According to the plan of the officials promoting the bill, all employees who joined the army after 2005 will be provided with housing only through a military mortgage - the state will no longer provide them with any other assistance in purchasing an apartment or house.

Previously, the state had three different schemes through which military personnel were provided with housing:

  • certificate for a sum of money;
  • cash subsidies;
  • issuance of housing built by the Ministry of Defense;
  • mortgage savings system (military mortgage).

The first procedure was introduced by Boris Nemtsov: in accordance with a law that was no longer in force, military personnel could receive a certificate when moving out of closed military camps, according to which they could purchase housing in another city. Almost ten billions of rubles - this will be the end of the construction of such facilities. Apartments in such houses will be distributed on a first-come, first-served basis, and those who are unlucky will have to be content with the delights of the mortgage-savings system.

After this decision comes into force, the ministry will only have concerns related to the construction of official housing in the locations of military units. These will include only service apartments and dormitories.

Why is this necessary?

Cash subsidies were introduced because military personnel did not always choose the city in which housing was built for them. For this reason, government authorities decided to provide military personnel with financial assistance in purchasing housing.

This program will continue to operate, but only until those military personnel who queued up to receive it before 2005 are provided with housing. According to the forecasts of Ministry of Defense employees, this will not be more than 5 years - after that the subsidy program will be closed. The ministry itself refused to comment on this decision, citing its press service.

It is worth mentioning that two years ago they talked about the planned replacement of the issuance of apartments with monetary compensation, but there was no mention of the cessation of construction and the issuance of new housing. According to data collected in November last year, about 36 thousand people were on the waiting list for housing. Two years earlier, the number of military personnel was much larger and amounted to 55 thousand.

These decisions contradict statements made by the head of capital construction at the Ministry of Defense, Roman Filimonov. He claimed that the department had already practically approved plans for the construction of almost 300 thousand service apartments. In addition, it was reported that there are 19 thousand housing units that could be converted to official status if necessary.

The contracting company SU-155, which carries out orders from the Ministry of Defense for housing, commented on this decision, saying that it will definitely complete all projects that have been approved up to this point. Housing will be provided on a first-come, first-served basis, and those who refuse will be given monetary compensation. The company cannot say how the ministry will now manage the constructed housing.

Military mortgage system provides two options. In accordance with the first, the employee is paid a fixed indexed amount for each year of service - upon completion, he can purchase housing. Otherwise, after three years of service, a serviceman can take out a mortgage in the amount of 3-3.5 million rubles under a special program. At the same time, while he is performing his duties, the state pays the loan. Otherwise, the burden of payments falls on the military man himself.

A positive point that many officers and officials note is the fact that now many of them will have the opportunity to choose their place of residence on their own. On the other hand, real estate prices in some cities objectively do not allow purchasing housing without investing your own funds.

Positive sides

Representatives of the “Officers of Russia” association, like other military personnel, unanimously speak out in support of obtaining natural housing. According to them, this method is the simplest, most effective and understandable. According to the rules in force until now, military personnel who served the army for more than three years had the right to stand in line to receive an apartment.

The waiting time, depending on the circumstances, ranged from six months to ten years. However, there are also positive sides to this for the state and the army - this is exactly what Oleg Shvedkov, chairman of the Military Union, believes. According to him, serious problems were due to the fact that many employees of the Ministry of Defense who did not receive an apartment simply did not show up for work, but received their salaries, taking advantage of the situation. According to the regulations in force at that time, military personnel who did not receive an apartment were not threatened with dismissal.

For the ministry itself, the step is also a win-win - the budget costs for maintaining this industry will disappear, which will make it possible to direct it to satisfy other needs.
