Budgets of constituent entities of the Russian Federation for ICT: CNews rating. Ratings of Russian regions for the development of information technologies State management: Level of implementation of e-government

State Secretary - Deputy Minister of Communications and Mass Communications of the Russian Federation Oleg Pak, within the framework of the Council for Regional Informatization of the Government Commission on the use of information technologies to improve the quality of life and business conditions, presented a rating of the constituent entities of the Russian Federation according to the level of development of the information society according to seven sub-indexes. The meeting was chaired by the head of the Russian Ministry of Telecom and Mass Communications, Nikolai Nikiforov. Representatives of federal executive authorities and constituent entities of the Russian Federation took part in the work of the council: deputy governors responsible for informatization in the regions, ministers of information and communications, directors of specialized departments.

Monitoring, reflecting the dynamics of development of regional informatization, is necessary to control the achievement of the goals of the Concept of Regional Informatization and the implementation of the state program of the Russian Federation “Information Society (2011–2020)”.

“We, as a ministry, need this rating in order to have an objective, comprehensive and detailed picture for each region, both in terms of infrastructure indicators for IT and in terms of the development of individual industries. Subjects can use this rating as an additional tool to attract the attention of their regional leaders to the topic of informatization, since this topic is not a priority for everyone,” said Oleg Pak.

To compile the rating, the Russian Ministry of Telecom and Mass Communications has developed an appropriate methodology that evaluates the level of regional informatization based on infrastructure and industry indicators. Infrastructure indicators include human capital, economic environment, ICT infrastructure and information management. The methodology will also take into account indicators of ICT use in 15 areas of activity. Among them are e-government, education, healthcare, culture, entrepreneurship and trade, agriculture, transport, social management, housing and communal services and a number of others. In the future, 19 sub-indices will be used when compiling the rating.



At the regional informatization council held on October 13, the Ministry of Telecom and Mass Communications presented a rating of regions for the development of the information society in the Russian Federation for 2017.

The regions that, according to the Ministry of Telecom and Mass Communications, “advanced” due to the implementation of the first strategy included the Republics of Bashkortostan, Mordovia, Tatarstan, Kursk and Tomsk regions. Examples of implemented projects include the development of ICT infrastructure, the transfer of public services into electronic form, the introduction of distance education information systems, the introduction of ICT into the educational process (electronic diary), making an appointment with a doctor, an electronic card, telemedicine, the introduction of electronic means of payment for travel, online motion monitoring.

Due to the choice of the second strategy, the Udmurt Republic and the Tula, Chelyabinsk, and Ulyanovsk Rostov regions rose in the ranking. Among the implemented projects are the creation of regional information systems in the energy sector, the integration of regional information systems with federal information systems (social security, labor and employment, agriculture), automation of the activities of libraries, museums and theaters, the creation of regional information systems in the field of state and municipal finance.

Popular Front experts analyzed data from the Russian Ministry of Health on the share of automated workplaces for medical workers in medical organizations of the constituent entities of the Russian Federation. As a result, a rating of regions was compiled based on this criterion. Monitoring of the ONF showed that at the moment, only 34 out of 85 subjects have managed to achieve a high level of informatization of medical organizations.

Let us recall that the topic of informatization was raised in his message to the Federal Assembly on March 1, 2018 by the President of Russia, leader of the ONF, Vladimir Putin. He stated that paramedic-midwife stations (FAP), clinics, regional-level institutions and leading medical centers should be connected into a single digital circuit so that the forces of the entire national healthcare system are involved in helping each person.

Popular Front experts keep this issue under constant control. As part of this work, information from the Russian Ministry of Health on the level of informatization, including automated workplaces for medical personnel in the constituent entities of the Russian Federation, was analyzed. At least 80% of employees of medical organizations should have used the “Electronic Medical Record” service by December 1, 2014, in accordance with paragraph 32 of the letter of the Ministry of Health of Russia dated August 10, 2012 No. 18-1/10/2-1336 “On the direction roadmap for the implementation of the project to commission the Electronic Medical Record service. However, only 34 out of 85 subjects managed to achieve this level. This is reported on the portal for the operational interaction of participants of the Uniform State Health Information System (Unified State Information System in the field of healthcare). Of these, 100% of the indicator was achieved in 15 subjects: Kamchatka and Khabarovsk Territories, Nenets and Yamalo-Nenets Autonomous Okrugs, Kemerovo, Kostroma, Kurgan, Tambov, Tula and Pskov regions, the Republics of Sakha (Yakutia), Tatarstan, Chechen and Chuvash, as well as Moscow. In other regions, the share of regional informatization ranges from 80 to 99% - these are the Vladimir, Lipetsk, Novosibirsk, Tver, Tomsk, Penza, Vologda, Smolensk, Samara, Sverdlovsk and Saratov regions, the Republic of Mordovia, Karachay-Cherkess and Ingushetia, Krasnodar, Transbaikal and Altai Territory, Khanty-Mansiysk Autonomous Okrug - Ugra, as well as St. Petersburg.

Experts note that in the remaining 51 regions, the percentage of workplace automation ranges from 16 to 77%. Moreover, the lowest rates are in the Republic of North Ossetia-Alania (16%), Chukotka Autonomous Okrug (20%), Nizhny Novgorod Region (25%), Kabardino-Balkarian Republic (36%), Voronezh and Ryazan Regions (40% each).

“President Vladimir Putin, in his address to the Federal Assembly, spoke about the need to link all medical organizations, including first-aid posts and outpatient clinics in rural areas, into a single information circuit. Experts from the Popular Front and the Health Foundation will continue to monitor the implementation of this order, including as part of the work on filling out the interactive “Map of Availability of Medical Care” in small settlements, which was launched by the Popular Front. The regions' work on this problem will also be monitored during on-site events and working trips. After all, this, among other things, determines how prompt and high-quality medical care will be provided to people,” commented Eduard Gavrilov, a member of the ONF Central Headquarters, Director of the Health Foundation.
