Construction company "Nevsky Luch" is constructing a brick, monolithic complex "Svetlana" in the Vyborg region since 2008. The project includes improvement of the infrastructure of the local area, including the installation of a boiler room and an underground parking lot. The Svetlana residential complex offers several types of planned apartments from one-room to three-room apartments. Prices vary depending on their area and type of finishing: pre-finishing, finishing and final finishing with furniture. The apartments do not meet European standards, since most of the area is reserved for halls and corridors.

The ceiling height is 2.8 m, which is quite optimal for a living space. Loggias and balconies are centrally glazed; houses are rented with double-glazed windows.

The residential complex is located near the Forestry Academy. Nearby there is a monument of cultural heritage of landscape architecture Udelny Park. A few meters from the development there are three of the largest highways in St. Petersburg, which are constantly overloaded with traffic. Garage areas are located 150 meters from the complex.

Location

The Svetlana residential complex is located next to Svetlanovskaya Square in the Vyborg district of St. Petersburg. The nearby metro station is "Pionerskaya", located 1.5 km from the development. Bogatyrsky Avenue and Engels Avenue are nearby. The situation on the roads is unstable. Frequent traffic jams hamper the movement of public ground transport. The ring road runs 11 km from the complex, but getting to it is extremely difficult.

In the Northern capital, they recently dealt with yet another long-term construction project: on July 16, the “Starfish” residential complex on Optikov Street was officially put into operation. For a long time, this building with 1,164 apartments was a sad legacy of the Gorod group of companies: they started building it in 2010, but they didn’t finish it and abandoned it halfway. For nine years, defrauded investors have been knocking on the thresholds of high offices, and now it has finally happened: in August they should be given the keys to the long-awaited apartments.

STARTED WITH TEN

But the problem of long-term construction in St. Petersburg itself is still far from being resolved. Today, in different areas of the city there are 21 problematic objects - this is almost 292,000 square meters of area and 6,244 apartments. Some buildings are almost ready - such as the long-suffering Izhora Park, where 90 percent of the work had been completed as of mid-April; some - such as the last building of the New Scandinavia residential complex - still exist only on paper.

But things are still moving, albeit not as quickly as we would like. At the beginning of this week, the city Construction Committee reviewed ten more problematic projects: they accepted reports from developers, assessed the degree of readiness, and estimated the time of commissioning.

The first on the list was the Svetlana residential complex in the Vyborg district of St. Petersburg. This is a record-breaking long-term construction project: it has not been completed since 2003. Perhaps only “New Scandinavia” has been under construction for longer, since 2000. During a meeting in the committee, the general director of Nevsky Luch LLC, which is engaged in Svetlana, Sergei Shorin cheerfully reported: the house is almost ready, the construction “front” has been successfully closed, and now they are finishing the improvement of the surrounding area.

Also, representatives of the resource supply company reported on the completion of work on external networks, the department’s press service reports. - A final inspection will be carried out in August. If everything goes well, the facility will be issued a certificate of compliance and can be officially put into operation.

A month later, in September, the Evrika residential complex in the Kalininsky district will also undergo a final inspection. Now they are finishing the finishing of the facades and eliminating the comments on the water supply.

But future residents of the Trio residential complex in the village of Shushary will have to wait a little: work here is promised to be completed only by the end of 2019. And then only for the first building of three. The main thing is that the story this time does not go in a spiral: last year the developer - the Leda company - made exactly the same promises.

FASTER, EVEN FASTER

The Izhora Park residential complex in the Kolpinsky district, which we briefly mentioned, is also facing changes. It is about to be completed: the commissioning of the complex is scheduled for late summer - early autumn.

The investor’s representative promised to mobilize all resources for this, notes the press service of the Construction Committee. - In particular, double the number of people on the construction site. Construction and installation work is scheduled to be completed in August.

Construction is in full swing in the village of Pargolovo. There, the Dalpiterstroy company has been actively working on an apartment building for several years now, but with varying success.

Today, work is underway at the site to install a parking lot, the roof is 30 percent ready, the facade is 70 percent ready, the committee clarifies. - It is planned to supply elevator equipment in the near future. About 130 people work at the site. The final inspection is planned for early November.

The developer BP Estate-Lanskoye, which is developing the business-class residential complex Usadba na Lanskoye, should also hurry up. On the official website of the property, guests are greeted with the sonorous slogan “The estate has been served!” No, I haven’t applied yet - they can’t apply for a second year. Although at first the reviews from shareholders about the “Estate” were enthusiastic. Of course: a landscaped area, its own boiler room, a patio with a barbecue area, sports and children's playgrounds, a “Stalinist Empire style” - in a word, not even worth a ruble, but a good ten. But it didn’t work out: today the facility’s readiness is 81 percent, although it was originally planned to be completed in the second quarter of 2017.

The director of the company reported that façade work, installation of windows and stained glass windows were continuing, the press service reported. - The building outline is planned to be closed in November - early December 2019. Completion of all work is the fourth quarter of 2019.

SPECIFICALLY

Thus, by the end of 2019, at least six problematic facilities will be commissioned in St. Petersburg. There are no exact dates for four more; only the current state and forecasts are known.

Work at the site has been frozen. But, according to the chairman of the housing cooperative, this will not last long: the site has already managed to find a new tenant. Who became it and when things will get off the ground is still unknown.

- Residential complex “Seahorse” in Sestroretsk: should have been completed in 2016.

Documents have been submitted to KGIOP for a historical and cultural examination. They are looking for a contractor who will inspect the construction site and find out what work and in what volumes needs to be done on it.

The commercial structure behind the construction of the Svetlana residential complex may appear to contractors, clients and shareholders in the guise of legal entities with different names. The word “Sigma” is often used in various combinations: trading house, research and production enterprise, etc., but among shell companies for staging and buffer intermediaries that take on claims in lawsuits, there are other options (the Leda company , "Stroy-Monolith"). According to many years of observations, the business manner of the developer is characterized by participation in problematic new buildings: when the construction of buildings is supervised from the very beginning, or according to schemes with the repurchase of the object at a reduced cost in order to carry out sales at market prices and continue the policy of long-term construction.

According to the design documentation for the Svetlana residential complex, which consists of four high-rise monolithic brick buildings, which are combined into one building ( st. Zelenogorskaya 13), there must be less than three hundred and fifty apartments (from one-room to four-room). Even if all units are sold, this number of shareholders is not enough to create a serious public outcry. Throughout the long-term construction epic, city authorities periodically paid attention to the high-rise building, which with its unfinished appearance spoils the appearance and statistics of the Vyborg district. At thematic meetings in Smolny, the developer made oaths and announced “final delivery dates,” which he successfully failed once again.

The Arbitration Court of St. Petersburg and the Leningrad Region refused to satisfy the claim of Stroy-Modul LLC against Nevsky Luch LLC. The decision was made on February 6, 2018 on a claim that has been in court proceedings for about two years. As part of the latest updated statement, the plaintiff demanded that the defendant transfer 19 apartments in the unfinished Svetlana residential complex at the intersection of Zelenogorskaya Street and Bogatyrsky Prospekt. Previously, Stroy-Modul tried to recover 60 million rubles from Nevsky Luch.

Residential complex "Svetlana" is one of the oldest long-term construction projects in St. Petersburg. The start of work on the site was announced in 2003, even before Federal Law 214 came into force. The construction customer, co-investors, and general contractors were close to TD Sigma. The development holding has been in bankruptcy proceedings since 2016. Sigma left behind several long-term construction projects in St. Petersburg and the Leningrad region.

From the case materials it follows that the last official customer for the construction of Svetlana was the Nevsky Luch company, the general contractor was the Rizalit company. The investor was the Stroy-Modul company. In 2013, the parties entered into an agreement, according to which the investor had to finance the construction of the facility in the amount of 350 million rubles with advance payments - and in return, after putting the residential building into operation, receive part of the apartments. In 2014, according to one of the agreements, Stroy-Modul itself became a contractor. In 2015, Nevsky Luch terminated the contract with him.

From the confusing and changing statuses of the companies working at the site, it follows that Stroy-Modul only partially invested in the construction of the complex. Also partially carried out work on the construction site as a contractor. In the claim, the company proceeded from the fact that it had executed construction contracts worth almost 100 million rubles. Accordingly, she has the right to demand recognition of the ownership of shares in the form of the apartments specified in the claim and listed in the offset agreements.

It is important that the bankruptcy manager acts on behalf of Stroy-Modul. Since 2016, bankruptcy proceedings have been opened in this organization (as well as in the Sigma Trade House). The bankruptcy trustee tried to seize the apartments as part of the fulfillment of the creditors' demands.

However, the arbitration did not support the plaintiff's side. The decision notes that Stroy-Modul did not provide any grounds allowing it to demand the apartments indicated in the list. In addition, it turned out that the ownership of the shares in the form of the disputed apartments behind Nevsky Luch was not registered. It is also noted in court documents that several apartments from the Stroy-Modul list have legal claims from third parties, namely shareholders.

Most likely, the situation with the division of apartments can be resolved after the building is put into operation. Or, conversely, it will get worse if facts of double sales are revealed. Currently, the readiness of the facility is high, but there are still some deficiencies.

According to the St. Petersburg Construction Committee, the last on-site meeting on the completion of the construction of the Svetlana residential complex took place on February 6 of this year. The Construction Project Management, subordinate to the Smolny structure, ordered the Nevsky Luch development company to complete the installation of an electrical substation, installation of gas supply networks, finishing of facades and landscaping of the territory.

According to preliminary data, Smolny proposed to LSR Group to complete the construction of the Okhta Modern residential complex. In exchange, the developer can receive the plots of the last developer of the long-term construction, located on Vasilievsky Island. The Legislative Assembly of St. Petersburg wants to become one of the regulators of the construction of new buildings in the historical center of the city. Last week, the chairman of the city parliament, Vyacheslav Makarov, told reporters that he had already instructed the Committee on Legislation and the Commission on Urban Economy of the Legislative Assembly to prepare a project that would give the people's representatives control and approval functions.

“New construction in the center of St. Petersburg should be carried out only by resolution of parliament. This will help stop compaction development. We will think over a whole range of measures that will eliminate the development of public gardens, children’s and sports grounds,” noted Vyacheslav Makarov.

The speaker of parliament also explained that, to begin with, most likely, the Central and Petrogradsky districts of the city will come under the control of deputies. They reveal the largest number of violations in sealing construction.

Let us recall that in recent months Vyacheslav Makarov has been actively opposing the launch of development projects in Petrogradka, which is considered the domain of his interests. According to Legislative Assembly deputy Boris Vishnevsky, the rent bill did not include amendments from the Yabloko faction establishing the responsibility of investors for improper fulfillment of their obligations. “We offered the simplest thing. If it is determined that the investor has not carried out restoration work, then, at a minimum, the rent must be returned to the original commercial value, and the businessman must pay the city the illegally obtained benefits. This is not currently in the document. Also, the investor’s responsibility for the use of fictitious acts of work done is not specified,” he noted.

They relate to the procedure for carrying out renovation of built-up areas.
