Kaminov was detained by employees of the central office of the FSB and the Investigative Committee. Information about which specific company contracts should be signed with was transmitted to Kaminov in the form of recommendations, which were impossible to circumvent. Somehow Baltstroy and its subsidiaries refused one contract, considering it insignificant, and the Federal State Unitary Enterprise selected other companies that were not related to Mikhalchenko. And then Baltstroy changed its mind. In order to “resolve” the situation, the FSO allegedly “cut down” all these third-party companies, citing the fact that it did not consider it possible to allow them to work at the secret facility. And the contracts again went to structures associated with Mikhalchenko.

Despite the fact that Kaminov himself came from one of Mikhalchenko’s structures - before joining the Federal State Unitary Enterprise he worked in the Forum holding - he did not have the necessary relationship with Baltstroy. As a result, Stanislav Kuner, one of the junior partners of Baltstroy, was introduced into the FSUE as a deputy director. While working at Atex, he was also the founder of a number of companies that were part of the Baltstroy empire.

On March 22, 2017, the Investigative Committee reported: the director of FSUE Atex Andrei Kaminov, his former deputy Stanislav Kyuner, the founder of StroyKomplekt LLC Dmitry Torchinsky and the former director of StroyFasad CJSC Sergei Litvinov were detained. JSC BaltStroy has been interacting for many years with the commercial division of the Federal Security Service of the Russian Federation - FSUE Ateks. It was Atex that received government contracts for restoration and subcontracted them to JSC BaltStroy and CJSC StroyFasad. Dmitry Sergeev is a close friend of Stanislav Kuehner, who occupied the office of deputy director of FSUE Ateks until August 2013.

Sergeev and Kuehner are originally from St. Petersburg, classmates and business partners for many years. They were co-owners of small companies - TFDecor, Petrodecor, Technoflot. In 2003, we met St. Petersburg businessman Dmitry Mikhalchenko, who attracted them to work at JSC BaltStroy, CJSC StroyFasad and LLC StroyKomplekt.

Dmitry Mikhalchenko is a businessman of a completely different order. In the late 1990s, he met Nikolai Negodov, a retired FSB major general. Thanks to Negodov’s connections, Mikhalchenko succeeded: if the leader of the Tambov organized crime group Vladimir Barsukov (Kumarin) was called the “night governor” of St. Petersburg, then Mikhalchenko became the governor of “24 hours”.

In the summer of 2008, the owners of these estates captured journalists who were trying to walk along the seized coastal strip (their release required the telephone intervention of the then head of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the region, V. Piotrovsky). In the same year, the environmental prosecutor regularly responded to requests that the bank had been cleared and the fences had been demolished (despite the fact that not a single metal rod on them had moved). What kind of people nested in the state forest fund on the banks of Nakhimovsky, that they could afford to play Westerns with impunity, and whom the environmental prosecutor himself was afraid of?

Now, finally, we have learned the names and positions of these outstanding personalities. After the list is announced, all doubts disappear: yes, we really have no jurisdiction over such people. So, meet:

- Kaminov Andrey Mikhailovich, Head of Federal State Unitary Enterprise "ATEKS" of the Federal Security Service of the Russian Federation,

Negodov Nikolay Dmitrievich, former deputy. Minister of Transport of the Russian Federation, former General Director of FSUE "Rosmorport", former first deputy. Head of the FSB Directorate for St. Petersburg and Leningrad Region (1997-2000),

- Khokhlov Dmitry Vadimovich, first deputy. Chairman of the Arbitration Court of St. Petersburg and Leningrad Region,

- Khodorova Olga Viktorovna, deputy. Director of the Obukhov Plant State Enterprise for Legal Affairs

This entire company (including the deputy chairman of the Arbitration Court!) stole the forest and the coast from the state without any hesitation. Further, using connections in the security forces, she ensured herself immunity to all attempts at exposure and punishment. Until 2011, forest rangers generally “did not know” that these areas of the Tsvelodubovsky district forestry had long been cut down, fenced off and built up.

In general, the bureaucratic condominium on Nakhimovsky is not much inferior to the famous cooperative “Ozero” on Komsomolsky. Although the shareholders of “Ozer” were federal-scale schemers (Putin, Yakunin and Kovalchuk), and here only regional ones, this did not affect the scale of the development. Perhaps there is even more irrepressible, senseless luxury on the banks of Nakhimovsky (during a summer eco-raid last year, we discovered on the shore of one of the plots an oak bathtub with a gilded faucet, as well as a pleasure boat stylized as a Viking boat; on the neighboring plot there was a wooden roller coaster with access to the lake - apparently for winter fun). Probably, over ten years, the material standards of the “sweet life” have increased (the Ozero cooperative was built in the mid-90s, and the dachas in Ovsyanoye were built in the late 2000s).

Let us add that the list of coastal and forest invaders in Ovsyany is not exhausted by the above names. Large businessmen who act as business partners of these officials also appear here; Obviously, it was the joint business that allowed all the “summer residents” to unite for land fraud. Among the projects where many of the list participants unexpectedly overlap are the security firms Forum and Magistral in St. Petersburg and the Bronka port in Oranienbaum. By the way, the Magistral private security company serves as a kind of “bridge” between two elite cooperatives: this company won the tender to service the trains of the Oktyabrskaya Railway (and the head of Russian Railways, Vladimir Yakunin, in turn, was a shareholder in the Ozero cooperative on Komsomolskoye).

To our knowledge, no claims have been filed yet. Will they be won? Will the cottages be demolished? It’s hard to believe this right away. However, the very recognition by government agencies of the fact of corruption of this scale already inspires optimism. Judge for yourself: five years ago journalists were detained here, and today the state has recognized the actions of summer residents as illegal and is trying to return their lands back. So - what the hell is not joking.
