You can top up your wallet using a bank card from any bank. But the further use of credited funds is very limited:

  • transfer to another PayPal account;
  • withdrawal of funds from the system (to a bank card linked to the wallet).

That is, no payments of third-party bills can be made using this service. But it is very convenient for shopping. PayPal has a very strict buyer protection program. When paying for the goods, funds are transferred to the seller’s account, but are blocked on it until the buyer confirms that the goods have been received and that there are no claims regarding them. Otherwise, the spent funds can be returned, and all commissions for transfers will fall on the seller.
