does not chase fashion and does not offer “euro” options that are so popular today. In general, the size of the rooms is about 15-16 square meters, and the kitchens are from 8.5 to 11 square meters. m, although there are separate options with 13-meter kitchens.

    The studios are very bright due to their large width and large number of windows (two windows and a balcony door). The impression is spoiled only by the “doll” balconies - with an area of ​​1.2 to 2.4 meters, which are located in protrusions in the outer wall; they still need to be somehow played out in the interior.

    Small balconies are not only in studios; in one-, two- and three-room apartments they are also small - from 1.8 to 2.7 square meters. meters. There are exceptions when the balcony runs along the entire outer wall of the apartment, but then a new drawback is added in the form of the only window in the room facing the balcony, while the exit to the balcony itself is located in the kitchen - it is not very convenient to ventilate and there is less light.

    Among the advantages of one-room apartments: separate bathrooms in some apartments, small but comfortable hallways with space for a closet, fairly wide rooms, there are options for “vests” with a kitchen and a room oriented to different directions of the world, there are options with storage rooms.

    As for two- and three-room apartments, although there are unpopular solutions in the form of, for example, adjacent rooms or exits to the balcony from the end, the layouts are still very diverse. Everyone will probably choose a suitable option for themselves, at least I did it without difficulty.

    Layouts - 7 out of 10 points

    In the apartment layout of a new building, priority is given to one- and two-room apartments, they make up almost 70% of the total, the remaining 30% is almost equally divided between studios and three-room apartments. The ceilings for economy class are simply gorgeous - 2.88 meters on the first-third floor and 3.03 meters on the fourth-fifth. The number of apartments on the floor is very different and depends on the building: from 3 to 9, on average about 6.

    How to buy?

    The purchase scheme has certain nuances. If I really wanted to buy an apartment here, I would definitely consult a lawyer. To begin with, the land plot is leased by the developer. As the manager explained to me, after completion of construction it will become common shared ownership - the developer, as it were, buys the land in installments under a lease agreement from the owner (New Quarters of Peterhof LLC).

    The second nuance is the use of a preliminary agreement, according to which the parties undertake to enter into a DDU. Since Federal Law 214 prohibits attracting funds from equity holders until the share participation agreement is registered with Rosreestr, the developer asks to deposit money under a preliminary agreement, justifying this by the fact that Rosreestr takes too long to register agreements, from 2.5 to 3 months. But, if you call a spade a spade, then this is a gray scheme for circumventing 214-FZ.

    At the same time, additional funds are raised to speed up the registration of the contract. In the case of installments or 100% payment - 5 thousand rubles, in the case of a mortgage, the developer and the shareholder “share off” 13 thousand rubles each (in this case, the registration procedure is accelerated in order to meet the 45 days - the validity period of the loan agreement with the bank).

    The manager described the sequence of actions for purchasing as follows:

    1. In the case of a mortgage, first of all, you should contact the manager assigned to the Peterhof Park residential complex in each of the banks (their coordinates are indicated on the website). The manager will give information about the list of required documents and accept them when the buyer collects the papers. Thus, you will have to choose a bank yourself.

    2. After receiving approval from the bank, the PRK-Group sales department prepares a certificate with the reserve and sends it to the bank, and also prepares the DDU for signing. The buyer’s personal presence is not required; passport data can be sent by email. The reserve is valid for 3 working days.

    3. The days for signing the DDU, PDDU and the loan agreement with the bank are set (each bank has its own conditions here, for example, Sberbank requires that everything be done in one day, and VTB24 allows the conclusion of a loan agreement the next day after the DDU).

    4. Payment must be made under the PDDU agreement immediately to the developer’s bank account.

    5. Then you need to draw up a power of attorney and other documents for registration of the DDU.

    6. The registered contract must be picked up at the PRK-Group office after receiving the manager’s notification.

    A mortgage loan in a new building (including with state support) can be taken from the following banks: Sberbank from 11.4%, VTB24 from 12%, DeltaCreditbank from 11.5%, ITB Bank from 11.5%, Investtorgbank » from 11.7%.

    All buildings, let me remind you, are going to be handed over at the same time at the end of 2016; according to the manager, a minimum period of 3 months is allotted for the transfer of keys. But this information does not coincide with the text of the contract, which speaks in black and white about the standard 6 months for the transfer of apartments.

    There are two installment plans:

    with a first payment of 30% - no discount;
    with a first payment of 50% - a 5% discount;
    with a first payment of 60% - a 6% discount;
    and so on up to a 10% discount with 100% payment (or mortgage).

    2. Until December 2017 - no discounts are provided; moreover, an additional 3% is added to the base price.

    Purchase scheme - 5 out of 10 points

    Despite the fact that housing is sold under 214-FZ, there are mortgages from a large number of banks and favorable installment terms, some issues may prevent equity holders from sleeping peacefully. To put it bluntly, the developer violates 214-FZ by attracting funds from shareholders before registering the agreement.

    How much?

    As we found out, the price depends on the down payment and the installment period, as well as on the floor and type of apartment. The price grid per square meter is as follows (rubles):

    I was also interested in the question: how often and how intense do price increases occur? The manager said that prices are reviewed every month, sometimes more often, but the increase in price occurs by small amounts: 500-1000 rubles per square meter. And, indeed, over the past 9 months, the square meter has increased by 1.7-6 thousand (depending on the apartment).

    There is only one residential complex being built in the immediate vicinity - the New Peterhof residential complex from Absolut Stroy Service. Phase 3 is currently on sale, which will be rented out in the second quarter of 2016, but there are few apartments left. There are no studios at all, only a few one-room ones. There is currently a choice of two- and three-room apartments. The price per square meter is just over 66 thousand rubles - slightly more than in the Peterhof Park residential complex.

    The remaining residential complexes are located far away and belong to a completely different price class. The only new building that I would like to highlight is the Mandarin residential complex, it is being built in the village of Nizino by the Arkada insurance company with the participation of New Horizons LLC. The transport accessibility of this residential complex is much worse, but the prices are also lower - from 55 thousand per square meter with a completion date of the end of 2015. The studio can be bought for only 1.4 million rubles. That's all, actually.

    Prices - 9 out of 10 points

    The prices, compared to city prices, are, of course, encouraging. Looking at them, you also cannot say that we are talking about the prestigious Petrodvorets district. The secret can be explained quite simply - transport accessibility and distance from infrastructure, palaces and fountains. It’s really a long way from them, but the closest park to the new building is Alexandria Park, just 1 kilometer away (entrance is free).

    Ways-roads

    Affordable prices are good news, but it seems that those who have not yet done so will have to purchase a car along with the apartment. A convenient exit to the Ring Road is located only 4 kilometers away, there are no traffic jams, and motorists can get to St. Petersburg quite quickly, although, of course, the mileage is a long way.

    Without personal transport, everything is much more difficult. The only direct minibus that runs in the immediate vicinity of the new building along Ropshinskoye Highway is No. 329, it goes to the Prospekt Veteranov metro station.

    The traffic interval is 15-30 minutes, travel time without traffic jams is 35 minutes. Unfortunately, there are rarely any traffic jams, since the route runs along the Peterhof Highway. A more realistic figure is 50-60 minutes.

    The way out is the railway. The New Peterhof railway station can be reached on foot in 15 minutes, and the Baltic Station can be reached in another half hour. Electric trains run approximately every half hour.

    Transport accessibility - 5 out of 10 points

    The place is car-dependent; pedestrians will have to spend an hour in a minibus or ride an electric train. In general, it is possible to get to the city, but only car owners will be able to do so without problems.

    Social and cultural life

    Along Ropshinskoye Highway there is an existing development - a small residential area "Krasnye Zori". Some of the houses were built in 1970-1986 by JSC Lenptitseprom for workers of the former poultry farm, another eight five-story buildings were put into operation in the first quarter of 2012 (residential complex "Peterhof Cascade" from LLC Quest).

    There are few houses, and the infrastructure here is not very rich, but there is still a kindergarten and a hospital, there is a post office, a supermarket, a bakery, and a beauty salon. “Red Dawns” is adjacent to the “Peterhof Park” residential complex from the east; the “New Peterhof” residential complex is being built from the west, two stages of which have already been commissioned.

    Some infrastructure already works there: a supermarket, a private kindergarten, a fitness center with yoga and dance classes, a furniture store, an optician, a business center. On the other two sides, the new building is still surrounded by fields and gardens of the private sector. A little further, next to the New Peterhof residential complex, townhouses are being built and plots for individual housing construction are being sold.

    To the west of the residential complex “New Peterhof”, next to the railway station of the same name, there is another section of the old building, the so-called “Suvorov Town”, built at the beginning of the 20th century for the 148th Caspian Infantry Regiment; they plan to resettle it in the future. Nowadays, pre-revolutionary and Soviet-era houses coexist here.

    One of the restored barracks houses state government institutions, there is a secondary school (though it is a correctional school), an art school and a trade and economic lyceum.

    The Peterhof Park residential complex itself has little infrastructure. The project declaration talks about two outpatient centers, but the manager told me in confidence that these are ordinary commercial premises without any purpose, which no one has bought yet. So the likelihood that these will actually be medical centers, frankly speaking, is small.

    On the first floors of the houses there are three more studios with separate entrances, two of which have already been purchased for subsequent conversion to commercial use, since the layout is very conducive to this - there are five rooms in total.

    As part of the “New Quarters of Peterhof” project, two schools for 550 students each and two kindergartens for 130 and 170 students should be built. According to information from the forums, Absolut Stroy Service for a long time could not obtain permission to build the first stage of the New Peterhof residential complex precisely because it hoped to avoid the construction of infrastructure, but, ultimately, was forced to give in to the authorities and agree to build it free of charge and transfer it to the municipality infrastructure.

    I learned from the media that, by agreement with the Property Relations Committee, PRK-Group also undertakes to build a school and kindergarten, and already in 2016. However, the developer has not yet started designing the infrastructure and, moreover, perhaps I misunderstood something, but, according to the manager, the company is not going to build anything, I was told that other developers will build, and when and who - she does not know.












    I called Absolut Stroy Service to find out what plans this developer has, but after listening to my question, they asked me to call back tomorrow, they say, the person who can answer it is on the road. In general, all this does not inspire me with confidence that the children of future residents of the “New Quarters of Peterhof” will be able to go to new schools and kindergartens in the foreseeable future.

    Infrastructure - 6 out of 10 points

    There is some kind of infrastructure in this area, but we must not forget that a huge territory is being built up, and when everyone settles in, the shortage of gardens and schools will be greatly felt.

    conclusions

    The location of the Peterhof Park residential complex, although not in the most prestigious location of the Petrodvortsovy district, has a number of advantages: convenient access to the ring road, pedestrian accessibility to the railway station, and the presence of infrastructure within walking distance (even if only a minimal set). At the same time, the advantages in the form of fresh air and proximity to parks are fully preserved.

    There will be a lot more housing nearby, which means the area will develop, and new infrastructure will be built. At the same time, the proximity of townhouses and individual housing construction will ensure a low population density, comfortable for suburban living.

    The developer's inexperience in the field of housing construction is compensated by many years of experience in the construction of technically much more complex projects. The purchase scheme has certain flaws, despite the fact that it complies with 214-FZ.

    The project itself, although it belongs to the economy class and provides simple solutions for finishing, engineering and yard design, nevertheless, is distinguished by some interesting details.

    Glazed flights of stairs and glass galleries between buildings add a “zest” to the design of the facades. High ceilings and panoramic glazing of the balconies make the layout more interesting. Despite the low-rise building, each entrance is equipped with an elevator; the most enclosed courtyard, a large number of parking spaces along the outer perimeter - all these are advantages that the developer managed to create within the framework of a rather modest construction budget.

    And here we come to the main advantage of the Peterhof Park residential complex - affordable prices. In general, based on the sum of all factors, the new building receives a final score of “7” points.
