The loan program for the purchase of a car with state support has been in effect since 2015. Its essence is that citizens who purchase cars of certain brands and models and meet the conditions of one of the programs are provided with subsidies from the federal budget to reduce the interest rate or a one-time discount of 10% of the cost of the car.

Program participants do not receive funds directly. The program has two goals: to stimulate automobile production in the country and to provide high-quality transport to those citizens who would find it difficult to buy it on their own.

The state program does not apply to all cars, but only those that meet the following conditions:

  • cost - no more than 1.5 million rubles;
  • produced only in Russia;
  • release date - no later than 2016-2017;
  • permitted maximum weight - no more than 3.5 tons;
  • the car is purchased only from official dealers;
  • The car did not previously have registration records and did not have an owner as an individual.

State programs for purchasing a car

Since the target audience of the preferential lending program is people of different social and family status, several programs have been developed with different conditions for participation.

"Your own business"

It has been in effect since June 2017 and is aimed at supporting small and medium-sized businesses. Entrepreneurs and legal entities can receive a discount when leasing domestically assembled cars, the maximum amount being 12.5%.

The car must be manufactured no later than 2017 and be equipped with GLONASS. The duration of the leasing agreement is from 1 to 3 years, down payment amount - from 10 to 50%. The maximum subsidy for one object of the leasing agreement is 625 thousand rubles.

"First car"

Valid since 2017 and applies to those who have not yet owned a car, while the presence of a moped or motorcycle will not be an obstacle to participation. The applicant will be given a discount of 10% of the cost of the car; it can only be received once in a lifetime. The subsidy can be used as a down payment or to reduce the amount of your car loan.

If a car is purchased for cash, you cannot participate in the program. It should be borne in mind that the budget allocated for subsidies is limited; when it is exhausted, this state program for the current year will cease.

"Family Car"

This program was launched in 2015, allowing families with at least two minor children to receive a 10% discount. At the same time, the maximum cost of the purchased vehicle is 1.45 million rubles. The subsidy is paid only once for each parent, that is, both mom and dad can afford a car under this state program.

The discount is only available when purchasing a car on credit, It can be used both as a down payment and to pay off part of the debt. The maximum down payment amount under the program is 85% of the cost of the car. Unfortunately, in 2018 the budget allocated for the program was almost exhausted.

Important! If the borrower meets the conditions at the same time, you cannot use both of them; you will have to choose only one.

Terms

Conditions of the “Own Business” program for purchasing a car:

  1. the applicant is a legal entity or individual entrepreneur, a representative of a small and medium-sized business;
  2. income must be sufficient to repay payments under the leasing agreement;
  3. good credit history, without outstanding debts or cases of long-term arrears.

Conditions of the state program “First Car”:

  1. the applicant has not previously owned a car; the presence of a motorcycle or moped is not an obstacle;
  2. category B license;
  3. citizenship of the Russian Federation;
  4. good credit history;
  5. constant income, work experience at the last place of work for at least 6 months.

Terms and conditions of the Family Car program:

  1. two or more children under 18 years of age;
  2. driver's license category B;
  3. absence of other cars purchased on credit in 2017-2018;
  4. citizenship of the Russian Federation;
  5. good credit history;
  6. official employment, at the last place of work for at least 4 months.

  • limited selection of car brands and models, there is a price ceiling;
  • Receiving a preferential car loan is not available in all banks;
  • the program ends for each year when the budget runs out, so you may simply not be able to make it in time;
  • You cannot use government support if you buy a car with your own funds;
  • additional costs for the borrower's life insurance and CASCO insurance.

What other programs are there?

For those citizens who do not qualify for one of the government-supported lending programs, there is the opportunity to take advantage of a subsidy under another program.

The project began in 2010. Owners of cars, trucks, special equipment and buses can hand over their old car and receive a discount from 50 to 350 thousand, depending on the make and model.

The car can be of any year, brand and country of manufacture, but all technical components and assemblies must be available. Received money can only be spent on a new Russian-assembled car.

Voice from the bank: a lot of loans

To buy a car, the author of this article used not only a car loan: he made part of the down payment for the car using a consumer loan. A car loan gave the author the opportunity to receive support from the state, and a consumer loan - to take out a car loan on favorable terms. After buying a car, the author combined the loans into one and was able to reduce the monthly payment burden.

Whether it is profitable to take out several loans at once in order to pay off one another is debatable. The author himself believes that a consumer loan for a car loan should be taken out only if you do not have enough funds for the down payment. Otherwise, the loan will only cause harm.

Find out if you are eligible for a subsidy

The Russian Federation has a preferential car loan program: the state compensates part of the costs of a car that a car owner buys on credit. The program has been in effect since 2015 and will remain in effect until 2020, unless they decide to extend it. To qualify for the subsidy, you must meet certain requirements. There are many of them.

The state will help you buy a car if:

  1. You are purchasing a car for a family with at least two minor children.
  2. This is your first car, that is, no other cars have been registered in your name.

The state will not help the rest. I didn’t own a car, so I fell under the program. These are not all the requirements that need to be met to receive government support. There are others - general ones.

Credit. You must buy a car on credit, and it must be a car loan, not a consumer loan. With a car loan, the car is pledged to the bank until it is fully repaid. It's like a mortgage, only for a car. The loan term is no more than three years.

Russian citizenship and driver's license. The borrower must have Russian citizenship and a Russian driver's license.

No other car loans. In the year of purchase of the car, the borrower must not have other loan agreements for the purchase of the car.

Receiving a subsidy itself is very simple: just inform the credit manager of your desire and sign the proposed form.


Choose a car and decide on a loan

Not just any car can be bought with government support. The requirements for the vehicle are quite strict, but in my case they were of a formal nature due to a limited budget:

  1. The car must weigh up to 3.5 tons and be assembled in Russia - the Kaluga Volkswagen Tiguan meets the requirements.
  2. Year of manufacture - 2017 or 2018, and if the car is 2017, then the title must be issued no earlier than December 1.
  3. Price - up to 1.45 million rubles.
  4. The car must be from a dealership and not by trade-in.

I settled on the Lada Vesta because of the price: 677,900 rubles at the time of purchase. Kia Rio and Hyundai Solaris in comparable trim levels were at least a hundred thousand more expensive. I didn't want to overpay that amount. Plus, the station wagon body captivated me. I didn’t consider the Chinese auto industry at all.


Assessment of financial capabilities. I have taken out loans more than once and I know that this is a big burden. Therefore, before buying a car, I calculated everything so as not to overpay later.

I had an old Samara, which was registered to my father, and a white salary. I sold Samara for 120 thousand rubles, and the white salary helped me get a loan with a good interest rate.

Despite a subsidy from the state in the amount of 10% of the cost of the car - almost 68 thousand rubles, I did not have enough money. At the time of purchase, I did not know that in order to participate in the state support program it was necessary to take out a car loan, so in January 2018 I decided to take out a consumer loan in the amount of 490 thousand rubles at 13.75% per annum. I did not indicate the purpose of the loan, just for personal needs.

Later, at the car dealership, I found out that the car in the configuration and color I needed was not available. It had to be ordered and waited 2-3 months. And to receive a subsidy, it was necessary to take out a car loan directly at the dealership, so that the dealership, the bank and other participants in the chain would benefit. Moreover, a prerequisite for concluding a car loan agreement is the purchase of a comprehensive insurance policy. Considering that I would have taken out comprehensive insurance for a new car in any case, this did not upset me much.

I put the consumer loan in the box, ordered a car and waited for the manager to call. While I was waiting, I was already paying RUB 11,410 per month under the loan agreement.












Prepare documents at the car dealership

April has arrived. I was finally invited to the car dealership to complete the paperwork.

When concluding a car loan agreement, another surprise awaited me. It turns out that banks have a concept of a minimum amount that they are willing to provide on credit when buying a car. That is, you won’t be able to take out a fictitious car loan for 10 thousand rubles.

They explained to me the conditions for concluding a loan agreement for 300 thousand rubles. Taking into account the bank’s requirement for a minimum amount and my consumer loan, I bought the car under the following conditions:

  1. Car loan in the amount of 303,823 rubles at 15.5% per annum with a monthly payment of 7,310 rubles.
  2. Casco for cash - 18,972 rubles.
  3. Maximum down payment for a car: 417,790 rubles, taking into account a subsidy of 67,790 rubles.

I have 200 thousand rubles left from the first loan. Here I would like to note that without a consumer loan, I would basically not be able to buy a car. With his help, I was also able to make the maximum down payment on my car loan.

In total, I paid 18,649 rubles a month for a new car under two loan agreements.









Return insurance

Of the 300 thousand rubles of borrowed funds for a car loan, 43,713 rubles were insurance and SMS information. I decided to refuse them and terminated the life insurance and GAP insurance contracts. By law, this can be done during the so-called “cooling off period” - the time when the policyholder has the right to cancel the contract and return the insurance premium in full. from the moment of conclusion of the contract.

With life insurance it is clear: in addition to commissions from the insurance company, the bank receives confidence that nothing will happen to the borrower and that he will repay the loan on time. GAP insurance service. allows the client, in case of loss of the car, to receive compensation for the difference between its original cost and the amount of compensation under comprehensive insurance.

It is best to send the documents to the insurance company by registered mail with a list of the contents. Such a letter will confirm exactly what and when you sent. You can also take the documents to the insurance company branch yourself and ask the employee to put a stamp on your copy indicating receipt of the application. But registered mail is a less time-consuming method, so I settled on it.

Each application must be accompanied by a copy of the insurance contract and a copy of your passport. In order for the insurance company to transfer money to the card, you must indicate in the application the details for transferring the payment.

30 days after the insurance company received my applications, 100% of the cost of insurance was returned to my card: 12,202 rubles for GAP insurance and 27,311 rubles for life insurance.


Combine loans if there are several of them

If for some reason you had to take out several loans to buy a car, they should be combined into one consumer loan. This became my next goal.

To do this, in August 2018, I submitted an application to the bank and selected the best consumer loan terms for myself. I had to take out a loan for a million rubles, but with a fixed interest rate of 11.7%. I again collected certificates from the employer and agreed to insurance for 5,300 rubles. It included protection of loved ones, protection of funds on bank cards and protection of the home.

I told the loan specialist everything as it is: that I was taking this amount to repay loans from other banks taken out at a higher interest rate. I don’t know whether this played any role, but I received the loan. My credit load temporarily increased by another 22,210 rubles per month.

I immediately repaid my previous loans: I paid 450 thousand rubles for a consumer loan and 250 thousand for a car loan. And he wrote another application: for a refund of 4,200 rubles for SMS notification under a car loan agreement. This was the last return for imposed services.

In total, I spent 700 thousand rubles out of the million I received to pay off previous contracts. I have 540 thousand rubles left: 300 thousand unused funds from the last loan, 200 thousand from the first consumer loan and 40 thousand insurance returns.

I couldn’t resist and left 200 thousand rubles for personal needs so that I could finally finish the repairs. The balance of 340 thousand rubles was used for early repayment of the loan.







How much did my car cost in the end?

At the time of writing, I have the car I want, my house is in order and a loan in the amount of 660 thousand rubles.

As of December, we can say that taking into account 120,000 rubles from the sale of the old car, I have already paid 286,886 rubles for the car under three loan agreements before and after refinancing. I returned the money for insurance.

Now I continue to pay 14,568 rubles per month. If I had not decided to complete the repairs, the monthly payment would have been 10,149 rubles. It's not cheap, but I bought it myself.

Briefly: where did I get the money and where did it go?

The cost of a new car is 677,900 RUR.

My preliminary calculations in January 2018:

  • own funds - 120,000 RUR;
  • subsidy - 67,790 RUR;
  • consumer loan - 490,110 RUR, payment 11,410 RUR / month.

I bought a car in April 2018.

Spent:

  • for comprehensive insurance - 18,972 RUR;
  • for compulsory motor liability insurance and registration - 6000 RUR;
  • for repayment of a consumer loan for 3 months - 34,022 RUR.

I took out a car loan for 303,823 RUR, payment 7310 RUR/month.

Returned money:

  • for life insurance - 27,311 RUR;
  • for GAP insurance - 12,202 RUR.

There are 201,115 RUR left on hand, loan payments are 18,649 RUR/month.

I decided to refinance my loans in August 2018 and took out a large loan - 1,000,000 RUR, payment 22,210 RUR / month. plus insurance 5300 RUR.

Spent:

  • for repayment of consumer loans and car loans for 4 months - 74,596 RUR;
  • to repay a consumer loan - 450,000 RUR;
  • for the return of the unused part of a large loan and its partial repayment - 340,628 RUR;
  • to repay a car loan - 250,000 RUR;
  • left for repairs - 200,000 RUR.

After refinancing I got my money back for SMS notification- 4200 RUR.

It remains to pay on loan 659,372 R, payment 14,568 R per month.

Remember

  1. Before taking out a car loan, check whether you qualify for a subsidy. The conditions are difficult.
  2. It is worth taking out several loans only when it is profitable and not financially burdensome. Sometimes there are no other options to buy a car.
  3. As soon as possible, refinance your loan with a bank with a lower interest rate.
  4. Refuse all imposed insurance and unnecessary SMS informing. This can be done during the cooling-off period without any penalty.

Let us remind you that, according to the government decree, the maximum cost of a car that can be purchased on credit under special conditions in 2017 is from 1,150,000 to 1,450,000 rubles. Thus, the number of not only available models has increased, but also trim levels - some cars have now become more attractive for purchase under the program, since previously only their “empty” basic versions were included in the list.

The government expects that manufacturers will be able to sell at least 350 thousand cars on credit on preferential terms (for 3 years at 8-10% per annum). It is obvious that crossovers will occupy a significant share among them - according to the results of the first quarter of 2017, this segment surpassed the B-class in popularity. And buyers have plenty to choose from.

Thus, the preferential list included absolutely all configurations of the country’s current crossover - Hyundai Creta. From the base one for 789,900 rubles to the top one - with a 2-liter 150-horsepower engine, 4x4 formula and automatic - for 1,199,900. By the way, it is already available for 969,900 rubles - with a manual transmission and a 1.6 engine.

The list also includes the second most popular SUV - Renault Duster with a starting price of 639,000 rubles. You can even take out top-end all-wheel drive versions with a 2.0 petrol engine (143 hp) and an automatic transmission for 1,019,990 on credit under special conditions and a 1.5-liter diesel unit (109 hp) for 1,009,990.

By the way, I easily fit within the designated framework and Renault Captur- with all-wheel drive, automatic transmission 4 and the same two-liter gasoline engine, it is priced at 1,179,990 rubles.

About the domestic all-terrain vehicle Lada 4x4 and his "step-relative" Chevrolet Niva Needless to say, thanks to low prices, they were always sold on credit with benefits. The most expensive three-door Lada now costs 558,900 rubles, the five-door - 603,900. The Russian-American car has slightly higher prices - up to 732,500. The same applies to both models UAZ - "Patriot" And "Hunter", which sell for a maximum of 1,055,000 and 679,990 rubles, respectively.

Naturally, popular “Chinese” are also on the list (we’ll keep silent about the unpopular ones). The most expensive of them will cost 1,179,900 rubles - Chery Tiggo 5 in the luxury version with a 2-liter engine and CVT. Tiggo 3 is sold at a price of up to 909,900 rubles, and Tiggo 2- up to 889,900.

Fans of real "rogues" can choose Suzuki Jimny- the most expensive one costs up to 1,259,950 rubles, and the rest of the adherents of the philosophy of the Japanese brand are left with four versions of the crossover SX4 with a 1.6 engine, including all-wheel drive - for a maximum of 1,339,000 rubles.

There is plenty for fans to choose from Nissan. The brand's most popular crossover Qashqai costs from 985,000 rubles and the required amount includes no less than 20 model trim levels - up to Le Roof with a 2-liter engine (144 hp) and a continuously variable transmission. There are also all-wheel drive versions with the same engine and transmission, but in a simpler version - at prices from 1,373,000 to 1,417,000 rubles. You can also purchase all possible versions of the “Japanese” Duster - Terrano, including top-end all-wheel drive with automatic transmission for 1,220,000 rubles. Fully within the "limit" Kia Soul, even the "" 204-horsepower version of which - 1.6 GDI - is priced at 1,369,000 rubles. But at Sportage The first four configurations are available - including with a 2-liter engine (150 hp) and an automatic transmission.

The situation is similar with Ford. But the cheapest one costs from 1,459,000 rubles, but it is possible that the manufacturer will drop 10 thousand so that this model is included in the preferential list.

The same thought arises when analyzing the proposal according to Skoda Yeti, whose “limit” included all versions except the top-end all-wheel drive, which costs 1,469,000 rubles.

By the way, getting into the coveted list was previously a reason for manufacturers and distributors to slightly reduce prices. Time will tell how it will be this time.

The state program for subsidizing car loans, effective in 2017, is a special program developed by the state to maintain demand for domestically produced cars (including Russian-assembled foreign cars). In 2016, thanks to state support for car loans, 737 thousand cars were sold. In 2017, about 10 billion rubles will be spent to finance the program. It is expected that it will be possible to sell at least 350 thousand cars. Customers purchasing a car under the state program for subsidizing car loans are provided with an additional discount and special conditions. For example, if the standard interest rate is 15.5%, then if you participate in the state program, the rate can be reduced to 10%. The maximum discount on preferential car loans cannot be more than 6.5% of the loan rate.
