The residential complex “Novograd Pavlino” is a large-scale project of a new microdistrict in Balashikha near Moscow. These houses were delivered with minimal delay - the commissioning certificates were signed in the fourth quarter of 2012, instead of the third quarter of the same year, which the developer initially expected.

Building 3 was planned to be commissioned in 2013, but it has not yet been put into operation, although it is occupied. In 2014, the shareholders were given the keys, and they moved into new apartments and began making repairs. The new settlers believed that the lack of property rights was a technical problem that would soon be solved. But it turned out differently.

Due to lack of funds, the developer for a long time could not install first a transformer substation, then a fire alarm. Gazstroyinvest XXI Century blamed the impossibility of completing the work on the shareholders themselves, who owed money for the use of electricity.

The problem of unfinished construction is under the control of the head of the Balashikha city administration and, judging by official reports from officials, is gradually being resolved. True, the delivery dates continue to be postponed - at first the end of 2016 was named as the commissioning date, now it is February 2017. Let us add that this is not the only problematic facility of the Gazstroyinvest XXI Century company. The residential complex “In Noginsk” was planned to be put into operation in the second quarter of 2014, but permission for commissioning has not yet been received.
