Indexation is not fixed for 2019 and 2020

The costs of indexing the salaries of the military and everyone else would have been even higher if the government had not decided to shift the indexation deadline in 2019 and 2020 to October 1 (the next salary increase is scheduled for January 1, 2018).

The law on monetary allowances for military personnel stipulates that their salaries are subject to annual indexation taking into account inflation in accordance with the law on the federal budget, but this norm was suspended on January 1, 2014. The suspension expires on January 1, 2018 - accordingly, the government returns to implementing the corresponding norm from the law on military allowances (no separate law is needed).

Since the law on monetary allowances states that indexation is carried out in accordance with the budget law, this means that next year, when the government adopts a new “rolling” budget for three years, the indexation figures in 2019 and 2020 may change depending on current inflation data. And the forecast for price growth may well change: for example, for 2017, the Ministry of Economic Development now expects the figure to be 2.5-2.8%, although it initially predicted 3.8%.

The military is not enough

Earlier, RBC's source in the State Duma and a source in the Ministry of Defense said that the possibility of indexing military salaries to a higher level was being discussed. The State Duma Defense Committee in its conclusion on the draft budget addressed the insufficient increase in allowances. Committee deputies emphasized that during the time until salaries were indexed, prices in the country increased by 46%, the cost of the minimum set of food products rose by almost 60%.

In order to ensure that the salaries of military personnel do not fall below the average salaries in leading sectors of the economy, the Ministry of Defense, during the preparation of the draft federal budget, developed and sent to the Ministry of Finance two options for calculations for indexing the pay of military personnel, the defense committee reported in its conclusion, but these proposals “were not reflected "in the final draft budget. In total, indexation will affect at least 2.7 million people: currently the maximum number of Armed Forces in Russia is 1.9 million people (of which 1.03 million are military personnel), employees of internal affairs bodies are set at 904 thousand people, employees of the Federal Penitentiary Service - 225 thousand, fire service - 251 thousand. The Ministry of Finance did not explain what the average amount of allowance for military personnel and equivalent categories is, forwarding the request to the relevant departments. What will the money be used for?

Military personnel will receive the most of the additional expenses in the next three years - 73.3 billion rubles, as follows from the amendments to the open part of expenses under the “National Defense” section.

  • compensation for housing costs;
  • one-time minor allowances to prepare living conditions in a new place.

Important! The last paragraph provides for an amount equivalent to 100% of the salary; family members of military personnel also fall into the category: also 25% of the same amount.

In any case, the salary of employees in law enforcement agencies primarily depends on rank and service conditions.

In connection with the current situation, the question arises about returning to the use of indexation of wages for military personnel. This will not be marked by too intense indicators, however, there is a chance to resolve the issue in favor of the employees. A possible increase in military salaries in 2018 is planned, however, its exact figures have not yet been announced. The only forecast in this case is the possibility of a rise in line with inflation.

What is the situation with the salaries of civilian employees?

Salary of civilian employees

The circumstances of the civilian staff of law enforcement agencies largely correspond to the situation of law enforcement officials. Even before the abolition of indexations, the financial situation was not at a high level.

The aforementioned 2016 law also contained information regarding this category of employees. The new three-year budget for 2017-2019 confirmed the lack of government intentions to index or increase military salaries, including in 2018.

Should we expect an increase in salary?

Experts predict progress in solving the issue of military salaries in 2018. This is supported by several factors, the first of which indicates the possibility of wages depreciating to a critical level.

The second is the formation of a high rate of dissatisfaction in a social group; this factor in the case of employees in law enforcement agencies acquires dangerous tendencies. Similar cases have already been noted in history, which the state government took into account. However, even based on this circumstance, the answer to the question of whether military salaries will be raised in 2018 is not known with certainty.

Should I expect a raise?

Experts have no doubt that an increase should be expected, but what limits this rise will affect still remains open. According to experts in the field of economics, sociology and political science, consideration of the issue of abolishing indexation is necessary. Otherwise, the government risks encountering indignation on the part of the military, and this threatens mass unrest.

Government agencies have already raised the issue of increasing military salaries for 2018. The result was the adopted bill, which provides for the return of indexation and an increase in salaries for employees. This bill also addresses issues regarding pay for law enforcement and federal employees. We also considered the possibility of returning the indexation of judges' salaries.

At the beginning of 2018, based on the specified points in the bill, the resumption of wage indexation for the military is predicted. At the same time, the mechanism and percentage of indexation will most likely be subject to changes. It is reliably known that the indexing position will now directly depend on the balancing and approval of the budget, and not on the percentage of inflation, as was previously accepted.

Due to the fact that discontent is already beginning to grow, officials allow themselves to make encouraging forecasts regarding the growth of military salaries in 2018. At the same time, today the situation remains within the same boundaries, and the economic part is in greater decline.

Salary forecasts for law enforcement agencies for 2018

Both independent experts and government representatives expressed their opinions regarding the expected increase. In this case, opinions agreed, the minimum salary should be 50 thousand rubles. This applies only to the salary itself, not counting the different plans for increases and bonuses.

For the period from 2017 to 2018, the government intends to allocate about 400 billion rubles for material compensation for the work of military personnel. This number takes into account the possibility of curbing inflation, however, even with this taken into account, it cannot cover the needs of the largest army. The Department of Military Affairs is already focusing government attention on considering the suspension of indexing. The indexing moratorium is scheduled to be lifted in January next year. The state leadership predicts that the depreciation of military salaries will stop in 2018, and an increase of 5.5% is expected. The data is based on the arguments of government experts. Such measures are planned to be taken in order to prevent outbreaks of discontent.

There is another possible way out of the situation, as experts note. If a financial opportunity arises to increase, such measures will be immediately applied. However, this will be marked by a completely insignificant increase, amounting to 3-4% of the current salary, which is now called compensation. So the question of whether there will be an increase in military salaries in 2018 remains open.

The Government of the Russian Federation decides:

the size of salaries for military positions and salaries for military ranks of military personnel performing military service under a contract;

salary amounts for military positions of military personnel undergoing military service upon conscription;

the amounts of official salaries and salaries for special ranks of persons serving in the troops of the National Guard of the Russian Federation and having special ranks of police, employees of internal affairs bodies of the Russian Federation, institutions and bodies of the penal system, the federal fire service of the State Fire Service, customs authorities of the Russian Federation and members of the commanding staff of the federal courier communications.

2. The Ministry of Internal Affairs of the Russian Federation, when reviewing the size of pensions for citizens dismissed from service in the federal agencies for control of the circulation of narcotic drugs and psychotropic substances, and members of their families, determines the size of monthly salaries in accordance with the previously filled position and the assigned special rank, taking into account paragraph 1 of this resolution.

3. Establish that when the salaries of military personnel and employees are increased in accordance with paragraph 1 of this resolution, their amounts are subject to rounding up to the nearest whole ruble.

4. Expenses associated with the payment of monetary allowances to military personnel and employees in accordance with this resolution are made within the budgetary allocations of the federal budget provided for these purposes by the relevant federal executive authorities.

DD indexation in 2017 Since 2013, the monetary allowance of Russian military personnel has depreciated by almost half. This conclusion was reached by the State Duma Defense Committee during the discussion of the draft federal budget.

At the beginning of November, the Defense Committee prepared an opinion on draft federal law No. 15455-7 “On the federal budget for 2017 and for the planning period of 2018 and 2019,” submitted to the State Duma by the government of the Russian Federation.

As the deputies note, budget allocations for the “National Defense” section in the next three years will amount to:
in 2017 – 2,835,792.1 million rubles;
in 2018 – 2,728,307.5 million rubles;
in 2019 – 2,816,027.5 million rubles.

In relation to the volume of GDP, the share of expenditures on national defense in 2016 was 4.7%, in 2017 it was planned to be within 3.3%, in 2018 - 3%, in 2019 - 2.8%. The share in the total volume of federal budget expenditures is also decreasing – from 23.7% in 2016 to 17.6% in 2019.

For the payment of monetary allowances to military personnel and employees with special ranks in 2017, 2018 and 2019, 448.7 billion rubles are provided annually.

In accordance with Part 9 of Article 2 of the Federal Law of November 7, 2011 No. 306-FZ “On monetary allowances for military personnel and providing them with individual payments,” salaries for military positions and salaries for military ranks are annually increased (indexed) taking into account the level of inflation. However, this norm was previously suspended at the initiative of the Russian government. In the draft federal budget, the Cabinet of Ministers again proposes to extend the suspension of indexation of military pay until January 1, 2018.

“Thus, as a result of the suspension of the said norm of the Federal Law “On the monetary allowance of military personnel and the provision of separate payments to them” in 2017, taking into account its inaction in 2013, 2014, 2015, 2016, 2017, this guarantee of protection of the monetary allowance of military personnel from depreciation will not be completed for five years now, says the Defense Committee in its conclusion. “Thus, based on the consumer price growth index for the entire period of validity of the Federal Law “On the Allowance of Military Personnel and the Provision of Separate Payments to Them,” which amounted to an average of 43%, the monetary allowance of military personnel has depreciated by almost half, by at least 43%.”

According to the Defense Committee, taking into account the importance of the tasks performed by military personnel and the role of this social category of citizens in the life of society and the state, reducing the level of social protection of military personnel is unacceptable.

One-time payment to military pensioners

The deputies also drew attention to the fact that the draft law on the federal budget did not provide for a one-time payment in January 2017 for military pensioners. This provision applied only to those receiving a “civilian” pension. True, by now the situation has changed. As the “My Years” website has already reported, President Vladimir Putin forced the government to give military pensioners a one-time payment of 5,000 rubles.

On November 8, at a meeting of the Security Council, the president politely asked the government to issue a one-time payment not only to civilians, but also to military pensioners. On the morning of November 9, the government promptly, apparently paying tribute to the politeness known throughout the world, prepared appropriate amendments to the law “On a one-time cash payment to citizens receiving a pension.” They prepared documents at night - they broke their heels, running up the stairs of the White House, in order to have time to collect the darkness of the procedurally necessary approvals for the amendments by morning.

On the evening of the same day, November 9, the State Duma adopted the law on a one-time payment in the second reading, taking into account the government’s overnight amendments, and on November 11, the law was adopted in the third and final reading.

It is unlikely that the president tirelessly thinks about who and how much his ministers underpaid, and after he finds a “shortage”, he forces them to return the loot. This is only from the great Filatov: “And the compote doesn’t pour into your mouth - immediately the thought: what about the people?”

Still, a one-time payment of five thousand rubles is not the scale of the head of state’s thoughts. Someone reported to the Supreme Commander-in-Chief about bureaucratic injustice towards military pensioners.

Again, it’s unlikely that these were employees of the Ministry of Defense: they had already allowed the military personnel’s allowance to depreciate by half and underpay five thousand rubles - not even a small thing. So it was someone else. Just as strong, but more intelligent.
