RBC study: the richest and poorest cities in Russia. Salaries in Russia The city is still better than the village

Moscow, October 7. Experts from the RIA Rating agency calculated the ratio of average salaries and the cost of consumer goods in 100 Russian cities.

During the study, salaries (net of income tax) were calculated based on Rosstat data for the first half of 2019 for medium and large enterprises. The standard consumer set is designed for one person living in his own apartment with an area of 28 square meters, it includes 112 goods and services.

The data was collected in cities with a total population of more than 65 million people. As shown by a study, the results of which are cited by RIA Novosti, the level of wages in Russian cities varies greatly. On average, in a large Russian city, a worker receives twice the average consumer expenditure.

Moscow became the leader in terms of wages adjusted for prices. Here, the average salary can buy 3.83 standard needs. Yuzhno-Sakhalinsk is quite a bit behind with an indicator of 3.81 sets of goods and services per average salary. At the same time, in terms of price level, both cities did not even make it into the top five - the highest prices were recorded in Petropavlovsk-Kamchatsky, Magadan, Naryan-Mar, Salekhard and Yakutsk. Among other cities with the highest real salaries, Salekhard, Surgut and Khanty-Mansiysk stand out.

The lowest ratio of wages to price levels is in the southern cities of Russia. So, in Shakhty (Rostov region) this figure is 1.36. The situation is slightly better in Cherkessk (1.49) and Elista (1.52). Of the nine cities that close the ranking, five are the capitals of the republics of the North Caucasus.

Speaking about the most “affluent” millionaires, experts highlight St. Petersburg, which is in seventh place in the ranking, as well as Krasnoyarsk, Ufa, Yekaterinburg and Kazan.

Experts named Saransk the city with the lowest cost of a standard consumer package.

MOSCOW, October 8 – RIA Novosti. The highest salaries were recorded in Moscow, Salekhard, Surgut, Khanty-Mansiysk and Yuzhno-Sakhalinsk, according to RIA Novosti.

Experts note that a significant difference in salaries in different regions of Russia is a long-known problem, so when compiling the rating, the ratio of average salaries in the hundred largest cities of Russia and the cost of a standard consumer package was calculated.

The value varies in the range from 1.32 to 3.58, that is, the real level of average salaries between leaders and outsiders differs by approximately 2.7 times.

Leaders

The average net salary in Yuzhno-Sakhalinsk in the first half of the year was 81.7 thousand rubles. For this amount you can purchase 3.58 fixed sets of goods and services.

Salekhard had a close result - 3.55. In third and fourth positions are two cities of the Khanty-Mansiysk Autonomous Okrug - Surgut (3.2) and Khanty-Mansiysk (3.09).

Experts also note that in cities with a population of over a million, in general, everything is fine - the most prosperous are St. Petersburg (2.44), Krasnoyarsk (2.4), Kazan (2.28), Yekaterinburg (2.25), Ufa ( 2.21), Chelyabinsk (2.16) and Omsk (2.16).

Outsiders

The lowest salaries were recorded in the city of Shakhty in the Rostov region, Sevastopol, Nalchik, Makhachkala and Cherkessk. In Shakhty (last place in the ranking) the ratio of wages to fixed income was 1.32. That is, the average salary in this city is only enough for a standard set of things—saving up for a car and housing, as well as supporting children, is difficult for most residents.

The cities of Russia have become known, which have become leaders in terms of wages in relation to the standard consumer set.

Experts calculated the ratio of average salaries and the cost of a standard consumer package in the 100 largest cities of Russia, based on statistics for the first six months of 2019. The standard consumer package includes 112 goods and services, including food (including delicacies), clothing, industrial goods, furniture and more.

The highest salary, as expected, was recorded in Moscow. In the first half of the year it amounted to almost 97 thousand rubles.

A resident of the capital can buy 3.83 sets of goods and services with an average salary. RIA Novosti reports this with reference to the relevant study.

Surgut is in the top five - 75.8 thousand rubles. (3.24 sets) and Khanty-Mansiysk - 71.6 thousand rubles. (3.20 sets).

The top 10 with good salaries include Magadan, St. Petersburg, Tyumen, Nizhnevartovsk and Petropavlovsk-Kamchatsky.

It is quite expected that the leading positions are occupied by cities from the oil and gas regions of Russia. Highly profitable oil and gas production allows companies to pay their workers more, including as compensation for the harsh climate and remoteness of these cities.

The city is still better than the village

The rating includes cities that were home to about 65 million people at the beginning of the year. As the study showed, in cities with high salaries, prices are often higher than the Russian average, but even taking this into account, the difference in income is noticeable.

Moreover, on average, workers in a large Russian city receive a monthly amount that is approximately 2 times higher than average consumer spending.

For this reason, even low prices for goods and services in these regions do not compensate for the low level of nominal wages.

Among 15 Russian millionaires, 13 have real salaries higher than the Russian average. For example, in Krasnoyarsk the average salary can buy 2.50 consumer packages, in Ufa - 2.31, in Yekaterinburg - 2.28 and in Kazan - 2.27.

Among the lagging largest cities are Voronezh (1.96) and Volgograd (1.91). At the same time, it follows from the ranking that not all million-plus cities achieve high places due to high salaries.

Often high real income levels are explained by relatively low local prices. Such cities include Omsk and Chelyabinsk.

In the first city, the wage-to-price ratio is 2.17 (35th place in the ranking). At the same time, the city ranks only 55th in terms of nominal average wages, but the cost of a fixed set of goods and services is lower than that of 93 cities out of the 100 represented.

And the salary level in Chelyabinsk is 49th, but in terms of the ratio of salaries and a fixed set of goods and services, the city is in 29th place, since prices here are only slightly higher than in Omsk. The city with the lowest cost of a fixed set of goods and services is Saransk.

There is a problem, but there is no money

The standard of living of Russians was the main topic of the “direct line” with President Vladimir Putin in June of this year. When Putin was asked which of the one and a half million questions received on the “line” was the main one, the expected sound was heard.

“I won’t reveal any secret - first of all, the standard of living, the level of income,” admitted. It fell to an employee from the Kaliningrad region to raise the topic of low wages and incomes throughout the country. Stanislav Taukachikas said that fire department employees receive 12-13 thousand rubles a month. And he himself, as a squad commander, receives 16 thousand rubles.

Putin didn’t really believe these numbers and suggested looking into it. The minimum wage, Putin recalled, was raised to the subsistence level - that’s 11,280 rubles. “And if a person works for a full salary, they cannot and do not have the right to pay him less than this amount. I don’t understand where 10 thousand came from,” Putin said.

He also answered the collective question of citizens, formulated by the presenters, about why life in Russia, in principle, has become harder to live and when it will become easier. The President did not object and even agreed with this statement. And he explained what, in his opinion, the problem was.

It's all about shocks, external and internal. He included among the shocks the fall in prices for oil, petroleum products, gas, chemical products, metals, that is, traditional Russian export goods, through which the state budget is mainly replenished.

At the same time, Putin noted that the real incomes of Russians, although they had been declining for several years, peaked in 2016, but now incomes have begun to recover. But there are also plenty of internal problems hampering income growth, Putin made it clear. This is, for example, the financial dependence of citizens on banks. The Russians have taken out loans and are now paying their last to pay them off.

Experts do not entirely agree with this formulation of the question. First of all, the decline in real incomes of Russians is affected by huge inflation, which, although it has slowed down somewhat, still remains significant, argues an expert at the Academy of Financial and Investment Management.

The ranking of the highest salaries in Russia is based on information about the most popular vacancies and highly paid fields of activity in different regions of the country. It is worth considering the maximum and average salaries for certain specialties.

What is the average salary in Russia?

If we compare the level of average monthly income in 2019 with salaries in Russia in 2020, we can note that the average salary in Russia has increased by 12% over the past year. But it is worth considering that the increase in wages in Russia in 2020 occurred exclusively in the national currency.

In foreign currency terms, salaries in Russia increased in 2020 due to a slight depreciation of foreign currency.

The average salary in Russia in dollar terms in 2020 is significantly lower than in more developed countries, such as the Baltic states and.

According to statistics, the highest salaries in Russia are observed in two cities of this country: Moscow and the cultural capital of the Russian Federation, St. Petersburg.

There has always been a large gap between average wages in Russia among regions. But in recent years (2017-2020), the trend of widening the gap between indicators has only intensified. This is primarily due to the onset of the economic crisis, as a result of which the foreign exchange rate sharply increased.

Due to the increase, the income of the population living in provincial regions decreased. Against this background, the unemployment rate has increased significantly. Therefore, many people from provincial regions moved to large cities for the purpose of employment.

The average salary in Russia in 2019-2020 is equal to 36 thousand rubles.

Minimum wage as of 01/01/2017 according to statistical departments of different countries

According to the draft law, wages are expected to increase in 2020.

According to Article No. 129 of the Labor Code of the Russian Federation, a person cannot receive a salary less than the established minimum wage level. But if a Russian citizen did not work all working days or did not fulfill his duties, the manager has the right to independently regulate the amount of his salary.

Salaries of public sector employees

Since January 1, 2020, salaries for public sector employees have increased by an average of 5%.

The salaries of teachers, medical personnel, military personnel and representatives of the judicial system were mainly increased. In 2017, the average salary of a public sector employee was 31,200 rubles. After the increase, this amount increased to 33,000 rubles.

In 2020, salaries of public sector employees are expected to increase at least twice. According to the presidential decree, such an increase in salaries for public sector employees should occur through the introduction of new reforms, for which funds in the amount of 4.6 trillion rubles have been allocated.

But despite this, there is a tendency in Russia to delay wages. The delay in salaries affected primarily law enforcement officers and employees of the educational sector (teachers, pedagogues, university professors).

Employees of the Accounts Chamber receive approximately 171 thousand rubles per month. Members of the Federation Council receive 151 thousand rubles monthly. State Duma deputies earn 123 thousand rubles. Compared to last year, their salaries increased by 29%. In 2019, Kremlin employees were awarded a 5% salary increase, so in 2020 their salary is 206 thousand rubles.

Teachers working in the Altai Republic receive monthly from 17 thousand to 19 thousand rubles.

In Crimea this year there is almost no debt on salaries for public sector employees. The level of average monthly wages is actively growing in this region. So in 2015, the average salary was 15 thousand rubles, in 2020 this figure increased to 29 thousand. Social workers receive the lowest salaries in the public sector. Their salary does not exceed 20 thousand per month.

The salary of doctors in this region is 21 thousand rubles, and university teachers and teachers receive approximately 28 thousand - 29 thousand rubles. Teachers of preschool institutions in Crimea earn from 10 thousand to 12 thousand rubles per month. Employees of preschool educational institutions in Sevastopol receive an average of 19 thousand rubles.

The salary of a pilot at the state company Aeroflot directly depends on the number of flight hours:

  1. If the number of hours is 85 per month, then the pilot will receive at least 290 thousand rubles per month.
  2. If the number of hours is more than 90 per month, then the pilot’s salary will be about 340 thousand rubles per month.

The salary of a janitor working in a utility company directly depends on the region. So a janitor in Moscow receives from 22 thousand to 23 thousand rubles. In Chelyabinsk, a similar position pays 15 thousand rubles. In the cultural capital of the Russian Federation, the salary of a janitor is about 20 thousand rubles. In Tula and Yekaterinburg, janitors earn from 15 thousand to 16 thousand rubles.
