Min eq. Ministry of Economic Development: tasks and functions

The ministry responsible for the economic development of the country must, by definition, be the initiator and main promoter of new ideas and reforms. However, under conditions of a deficit budget, the flow of investment into the economy is constantly decreasing. The new minister claims that to increase GDP it is enough to effectively use available funds.

 

The Ministry of Economic Development (MED) is a federal executive body that carries out state administrative and legal regulation in the economic sphere.

The Ministry regulates the activities of business entities through the development of regulations, monitoring and control, and maintaining accounting registers. Its functions also include planning the entire economy as a whole, as a single national economic complex. The superior body is the Government of the Russian Federation, the Minister of Economic Development is appointed to the position and dismissed from it by the President of the Russian Federation.

Briefly about the history of creation

After the formation of the RSFSR in 1991, the Federal Ministry of Economics was created for the first time, which was entrusted with the functions of state regulation of the economic development of the country. During the Soviet period, this was done by the State Planning Committee. In May 2000, it was renamed the Ministry of Economic Development and Trade. The functions of CIS affairs, currency and export control operations were transferred to him. In 2008, trade was removed from the department (except international). The Ministry of Economic Development, its tasks and functions were determined in the form that remains to this day.

The first minister of the department was German Gref, who was replaced in 2007 by Elvira Nabiullina, who previously held the post of deputy minister (Fig. 1). Since November 30, 2016, its head has been Maxim Oreshkin, former Deputy Minister of Finance.

Structure and subordinate services

The Ministry has 29 departments and regulates the activities of more than 50 areas of economic life (Fig. 2).

His competence includes:

  1. Real economy sector: industrial, construction, agricultural complexes and industries serving them. Its subjects are entrepreneurs, organizations, and their production and economic activities.
  2. Financial market: banking, insurance, auditing, appraisal, investment activities of credit and financial organizations.
  3. Stocks and bods market: professional entrepreneurial activity related to stocks, bonds and other securities. It includes brokerage, dealer, depository, clearing and other types.

In addition, he is subordinate to 4 federal agencies that carry out permitting and registration functions (Fig. 3).

Rosimushchestvo:

  • maintains records of state real estate;
  • organizes the sale of state property (privatization);
  • exercises shareholder rights in banks with state participation;

Rosreestr:

  • conducts cadastral valuation of real estate;
  • maintains the state real estate cadastre (GKN);
  • registers ownership rights to real estate;
  • maintains the Unified State Register of Real Estate (USRE).

Rosaccreditation:

  • carries out accreditation of organizations and individual entrepreneurs, issues certificates;
  • issues compliance forms for products subject to certification;
  • maintains a register of issued declarations of product conformity.

Rospatent:

  • registers inventions, utility models, industrial designs, trademarks and issues patents;
  • maintains a state register of objects for which exclusive rights are registered.

In November 2016, by Decree of the President, the Federal Agency for State Reserves (State Reserve) was removed from the subordination of the Ministry of Economic Development. It has been within the structure of the Ministry of Economic Development since 2004, and has now come directly under the jurisdiction of the Government of the Russian Federation.

Objectives and activities of the Ministry

The main tasks of the Ministry of Economic Development:

  • ensuring the stability of the Russian economy,
  • its sustainability in the long term,
  • reducing dependence on external conditions.

Thus, it is called upon to act as the main ideologist of all economic reforms. In the history of Russia, such a period is noted only once - during the leadership of German Gref, when GDP increased by 7.5% per year. Economists attribute success to his effective work in conjunction with Alexei Kudrin (Ministry of Finance). And at the same time, we should not forget that this was a period of high oil prices.

The Ministry of Economic Development submits a monthly report to the Government on the current situation in the economy, and the data as of November 2016 looks disappointing (Table 1). However, in general, the recessive decline has slowed down compared to 2015, that is, there is a positive trend in GDP (Fig. 3).

According to many economists, the role and authority of the Ministry of Economic Development has decreased significantly in recent years. Economic development always requires investment, and since 2012, the state budget deficit has increased every year. Accordingly, funding for many targeted investment programs is being cut. The Ministry of Finance's desire to preserve remaining reserves and macroeconomic stability outweighs the balance by reducing economic growth rates. Thus, when preparing the budget for a 3-year period, the Ministry of Economic Development recalculated the forecast indicators three times in order to “drive” them within the framework of the allocated funding. On this basis, over the past few years, confrontation has arisen between the two departments.

New minister and old tasks

In November 2016, Maxim Oreshkin was appointed to the post of Minister of Economic Development. He is a strong supporter of the fiscal rule, and believes that increasing investment in the economy does not in itself lead to GDP growth. Experts predict two scenarios for the development of events. Either his position as Minister of Economy will change, or the Ministry of Economic Development will finally lose its position.

However, the Government and the President, appointing the former Deputy Minister of Finance to lead the economy, expect from him a new effective approach to solving the problems of macroeconomic development. They are already placed in front of him.

  1. Return the main role to the Ministry in drawing up macroeconomic forecasts, since in fact these issues are now being resolved by the Ministry of Finance and the Central Bank.
  2. Focus on supporting efficient industries and reduce investment in unprofitable ones.
  3. Strengthen influence on regional authorities in order to reorient them towards supporting entrepreneurship.
  4. Create tools to activate trade missions abroad in order to expand exports and promote Russian goods.
  5. Reform the tax system in the next 2 years.
  6. Stop disputes with the Ministry of Finance over federal target and investment programs, legislating the latter as an instrument of the budget mechanism.

What the Ministry of Economic Development will become, and how it will affect the future of the country, time will tell. Interestingly, the forecasts of some politicians and economists about the merger of the two ministries did not come true. This has already happened in history - a short period in 1991 - 1992. However, many of them still believe that the close “cooperation” of the Ministry of Economic Development and the Ministry of Finance marks the beginning of a period of long-term stagnation in the economy.

Minister of Economy of the Russian Federation.

The economic situation in the country depends on how effective the state will be. Issues of the economy, its development, assessment of investment projects, modernization, etc. is handled by the Ministry of Economic Development. It is headed by the Minister of Economy. It is approved by the Government of the country by decree of the President based on the recommendation of the Chairman of the Government. After approval, the newly minted Minister takes office and begins to perform his duties. Minister of Economy.

The Minister of Economy heads the Ministry of Economic Development - the federal executive body of the Russian Federation, which is responsible for developing a strategy for economic development, foreign economic work of the country, and trade with other countries.

The history of the Ministry of Economic Development began in 2008. Before this, he was preceded by other bodies responsible for the country's economy. During its work, the Ministry was headed by many famous politicians. Thus, from May 2000 to September 2007, the head of the Ministry of Economic Development was G.O. Gref. From September 2007 to May 2012 - E.S. Nabiullina. From May 2012 to June 2013 – A.R. Belousov. From June 2013 to the present - Alexey Valentinovich Ulyukaev.

The Minister of Economy appoints deputies who are responsible for the work of 26 departments subordinate to the ministry, such as the Federal Property Management Agency, Rospatent, Rosreestr, Rosstat, the Ministry of Justice, the Federal Customs Service, etc.

A.V. Ulyukaev was born in Moscow on March 23, 1956. He graduated from Moscow State University with a degree in economics, postgraduate studies, and received the title of Doctor of Economics and the title of Doctor of Economics from the French University in Grenoble. He worked as an adviser on economic issues to the government, as an assistant to the deputy. Chairman of the Government, Deputy Minister of Finance, Deputy Chairman of the Central Bank of the Russian Federation. He loves to write poetry (he published the collection “Reflection and Fire”), has three children, has written several scientific works on the economic development of the country, and has many state awards.

Responsibilities of the Minister of Finance.

The list of responsibilities is quite wide. He deals with:

  • management of the work of his department,
  • issues administrative documents and orders,
  • delegates responsibilities between his deputies,
  • determines the level of responsibility of the heads of the structures under his control,
  • makes proposals for the appointment or removal of employees of the ministry,
  • resolves issues regarding civil service in government agencies of the country,
  • coordinates the staffing schedule and salary fund of ministry employees,
  • signs the budget of expenses for the maintenance of the controlled apparatus,
  • rewards distinguished employees,
  • is a member of the board of the Ministry of Economy to consider the most important issues and problems of economic and social policy, personnel changes, and intra-country trade.

The minister also participates in resolving economic issues and regulates relations between the subjects of the country and the state at the international level. Its tasks include:

  • Analysis and forecast of the country's socio-economic development.
  • Development of the business environment and entrepreneurship (SMEs).
  • Exercising state control and municipal supervision of legal entities.
  • Licensing of centers to confirm compliance and protect information constituting state secrets.
  • Regulation of macroeconomics: economic cycles, growth, unemployment rate, price level, money circulation, trade balance of the country, etc.
  • Lobbying for anti-corruption policy.
  • Control over export and import operations.
  • Conducting tenders for the supply of goods and services for government needs.
  • Development of solutions for the stable development of the Russian Federation and its foreign economic interactions.
  • Conducting an analysis of the country's situation based on methods of regulation of the economic and social field.
  • Preparation of justification for state needs related to the defense capability and state security of the country.
  • Formation of investment policy of the Russian Federation.
  • Creation of a set of measures to optimize the presence of the state in economic activity.
  • Participation in the implementation of measures to create the country's security, eliminate economic threats from outside, protect the interests of the Russian Federation, participants in foreign trade activities, producers and buyers of goods and services.
  • Implementation of policies in the field of intra-country trade, services and the local market.
  • Creating favorable conditions for the introduction of local goods to the world market and the country’s involvement in intercountry trade.
  • Creating a favorable atmosphere to attract foreign investment.
  • Development of measures to regulate monetary and credit relations with other countries.
  • Formation of union policy and relations, a “Free sale” zone, one trade space in the CIS countries, a Customs Union,
  • Control over the receipt of foreign currency into accounts for foreign trade transactions.
  • Protection of the population in emergency situations within its competence.
  • Drawing up forecasts for the development of economic sectors for the short, medium and long term.
  • Preparation of reports and reports on the economic state of the country, its subjects and in relation to other states.
  • Development of measures to eliminate economic imbalances.
  • Finding ways to optimally develop priority sectors and transform economic institutions.
  • Creating draft legislative acts or norms and submitting them for consideration to the Government of the Russian Federation.
  • Development of a consolidated balance sheet for the country and constituent entities, as well as their development budget, etc.

Thus, the role of the Minister of Economy and the Ministry of Economic Development in the country’s activities is great. With a competent approach, it can affect the well-being and financial stability of the state both within the country and at the international level.

History of the Ministry of Economic Development of Russia

The Russian Ministry of Economic Development is the successor to the USSR State Planning Committee, which existed before 1990. The initial tasks of the department were national planning for the development of the national economy of the USSR and monitoring the implementation of national economic plans. After the collapse of the USSR, it was necessary to reorient the activities of the department.

The first significant transformation was carried out in 1990. Instead of the abolished State Planning Committee of the RSFSR, the RSFSR State Committee on Economics was created. A year later, on July 30, 1991, the committee was reorganized into the Ministry of Economy of the RSFSR. From this moment until the present, the department retains its position as a federal ministry.

The ministry has repeatedly changed its name and scope of competence:

1991 - The Ministry of Economy of the RSFSR was merged with the Ministry of Finance of the RSFSR under the name Ministry of Economy and Finance of the RSFSR;

February 1992 - the ministries were again divided into two independent departments: the Ministry of Economy of the Russian Federation and the Ministry of Finance of the Russian Federation;

May 2000 - the Ministry of Economic Development and Trade of the Russian Federation was formed, to which part of the functions of the abolished Ministry of Economy of the Russian Federation, the Ministry of the Russian Federation for CIS Affairs, the Ministry of Trade of the Russian Federation, the State Committee of the Russian Federation for Northern Affairs, the Federal Service of Russia for Currency and Export Control and the transformed Ministry of the Russian Federation for Northern Affairs were transferred physical culture, sports and tourism;

May 2008 - functions for regulating trade issues were transferred to the transformed Ministry of Industry and Trade of the Russian Federation. In this regard, the MEDT was renamed the Ministry of Economic Development of the Russian Federation.

Distribution of responsibilities between the Minister of Economic Development of the Russian Federation and the Deputy Ministers of Economic Development of the Russian Federation

The Ministry of Economic Development of the Russian Federation (hereinafter referred to as the Ministry) establishes the following distribution of responsibilities between the Minister of Economic Development of the Russian Federation and the Deputy Ministers of Economic Development of the Russian Federation (hereinafter referred to as the distribution of responsibilities):

1. Minister of Economic Development of the Russian Federation Maxim Stanislavovich Oreshkin:

1.1. Represents the Ministry in relations with other government bodies, citizens and organizations.

1.2. Submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision from the Government of the Russian Federation on issues related to the established sphere of jurisdiction of the Ministry and to the spheres of jurisdiction of the federal services and federal services subordinate to the Ministry agency, except for cases when otherwise established by acts of the President of the Russian Federation and the Government of the Russian Federation.

1.3. Issues orders of a normative nature on operational and other current issues of organizing the activities of the Ministry - orders of a non-normative nature.

1.4. Annually approves the federal targeted investment program.

1.5. Carries out the functions of the subject of budget planning and the main manager of federal budget funds in the areas of activity assigned to the Ministry.
