Last year, by Decree of the Government of the Russian Federation dated July 26, 2018 No. 870, the State program of preferential car loans was officially extended until 2020, so you can take advantage of a preferential car loan secured by government subsidies for the purchase of cars in the form of a 10% discount on the original cost in 2019. This program for subsidizing car loans has been operating in Russia for almost 5 years and in total about 15 billion rubles have been allocated for it. The main goal of this program is to support consumer demand for vehicles produced by the domestic automotive industry, as well as by foreign automakers who have built their own automobile plants in Russia.

Every year, over 5 billion rubles are allocated from the federal budget to provide and implement the preferential state program. The state program of preferential car loans contributed to the growth of consumer activity in Russian car markets, allowing for the sale of more than 45,000 cars in Russia, more than 5,000 of which were sold in the Far East.

Conditions of a car loan under the state subsidy program

The state program of preferential car loans operates within certain conditions:

  • The cost of the car does not exceed 1,450,000 rubles.
  • The weight of the vehicle is no more than 3.5 tons.
  • The repayment period for the car loan is no more than 3 years.
  • The down payment is NOT required from 2019.
  • The car is not registered and was not owned by any individual.
  • No more than 12 months should pass from the date of issue to the execution of the purchase and sale agreement.
  • The car must be assembled on the territory of the Russian Federation.

The state lending program involves the bank providing a discount on the payment of the initial loan payment in the amount of 10% of the cost of the purchased car with subsequent reimbursement of costs from the federal budget (the discount has been increased to 25% of the cost of the purchased car in the Far Eastern Federal District for the state programs “First Car” and “ Family car"). The purchased vehicle acts as collateral.

Who can buy a car on credit under the preferential car loan program?

Today, every citizen of the Russian Federation, from 21 to 65 years old, can become a participant in the state subsidy credit program. What you will need for this:

  • Russian passport, with a mark of registration in the area where it is planned to draw up a contract for the purchase of a car;
  • A second identification document (for example, a driver's license);
  • Certificate 2-NDFL for the last three months of work. In this case, the work experience must be at least 1 year;
  • A copy of the employment contract;
  • A copy of the work book.

The list may be supplemented with other items - each bank sets its own conditions. Or, conversely, the terms of the loan may be simplified. But the buyer may be the reason for refusal to issue a preferential car loan.

Which banks participate in the preferential car loan program?

The state program of preferential car loans puts forward quite stringent requirements for participating banks, among the main requirements:

  • 50% of the bank's shares were to be under the control of the Russian government

Each bank has its own advantages that “attract” customers, so over the past few years, many banks have begun to offer preferential loans for car purchases, where more favorable conditions are created for customers on additional banking services and products.

Prospects for the state program of preferential lending for car purchases

After manufacturers and car dealerships earned good profits, they had to reduce their level, preferring a more even strategy for selling cars. This had to be done due to the emerging threat of market saturation. But if we take into account the production of cars in the budget price category, included in the list of car loan cars from the state in 2019 (with state support), then the desire to take out a loan on favorable terms is unlikely to disappear among Russian citizens. A significant role in maintaining demand is played by the reduction of interest rates in most banks.


Today, car loan market trends suggest that after 2020 the government subsidy program will be extended. This is due to the following reasons.

In a nutshell, the state, represented by the Central Bank, will pay the creditor bank 2/3 of the interest rate on the loan for the purchased car. The remaining third of the rate will have to be paid to the buyer of the car. Considering the considerable cost of even the most inexpensive car and the “appetites” of the creditor banks, the amount of assistance in the end will also be considerable - on a national scale.

How to buy a car with a preferential car loan

Citizens of the Russian Federation from 21 to 65 years old can participate in this program, that is, purchase a car on credit at a reduced interest rate. But the bank has the right to refuse a potential client with a bad credit history.
A necessary condition for obtaining the right to a preferential car loan is to provide the bank participating in the program with the following documents:

  • passport of a citizen of the Russian Federation;
  • personal income tax certificate2 on the income of an individual;
  • employment history.

In this case, there is no need to search for the required bank; it is possible to submit applications to several banking organizations at once - their branches will be opened directly at car dealerships. A potential buyer will have the opportunity to independently choose the bank whose offer suits him best.

Preferential lending is possible without a down payment for a car. It is not yet known what the counter conditions on the part of the banks may be.

Considering the many similar government programs that aim to simultaneously make life easier for low-paid segments of the population and support manufacturers of domestic equipment, all these programs take on the appearance of a PR move on the part of the state - after all, their actual budget is ridiculously small on a national scale.

Let us remind you that, according to the government decree, the maximum cost of a car that can be purchased on credit under special conditions in 2017 is from 1,150,000 to 1,450,000 rubles. Thus, the number of not only available models has increased, but also trim levels - some cars have now become more attractive for purchase under the program, since previously only their “empty” basic versions were included in the list.

The government expects that manufacturers will be able to sell at least 350 thousand cars on credit on preferential terms (for 3 years at 8-10% per annum). It is obvious that crossovers will occupy a significant share of them - according to the results of the first quarter of 2017, this segment surpassed the B-class in popularity. And buyers have plenty to choose from.

Thus, the preferential list included absolutely all configurations of the country’s current crossover - Hyundai Creta. From the base one for 789,900 rubles to the top one - with a 2-liter 150-horsepower engine, 4x4 formula and automatic - for 1,199,900. By the way, it is already available for 969,900 rubles - with a manual transmission and a 1.6 engine.

The list also includes the second most popular SUV - Renault Duster with a starting price of 639,000 rubles. You can even take out top-end all-wheel drive versions with a 2.0 petrol engine (143 hp) and an automatic transmission for 1,019,990 on credit under special conditions and a 1.5-liter diesel unit (109 hp) for 1,009,990.

Tiggo 3 is sold at a price of up to 909,900 rubles, and Tiggo 2- up to 889,900.

Fans of real "crooks" can choose Suzuki Jimny- the most expensive one costs up to 1,259,950 rubles, and the rest of the adherents of the philosophy of the Japanese brand are left with four versions of the crossover SX4 with a 1.6 engine, including all-wheel drive - for a maximum of 1,339,000 rubles.

There is plenty for fans to choose from Nissan. The brand's most popular crossover Qashqai costs from 985,000 rubles and the required amount includes no less than 20 model trim levels - up to Le Roof with a 2-liter engine (144 hp) and a continuously variable transmission. There are also all-wheel drive versions with the same engine and transmission, but in a simpler version - at prices from 1,373,000 to 1,417,000 rubles. You can also purchase all possible versions of the “Japanese” Duster - Terrano, including top-end all-wheel drive with automatic transmission for 1,220,000 rubles. By the way, getting into the coveted list was previously a reason for manufacturers and distributors to slightly reduce prices. Time will tell how it will be this time.

The car loan co-financing program for the purchase of a personal car has been operating in Russia for several years. Requirements for borrowers

The state-supported car loan program imposes standard requirements on potential participants. The conditions are almost identical to those put forward by banks when issuing a consumer loan. The borrower must not be older than 65 years, but not younger than 21. It is necessary to have permanent registration at the place where the concessional loan was received. The bank's initial rate on a car loan should not be more than eighteen percent.

The loan must be repaid no later than thirty-six months from the date of issue. The purchased car must be produced no earlier than 2016. Program participants are deprived of the right to receive other preferential loans during the year.

Participants in the First Car program must be no older than thirty years of age. Also, under this program, you must provide a certificate confirming the absence of previously purchased movable equipment (as confirmation that the car is indeed the first).

The Ministries of Industry and Trade, together with the government of the Russian Federation, as promised, are beginning to streamline their developments regarding future measures to support the Russian automotive industry in 2017. However, adjustments to the list of benefits and, apparently, the volume of government funding will occur “along the way,” depending on the current situation. Experts summarize: if the market begins to decline by the end of the year, government support will be strengthened, and if there is no decline, then part of the finances will be directed to other industries.
